C PEL HILL, ORANGE COUNTY ANN OWASA Motion was made by Chairman Carey, seconded by Commissioner Marshall to approve the Memorandum of Understanding and to authorize the Chair to sign the agreement jointly with Chapel Hill, Carrboro and OWASA. VOTE: UNANIMOUS. 4. LUP-1-89 LAND ~ EMENT Planning Director Marvin Collins presented the proposed amendment to Section 4.0 of the Land Use Element of the Comprehensive Plan. This section presents an overview of various strategies for implementing the comprehensive plan. Specifically, the proposed amendments revise Section 4.0 of the Land Use Element to: 1. Reflect the zoning of Cheeks Township; 2. Reflect the adoption of zoning plans for Chapel Hi11 and Carrboro Transition Areas; and _ 3. Reflect the application of the Rural Buffer zoning district and associated development standards to the Rural buffer area designated on the Joint Planning Land Use Plan. Changes are also proposed to the Land Use Element categories-Zoning District Matrix for the same reasons as cited above. Motion was made by Commissioner Halkiotis, seconded by Commissioner Hartwell to approve the proposed amendments as stated above and to affirm as part of this action that the Land Use Plan drives the matrix. (The matrix changes are being made to conform it to substantive changes made to the Land Use Plan and the Zoning, Ordinance since September 1981.) VOTE:UNANIMOUS. Motion was made by Gommissioner Marshall, seconded by Commissioner Halkiotis to instruct the staff in the case of any future Land Use Plan or Zoning Ordinance amendments affecting the matrix to administratively conform the matrix to the amendments when they are made. VOTE: UNANIMOUS. ADDED ITEM 5. CARRBORO TOWN COMMONS FARMER'S MARKET John Link referred to the present operation of the Farmer's Market noting that Extension Director Fletcher Barbez and Horticulturist Keith Baldwin confirmed that the Farmer's Market organization, as presently structured, .is efficiently and effectively managed. Town Manager Bob Morgan states that it is Carrboro's responsibility to assure that procedure is followed. Commissioner Willhoit is satisfied that these questions have been satisfactory answered. In answer to a question from Commissioner Halkiotis about the protocols which are in place, John Link indicated that there are written procedures on how each farmer is allocated a spot, etc. Commissioner Marshall expressed a concern for the new farmers in Orange Gounty being provided a space to sell their produce since all farmers within a 50 mile radius are allowed to sell at this market. Commissioner Hartwell pointed out that the proposed Town Commons provides fewer spaces under shelter than is currently available. Commissioner Marshall expressed a concern about spending money for citizens who reside outside the County. There should be some way to make it clear that Orange County farmers have access to the market. The agreement lists some of the items that may be discussed but is not inclusive of all items that may be discussed.
