BOARD OF COMMISSIONERS -,
May 10, 1471
The Board of County Commissioners of Orange County met in ad3ourned session
at 6:30 P,M, on Monday, May 10, 1971, at the Colonial Inn in Hillsborough.
Members Present: Chairman Harvey D. Bennett and Commissioners William C.
Ray, Henry S. Walker, Ira A. Ward and Norman Walker.
Members Absent: None
L. M. Cheshire, County Attorney, Dr. 0. Aavid Garvin, District Health
Officer and Dr. Robert J, Murphy were present.
Dr. Garvin and Dr. Murphy reported on the operation of the Orange-Chatham
Comprehensive Health Program which is being funded by OEO,
f_~ Dissuasion ensued relative to the water line which was being constructed
from the Town of H111sbvrough to the Rock House Road on U, S, Highway 70-A Eeat.
The County Accountant advised the Board that the Town of Hillsborough wished to
have the sum of $3,000.00 released to them in order that said progeat might be
completed. Dissuasion ensued.
IIpon motion of Commissioner William C. Ray, seconded by Commissioner Norman
Walker, it was moved and adopted that the County would advance to the Town of
Hillsborough the sum of $3,000.00 from the County~a Emergency Fund on the
condition that the Town amend the previous repayment agreement made with the
County and add t_o the evm presently to be repaid by the Town this sum now being
requested, f -•`

L. M. Cheshire, County Attorney, reported that House Bi11 #663 had been
amended and said amendment would reduire that Orange County pay to Alamance
County monies which would be applied in the school areas of current expense,
capital outlay and possibly debt service Por those students who will attend
the Alamance School System.
Upon motion of Coimaisaioner Tra A. Ward, seconded by Commissioner Henry
Walker, it was moved and adopted, that the Orange County Board of Commissioners
gd on record as opposing House BiJ.I #663.
Chairman Bennett instructed the County Attorney to advise the Local
Government House Coffini.ttee that Orange County was opposing this bill,
There being no further business to come bafdre the Board the meeting
was adJourned.

at 8:00 o~clpck P, M. on Friday, May 14, 1971, in the office of Representative
Carl M. Smith in Chanel Hi11, North Carolina.
Members Present: Chairman Harvey A. Bennett and Commissioners William
C. Ray, Ranry S, Walker and Ira A. Ward.
Members Absent: Commisaidner Norman Walker.
This meeting was aslled for the purpose of discussing House Bill #663.
Said proposed bill would merge a portion of Orange County School System into
the Alamanae County School System.
Dissuasion ensued and the pros and sons arising from the proposed legislation
were as follows:
