PURPOSE: To review and comment on the floor plan for the Department of Social Services
(DSS) to be housed in the renovated Hillsborough Commons Facility.
BACKGROUND: On November 6, the Board requested initial review of the floor plan for the
proposed space at Hillsborough Commons. The attached floor plan represents the results of
the work done since that time and is presented for Board comment.
The plan was developed through numerous meetings among the DSS supervisors and staff,
Corley Redfoot Zack (CRZ) -- the project architect, Resolute Building Company (RBC) --the
Construction Manager at Risk (CMAR), the County Construction Manager, and the Purchasing
and Central Services Director. The plan was presented to Social Services Board on November
17.
The architect also presented the preliminary floor plan and project scope to regulatory officials
on November 4, 2008 to identify any associated code and permitting issues early in the process.
On December 1, Corley Redfoot Zack will present the floor plan and incorporate comments
made by the Board into the final iteration of the plan. The final plan will be included in the
Board's agenda material for December 11, 2008, along with the Phase 1 Guaranteed Maximum
Price (GMP). Phase I will include the cost of demolition and specific construction items which
will be identified in the abstract.
FINANCIAL IMPACT: Pursuant to amounts cited as Option A when the Board approved the
use of Hillsborough Commons, the upfit cost to be paid by the County is estimated at $2.6
million, which includes $600,000 contributed by the owner for upfit costs. County responsibility
costs, such as design fees and furnishings and equipment, are in addition to the upfit amount
and are included in the 2009-2019 capital plan, currently under consideration by the
Commissioners.
RECOMMENDATION(S): The Manager recommends the Board review and comment on the
floor plan for. the Department of Social Services to be housed in the renovated Hillsborough
Commons Facility.
