Members Present: Chairman Harvey D. Bennett and Commissioners William C. Ray, Flenry S. Walker, Ira A. Ward and Norman Walker. ; Members Absent: None L. M. Cheshire, County Attorney, Dr. 0. David Garvin, District Health Officer and Dr. Robert J. Murphy were present. Dr. Garvin and Dr. Murphy reported oa the operation of the Orange-Chatham Comprehensive Health Program which is being f~xaded by OEO. ~r ~ Discussion ensued relative to the water line which was being constructed from the Town of H111sborough to the Rock House Road on U. 5, Highway 70-A East. The County Accountant advised the Soard that the Town of Hillsborough wished to have the sum of $3,000.00 released to them in order that said protect might be completed. Dissuasion ensued. Upon motion of Conanissioner William C. Ray, seconded by Commissioner Norman Walker, it was moved and adopted that the County would advance to the Town of Hillsborough the sum of $3,000.00 from the County~a Fmergenay Fund on the condition that the Town amend the previous repaysaent agreement made with the County and add to the sum presently to be repaid by the Town this sum now being requested. ~ -' L. M. Cheshire, County Attorney, reported that House Bill #663 had been amended and said amendment would reouire that Orange County pay to Alamance County monies which would be applied in the school areas of current expense, cani,tal outlay and possibly debt service for those students who will attend ' the Alamanae School-System. Upon motion of Commissioner Ira A. Ward, aeoonded by Commissioner Henry ' Walker, ft was moved and adopted, that the Orange County Board of Coaunisaionera ~ go on record as opposing House Bill #663, Chairman Sennett instructed the County Attorney to advise the Local Government House Committee that Orange County was opposing this bill. Oattis, Acting Clerk I MINUTES OF THE ORANGE CDUNTY ~ BOARD OF COMMISSIDNERS May 1!}, 1971 ~i The Board of County Commissioners of Orange County met in special session at 5:00 o~clock P, M, on Friday, May 11}, 1971, 1n the office of Representative Carl M. Smith in Chanel Hill, North Carolina. Members Present: Chairman Harvey D. Bennett and Commissioners William C. Ray, Henry S, Walker and Ira A. Ward. Members Absent: Commissioner Norman Walker. This meeting was called for the purpose of discussing House Bill #663. Said proposed bill would merge a portion of Orange County School System into ._, the Alamance County School System. Discussion ensued and the pros and cons arising from the proposed legislation ware as follows: h: h; 5'. ~ PAGE ~sfi I, Relating to Elections: A. Would citizens of the affected area be authorised to vote on school questions in Orange County elections? B, What effect would statutory efforts to exclude these persons from voting on school ouestions in Orange County have, particularly - with reference to bond matters? C. Would these persons become a block vote against all tea levies voted on for schools? -- II, Relating to Finance: A, Who would have authority to call for arbitration of school currant e~rpease budgets? B, By whom would such arbitration be conducted, Orange or Alamance Court? C, How would capital outlay funds be divided? D. Must Orange County School Budget be approved by Alamanae County Board of Commissioners? Must Orange County Board of Covanissioners approve Alamanae County School Budget? E. What assurance would Orange County have that funds allocated far benefit oP Orange County students be expanded far Chair benefit? F, Would a portion of Alamance County Debt Service obligation be due by Orange County? In view of these and many more Questions the Board of Commissioners advised Representative Smith that they were opposed to the bill in duestion. The Board requested Representative Smith to do the following: I, Secure a delay in final consideration of this bill before the House _.. Committee on Lonal Government in order that the Orange County Board of Eduoation might see if it and Alameaae County Board of Education could reach an agreement over schools these children might atbend. II, Esarcise every effort he could to see that this bill received an unfavorable report from the Committee on Laaal Government. III, If item ~2 above failed then see if the bill Gould be amended to expressly indicate no financial consideration would move from Orange County to Alamanoe County as a result of these students attending school in Alamance County. Gattis, Acting Clark MINIITES OF THE ORANGE CDUNTY BOARD OF COMM283IONERS May 17, 1971 The Board of County Commissioners of Orange County met in adjourned session at B:OD o'clock P,M, on Monday, May 17, 1971, in the Commissioners Room at the Courthouse in Hillsborough, North Carolina for the purpose oP aonduating a public hearing on the Ordinance entitled "AN ORDINANCE REGULATING THE EXPOSIIRE TO VIEW THE HIIMAN BODY." Members Present: Chairman Harvey D. Bennett and Co~mmisaionera William C. Ray, Remy S, Walker, Ira A. Ward and Norman Walker. Members Absent: None _~
