POLICY FOR INSERTION INTO THE POLICY MANUAL

POLICY:
TRAFFIC CRITERIA
For all new department applications, traffic criteria shall
be reported to the Board by the planning staff and such
traffic information shall be taken into consideration when
making a decision on development requests.

•~ 1. The site is within an area designated as either Commercial or
Industrial Transition Activity Nodes, by the adopted Land Use Plans in Eno
or Hillsborough ~ownships.

designated in tie Orange County Land Ose Plan as a Commercial-industrial
Activity Node and is located in Hillsborough Township.
2. Wate~ and sewer mains exist at the site or are to be made
available as part of the development process or the lot size for

individual uses ids appropriate to the method of water supply and sewage

disposal.

the Torn of Hillsborough through an extension of the facilities
previously installed to serve the Wildwood Development. sowever, water

3. All property to be designated for new development under this
classification shill have direct access to major collector streets a

Node. ~ This node fs focused on the interchange at the
intersection of an interstate (I-85) and an arterial highway (NC 86).

This site is loca ed and has direct access on the east side of an arterial
(NC 86) as designalted in the Land Use Plan.
Commis loner Walker made a motion, Com4oissioner Whitted
seconded the chance of 4.87 acres of land on the east aide of N.C. Highway
86 from an R-1!1te8idential Classification to GC-4 General Commercial-4
with the use of a public sewer. VOTE: UNANIMOUS.

By co~zsensus of the Hoard, Commissioner Willhoit requested the
Planning Department to add the traffic criteria to their report and take
into consideration when making a decision on development.

Congnis~ioner Marshall suggested that the Board serve as the
Board of Equalisafiion and Review. Commissioner whitted requested that the
meetings be worked into the regular meeting schedule of the Board. The
Board agreed to serve as the Board of Equalization and Review and
requested Kermit ~loyd, Tax Supervisor, to set the meeting dates.

Tom W~rd, Director of Social Services, presented a recommen-
dation for a higher than entry level or miminum salary for a part-time
permanent positio) of Social Worker ii, Salary Grade 66, Step 48.
Commissioner Whitted moved, Commissioner Marshall seconded
approval for the ~igher than entry level salary. VOTES UNANIMOUS.
6. Budaet~Amendments
Coyarnisiioner Whitted moved, Commissioner Marshall seconded
approval for the following budget amendments:
General Fund Appropriation - Social Services 810.172
Source - Social Services - Title XX $10,172
Approp lotion - Social Services 8 3,b08
Source - Social Services - Subsidy $ 3,608

Commissioner Whitted moved, Commissioner Karshall seconded
approval of the petition from North Carolina Department of Transportation
for approval of thl,e addition of Bayberry Drive in Laurel Hills Subdivision

to the State mainiained Road System. VOTE: UNANIMOUS.
