In the past the County has made in-house developed csamputer software available to other eamties at no cost. N®s 7.lse County needs to adopt a policy guideline for dealirsg with software requests. The software can c~ttinue to be pzovided to other caustics at no coat, or in trade for sefta~re which offsets may develop, or be sold. Apart from host the County deals with go~resYUnental request there should also ktie a guideline to cover sales to the private sector. 11~KT: Four to five sales are passible in the short range. Another five sales could follow depending on the pticinq established per sale and by type software package. .Finance has estimated the County cost could be recovered by a $1,000 to $2.500 c9sisrge per sale (52.500 if few sales are involved, 51.000 if it's 10 or more sales). A problem involved is that the Casnty is not equipped to dD marketing. There is a cost associated in answer- ing inquiries and suotmtfrsg any type of support to adapC and install the pesckages in arsother jurisdiction. Another problem in dealing with gavecrm~st is that software is now excharsged freely. If shift is made to a sales approach the cooperation on irsforasatian sharing could diminish. Hence it is the Data Processfrg departaaetst's view that while sales and sales revenue is possible it Would be in the County's interest to mt depart fraa the practice of stsarirg the software with other gavernmen~s upon request. This will avoid having to pay for software which -~.n , 0~8 other coiaities have de~reloped and it would avoid incurring ar-y responsibility to render follow up support. A different approach is thought necessary r+ith privets vendors. A larger return is possible from sales through these organiza- tions with no continuing cost to the County.
