Members Present: Chairman Harvey D, Bennett, and Commissioners William C. Ray, Henry S. Walker, C, Norman Walker and Ira A. Ward. Members Absent; None The minutes were read and approved. Chairman Bennett adjourned the Board of Commissioners and said meeting was re-oonvened as a Board of Commissioners for the Orange County Housing Authority. Chairman Bennett recognized Coolidge Porterfield, Executive Secretary of the Orange County Housing Authority. Mr. Porterfield read the minutes oP the last meeting of the Authority. Chairman Bennett adjourned the Board of Commissioners for the Orange County Housing Authority meeting and said meeting was re-convened as a Board of County Commissioners. Chairman Bennett recognized Fred Cates, Mayor of the Town of Hillsborough. Mayor Cates explained the progress which was being made relative to the assess road from I-$~ into the West Hillsborough area. Ae reaueated that the Board endorse the construotion of said road. Discussion ensued. IIpon motion of Commissioner William C. Ray, aeaonded by Commissioner Ira A. Ward, it was moved that the Orange County Board of Commissioners strongly endorse the construction of SR 17.1.8 which will be known as the western by-pass as long as the funds for the construction oP said road are not taken from the 1971 Secondary Road allocation for Orange County. It was brought to the attention of the Board that opposition had materialized relative to the routing of 2-1}0 through Orange County. Discussion ensued on this matter. Commissioner Bennett advised members of the Board that the Highway Commission would be conducting a public hearing relative to the routing oP I-L~.O on Tuesday, January 19, 1971, at 11 A.M, at the National Guard Armory in Durham. Chairman Bennett brought to the attention of the Board the letter which had been received from the State Highway Commission pertaining to the Boards request that a graded out walking area be provided along Estes Drive. Said letter advised the Board that the State Highway Commission Gould not provide such an area due to the lack of right of way along 73stea Drive. Discussion ensued as to the Chapel Hill School Boards original renueat Por sidewalks. No further action wsa taken on the matter. The Clerk was instructed to forward a road petition received from residents of Latta Road and a petition for SR 1550 to the State Highway Commission. Chairman Sennett stated that the needed Resolutions had been filed with the County Board of Elections and that the necessary atepe were being made to call a Lonal Option Sales Tea Election. The Board agreed that a countywide steering committee made up of representatives from each voting precinct and other interested citizens should be appointed. Discussion ensued as to the problem of financing the publicity and other items needed for passage oP said issue. Chairman Bennett recognized Tom Ward, Director of Social Services. Mr. Ward presented the Blind Aid Agenda. ~~ 7 BGe:{ ~ PAGE 335 Chairman Bennett presented a letter received from Ebert Pierce, Chairman of the local Extension Servic®. Said letter stated that funds were available to eaoh county for the securing of a Nutrition Aid personnel who would work with low income families, Discussion ensued and it was agreed that no action would be taken until the matter could be further discussed with Mr. Pierce. Quention Patterson presented a proposal for the publicatioa oP an.vutdaor recreation brochure for Orange County. He stated that the Soil Conservation Service, Federal, State and Local, Orange Rural Development Panel, North Carolina -" Wildlife Resources Commission, North Carolina Forest Service, North Central Piedmont R C & D, North Carolina Central Development Agency, North Carolina Department of Local Affairs, Chapel Hill Historical Society, Hillsborough Historical Soaiety, Orange Recreation Coamiittee and the Rasearah Triangle Regional Planning Commission had cooperated is preparing the brochure. No cation was taken on the matter. A request from the Chapel Hill-Carrboro Chamber of Commerce for an annual appropriation of $1,SD0 was brought to the attention of the Board. This matter was deferred until budget time. Chairman Bennett presented a copy of Carl Smiths letter to the North Carolina State Highway Department aoncarning a training facility for Orange County. In correspondence received Prom the department their letter advised that the aspital budget For the next six years had already been completed. Tha Board directed the County Administrator to request that a priority be established for Crange County on the matter of assuring such a training faoility. Chairman Sennett appointed Commissioner Henry Walker sa a member oP I the Health Flanning Council in order to fill the vacancy on the Health Planning Council left by former Commissioner Carl Smith. Chairman Bennett appointed Norman Walker sa the Boards representative on the County Welfare Board. Chairman Bennett presented a letter from Mr a. Robert W, Islet', President of the Hillsborough Historical Soaiety. Mrs. Islet' submitted the names of Elizabeth Collins and Lucius Cheshire, Jr. Por consideration as appointees to the NDHTH CARDLINA AMERICAN HE40LUTIDN BICENTENNIAL COMMISSION. Luaius.Cheshire, County Attorney, reported that topless shows and performances at various clubs and establishments could ba effectively controlled by a properly drafted Ordinance. Upon motion of CoAanisaioner William C. Ray, aeaonded by Commissioner Henry S, Walker, it was moved and adopted that the County Attorney prepare an Ordinance for the control of topless shows and performances. Coxrmiiasioner Ira A. Ward stated that he had received a reauast from j Arthur HvrFOW that the late listing penalty be removed Prom his tax bill, because he had been misinformed by the local tax department of his responsibility for listing. Upon motion of Commissioner xra A. Ward, eeconded by Commissioner Henry S. Walker, it was moved and adopted that the request of Mr. Burrow relative to the release of his late listing penalty be denied. Chairman Bennett filed the fallowing items with the C1erkS 1. Bennett and Commissioners.William C. Ray, Henry 3. Walker, Ira A. Ward and C. Norman Walker. Chairman Bennett oalled the hearing to order and then turned the chair f over tq Charles Johnston, Chairman of the Orange County Planniag Board who proceeded to conduct the public hearing. For minutes oP this public hearing yqu are hereby referred to the minute docket of the Orange County Planning Board. Gattis, Acting Clerk MINUTES OF THE ORANGE COUNTY BOARD OF COMMISSIONERS January 11, 1971 The Board of Commisaionera of Crange County met in joint aessivn with tiiembera dP the Mebaae Town Board a£ Aldermen on January 11, 1971, at 7:30 o~clock P. M, at the Arrowhead Restaurant near Mebane. Members Present: Chairman Harvey D. Sennett and Commissioners William C. Ray, Henry S. Walker, Ira A. Ward and C. Norman Walker. Members Absent: Nona This meeting was called for the purpose of discussing with. the Town of Mebane the possibility of the towns acceptance of sewerage aPFluent from a privately owned housing development. The Town"officials indicated that it, was the feeling aP the Board that the developers of the housing project should arrange to pay the- town in proportion to the capacity of effluent received Pram the development into the town sewerage plant and they expressed a willingness to try and work out a suitable agreement with the developers. Further discussion ensued and it was agreed that engineers of E. A.A.G., Ino., should confer with engineers Por the Town of Mebane in an attempt to develop a sewerage proposal plan that would meet the approval of the Town Board.
