PERFORMANCE APPRAISAL = COUNTY MANAGER
The Board shall conduct a performance appraisal of the County
Manager annually.

In answer to a concern fraot Caamissiaier Marshall, Thooipsoar
indicated that n:•aisirg Lake Orange two feet would not have any iupact on the
property in that ;area.
Ca®mi.ssioner Marshall stressed the need for a task force with
representatives ram OWl1HA, Orange~Alamoanae. Orange Oounty and Hillsborough to
review the reoo~er~dations in the report and take into aeoourrt what DBD'1 may
deeic~ at their naeetittig fn December and c~amQ up with a short range proposal.

avvailable with 1.;9 being used leaving 300.000 as the gaoess ca~paicfty per day

million gallons ~er day would be available.
Chair Willtnit noted that policy decisions need to be made in order
to implement thalse provisions which would prwic]e for the maximnn axtput from
the existing reservoira. Policies need to be worked out whereby Orange
Az,~.,r~ will seek other water supplies and not increase the transfer out of
county which i8 daze at the present time. Also, the 7.bwn of HflLaborough
needs to consider policies for establishing a rate structure which will
provide enough caaipital to increase the intone water supply as needed.
It was the consensus of the Board to reactivate the water Resvuree
f~apmittee and to iformulate err] bring back to the Board the policy issued that
need to be a&lres'sed itamediately.

NEED: The Orange County Personnel Ordinance provides for an annual performance
apnraisal~of all employees; however, the Ordinance does not uPPll. to the
?tanager. ~Perfornance appraisals provide an opvortunity .for a frank and
open discvtssion between the Board and the taanager concerning his
effectiveness in guiding the ~'ange County government operations. For
r-aximum utility, these appraisals need to be conducted at regular
interval s-not just when a "crisis" occurs.
