Members Present: Chairman Harvey D. Bennett, and Commi ssioners William C. Ray, Henry S. Walker, Tra A. Ward and C. Norman Walker. Members Absent: None The minutes were read and approved after eorreotiona were made in the March 1, 1971 meeting. Chairman Bennett recognized Ebert Pierce, Chairman of the Agriculture Extension Servio®. Mr. Pierce filed, with the Board, a list of the applications which had been received for emplogment in the Nutrition Aid Program. Discussion ensued relative to the list. Commissioner Ward reeuested that the Extension Service make recommendations relative to which peraorsashould be employed in this program. Mayor Cates advised the Board that the Town Zoning Dffic er had submitted his resignation effective as of April 15, 1971. He recuasted that the County Zoning Officer be authorized, by the Board, to serve as the Town Zoning Dfficer. The Board inquired of the County Attorney as to the legality of this reoueat. Mayor Cates stated that he had already researnhed the matter and that Mr, Long could act as Zoning Officer for the County and the Town. The Question oP supplementing the salary of the County Zoning Offioer was rai sed. Mayor Cates a~'`. 7 PAGE 353 advised the Board that the farmer Zoning Officer served without .pay and that the Town did not have available any monies which could be applied for this purpose. The Board advised Magor Cates that they would take the matter under advisement. Mayor Cates informed the Board that the current land fill operation was encountering financial difficulty, in that the facility was being utilized to a greater extent than had been anticipated. He reaueated that the Board appoint someone to work with the Town Administration on the problems which were being encountered. The Board reaueated the Mayor to submit to them data relative to the expected expenditures and other pertinent information relative to the land fill operation. Mark Burnham reaueated the opportunity to submit a report and other information on land fill operations at some future dot®. The Board advised Mr. Burnham that they would welcome such a report. Chairman Sennett recognized Tom Ward, Director oP the Sooial Serviaes Department. The County Administrator made a report on the meeting which was eaheduled in Raleigh with the State Representatives of the Sooial Services Department. Mr. Gattia stated that the determining factor, as Par as Orange County was concerned, had been that the student population should be subtracted from the formula being employed by the Social Serviaes Department, however, once this was done it did not assist the County in the other areas being applied by the formula. Mr. Ward presented the estimate of the 1971-1972 expenditures from the 1gca1 department. He stated that acoording to the General Statutes this estimate moat be submitted to the State Department by the middle of April. Diacusaion ensued relative to the Medicaid expenditures for 1970-1971. IIpon motion of Commisaianer William Ray, aeaonded by Commissioner Norman Walker, it was moved and adopted, that the Clerk to the Board notify the Orange County Representatives that the Orange County Board of Commisaionera do request that the State assume each aounty~a portion of the Medicaid program and that if this cation is not possible or Peasible that some legislative action be taken to place limitations or restrictions on the program. IIpon motion of Commissioner William Ray, it was moved that tenative approval of the Local Soeiel Serviaes 1971-1972 budget be approved. This motion died for look of a second. Upon motion oP Commissioner Ira A. ward, seconded by Commissioner Henry _ Walker, it was moved that the Director of the Social Services Department submit . the 1971-1972 preliminary budget without same being signed by the Chairman of the Board. Diacusaion ensued. Mr. Ward was advised to notify the State Department of Sooial Services that the said preliminary budget estimate wsa not being signed bq the Orange County Board as there were a number of items `- included in said budget estimate which were now being considered by the Qenaral Assembly and that forthcoming legislation could well affect the ultimata estimated budget figures. Chairman Sennett called far a note on Commissioner Ward~a motion. Commissioners Henry Walker and Ira Ward voted aye. Commiasionera Norman Walker and William C. Ray voted nay. Chairman Bennett voted aye and then declared the motion passed. 5:.rr PAGE 35~ Commissioner William C. Ray submitted hie reaignation as Chairman of the Orange County Board of Social Servicea. Said reaignation is to be effective as of April ~, 1971. Upon motion of Conmmisaioner William C. Ray, seconded by Commissioner Remy Walker, it was moved and adopted, that Commissioner Norman Walker be appointed to fill the unexpired term of Commissioner William Ray as the Boards representative to the Social Services Board and that Commissioner Norman Walker is to continue as the Board~a representative to the Social Servicea Board at the expiration of the current unexpired term. Chairman Sennett recognized Coolidge Porterfield, Ekecutive Secretary of the Orange County Housing Authority. Chairman Bennett adjourned the Board of Commissioners and said meeting was re-convened as a Board of Commissioners Por the Orange County Housing Authority. Mr. Porterfield read the minutes of the last meeting of the Authority. For other business of this meeting see Minute Docket of the Orange County Housing Authority. Chairman Bennett adjourned the Board of Commissioners Por the Orange County Housing Authority meeting and said meeting was re-convened as a Beard of County Cotrani asioners. Chairman Bennett advised the Board that he had received a reauest from Alexander Shepard and Colonel Edmondson for Orange County to sponsor a luncheon or a dinner which would be the kick off event for the Battle of Alamanae Bi-Centennial. Dissuasion ensued relative to this request: The County Attorney was instructed to rule on the legality oP the expenditure. Upon motion of Commissioner William Ray, seconded by Commissioner Ira Ward, it was moved and adopted, that Orange County sponsor, provided that the expenditure is authorized by the General Statistea, either a luncheon or a dinner for the benefit of the forthcoming Battle of Alamance Bi-Centennial celebration and that this event is not to exceed $300.00 3n cost, Chairman Bennett presented a letter from Gene R, grwnnacher, Manager, Facilities Project of the General Electric Company, Said letter extended the appreciation of the company tc the individuals who had assisted in the location of their new Alant site. Upon motion of Commissioner Ira A. Ward, seconded by Commissioner Norman Walker, it was moved and unanimously adopted, that the Clerk to the Board write Mr, Krumnaaher expressing the pleasure of the Board of having General Eleatrio beoome a oorporate oitizen of the county. Chairman Hennatt reported that ha had been.invited to speak at the Duke Forest Symposium which had been scheduled for April 22-23, 1971. Discussion ensued relative to the theme of the symposium. The County Administrator was instructed to sapear on the scheduled panel. IIpon motion of Commissioner William C. See Rele&ae #510. Brantley Discussion ensued relative to Ambulance Servioe and Ambulance contract. Chairman Bennett made the following report as a member of the Ambulance Committee. He stated that Chapel Hi11 Funeral Home had offered a one year contract in the amount of $27,500 plea $250.00 additional for insurance for the rendering oP ambulance service to the Southern part of the County. IIpan motion of Commissioner William C. Ray, seconded by Coaanisaioner Tra A. Ward, it was monad and adopted that the Ambulance contract for the Southern end of the county be signed with the Chapel Hill Funeral Home and that said contract be made effective as of June 1, 1971. Chairman Bennett reviewed correspondence received Prom the various Historical organizations in the County. The Board had requested names of persons who might be appointed to the North Carolina Amerioan Revolution Bicentennial Commission. Tt was agreed to defer these appointments until a later date. The County Attorney advised the Board that due to a legal teahnioslity the second reading of the Ordinance entitled "AN ORI]TNANCE RkJGULATTNG THE EXPOSIIRFs TO VIEW THE HUMAN BODY" must be set aside and that all procedures mu.at be re-instituted. The Following road petitions were presented and the Clerk wsa inatruated to Forward same to the State Highway Commission: Whiaperiog Pines Circle, Crawford Court Drive and SR 1004 Efland-Cedar Grove Road to 1306 Couaty Home Road known as Taylor- Clark Road. Chairman Bennett advised the Board that the legislation relative to the Local option Sales Tax had been adopted by the General Assembly and that this legislation enabled the Board to adopt a resolution levying the One Cent 3slss Tax or it also permitted the Board to call an election on the Question of the levying of the One Cent Sales Tea. Considerable discussion ensued. ~- Chairman Bennett presented a latter from June Crumpler of the Orange-Alamanoe Water System, lnc. Said letter stated that the Town of Mebane had agreed that .the Orange-Alamance Water Syatam, Ina. could serve those citizens located South of the railroad between Mattress Factory Road and Walton Lumber Company. Said letter requested permission to install lines to this area. Discussion ensued relative to the request. iTpon motion of Commissioner William.C."Ray,.:seao.nded by Co~rmmisaioner Ira A. Ward, it was moved and adopted, that the County decline the request of the Orange- Alamance Water Syatam, lnc. to install water lines to the area located South of the railroad between Mattress Factory Road and Walton Lumber Company. Ray, seconded by Commissioner Norman Walker, it was moved.and adopted, that the County proceed to provide water service to the residents of the area South of the railroad between Mattress Factory Road and Walton Lumber Company, provided that a request for this service is mad Chairman Bennett advised the Board that District Seven oP the North Carolina Commissioners Association would meat in Durham at the County Office Building at 7 P.M. on April 13, 1971. The County Administrator advised the Board that 1973 would be the year that the County must revalue all of its taxable property and that he had revised the tax assessment nontract and that there were four to six companies who would bid on said contract. DSacusaion ensued relative to this matter. Upon motion of Coirmiissioaer Ira A. Ward, seconded by Commissioner William C. Rap, the County Administrator was authorized to proceed with the securing of bids for this service. The County Administrator presented a letter of application for exemption From poll tax From George S. Ray, Route 1, Mebane, North Carolina. The exemption was based on the Pact that Mr. Ray was a disabled veteran. It was moved and adopted that George S. Ray, Route 1, Mebane, North Carolina be exempt from the paying oP any future poll tax based upon the fact that Mr. Rap is a disabled veteran. The County Administrator stated that h® had received a request from the Church Softball League for permission to remove the tin shack located behind the Courthouse as same could be utilized by the league for reatroom facilities at their softball field. ' IIpan motion of Commissioner Senry Walker, seconded by Commissioner Ira A. Ward, the County Administrator was authorized to grant the Church Softball League permission to remove the tin shack from County premises: The County Administrator advised the $oard that he had received a letter from North Carolina National Bank recuesting that payment be rendered oa the facilities currently being used as an office by the Drivers License Examiner. The County Administrator was authorized to forward payment to the bank. The County Administrator presented a letter From the Town of Chapel Hill requesting that the citizens of the County be authorized tc list taxes by mail. Mr. Gattia advised the Board that he had given this matter some consideration, however, the County would need statutory authority before it could institute such a practice. The $oard advised the County Administrator to bring Orange County under Chapter 118 of the 1967 Session Laws which would allow the policy oP tax listing by mail. Milts Levine, Attorney at Law, Chapel Hill, North Carolina, requested that a fireworks permit be granted to the proprietors of The E[ouse of Chu on Saturday, May 1, 1971, Mr. Levine stated that the Fireworks display would be held as part of a wedding aeremoay celebration. IIpon motion of Commissioner William C. Ray, seconded by Commissioner Norman Walker, The Souse of Chu wsa authorized to stage a fireworks display on Saturday, May 1, 1971, provided that said display be held under the supervision of either the Pire department or the police department. There being no further business to come before the Board the meeting was adjouraed to meet again on Tuesday, April 6, 1971, for a joint public hearing with members of the County Planning Board and on Tuesday, April 13th and on Monday, April 26, 1971.
