BACKGROUND: Section 5.1 of Article VI of the Orange County Personnel Ordinance provides that the Board of County Commissioners adopts the position classification plan and approves any amendment to: Add or delete a class; • Change the title of an existing class; or • Revise the salary grade of an established class. Classification of Existing Positions Occasionally in local government, the duties, responsibilities and other factors that potentially affect the accurate classification of a position evolve over time. Section 7.0 of Article VI of the Personnel Ordinance establishes the County's process for addressing such situations. In 2007 the Human Resources Department determined that due to specific circumstances some positions needed to be reclassified outside of the Archer countywide classification study. The Human Resources Department worked with these two departments to review the position's scope of responsibility. It was the intention of the Human Resources Department to submit a recommendation to the Board on these two positions prior to the end of FY 2007-08. Because of the number of other items on the final June meeting agenda this recommendation was to be submitted in the first meeting of FY 2008-09. However, the budget approved for FY 2008-09 did not include funding for any positions being approved for reclassification. Because of the importance of the position reclassifications being recommended, staff worked with Budget, Human Resources and the respective departments to find the funds for these critical positions that will be cost neutral and not require any additional funding. 2 Human Resources staff reviewed and compared the duties and responsibilities for the following positions: Senior Public Health Educator (position 827) - At the end of 2007 the Health Department conducted an internal reorganization in order to meet the County's responsibilities to serve the current immigrant and refugee populations. Shifting resources between divisions in the Health Department accomplished the reorganization. The result of the reorganization is one position has taken on additional program development and supervisory duties. The department has proposed and Human Resources concurs with the reclassification of the Senior Public Health Educator (Grade 17) to Public Health Education Program Manager (Grade 19). Athletics Program and Facilities Manager (position 396) -The Department requested review of the Athletics Program and Facilities Manager. Over the past three years the scope of the position has evolved to include additional facilities, programming and supervisory responsibilities. Based on these increased responsibilities, the position is more equitably aligned with the Recreations Services Director, the Parks Services Director, and the Parks & Recreation Business Officer. The department has proposed and Human Resources concur with the reclassification of the Athletics Program and Facilities Manager (Grade 19) to Athletics Program and Facilities Director (Grade 22). In summary, Human Resources staff recommends that the Board approve amendments to the position classification plan that will facilitate Human Resources reclassification of the following existing positions: Existing Classification Proposed Classification Existing Salary Grade Proposed Salary Grade Proposed Salary Range Public Health Public Health 17 19 $44,781 - Educator Education $71,588 Program Manager Athletics Athletics 19 22 $51,931 - Program & Program & $83,020 Facilities Facilities Director Manager FINANCIAL IMPACT: Funding for salary increases associated with the proposed reclassifications, including any back pay that has accrued since the Human Resources performs the reclassification analysis and recommendation, will come from existing departmental appropriations in the FY 2008-09 budget. There is no additional funding required for the proposed reclassifications of the positions. RECOMMENDATION (S): The Manager recommends the Board amend the Classification and Pay Plan, as outlined in the tables in the "Background" section of this abstract, to add 2 new classifications: Public Health Education Program Manager and Athletics Program & Facilities Director to be funded from current departmental budgets. 3 Public Health Education Programs Manager/Health Page 1 JOB TITLE: Public Health Education Program Manager DEPARTMENT: Health, Orange County JOB SUMMARY: This position is responsible for promoting public health through education and community outreach activities. MAJOR DUTIES: o Develops and manages the internal Immigrant and Refugee Health Program. o Leads the internal Immigrant and Refugee Health Advisory Committee. o Works with the Refugee Health Nurse to establish and periodically refine policies and procedures for refugee patients. o Establish and refine policies and procedures for Interpretation and Translation services. o Recruit, support and contract with qualified interpreters and translators in conjunction with the Foreign Language Coordinator. o Supervises the Community Disease Control Specialist in planning and evaluating Immigrant and Health education and promotion projects in response to community needs. o Research and analyze current demographic data. o Maintain knowledge of changes and issues related to the state Refugee Health Program, state Immigrant Health resources, and local Immigration issues. o Develop and maintain a system for evaluating the cultural and linguistic accessibility of the department by the community. (i.e. language line; customer service; procedures for interactions with non-English speaking patients and clients) o Recommends changes or improvements in departmental work processes to accommodate non-English speaking patrons improving accessibility and cultural sensitivity and minimizing organizational bias. o Assist in the coordination of Immigrant and Refugee Health issues with the context of OCHD programs (i.e. community assessment, pandemic flu planning) o Prepare and provide appropriate information, resources, and learning opportunities to staff working closely with immigrants and refugees. o Collaborate with Human Resources and OCHD supervisors to create a culturally and linguistically inclusive process of staff recruitment and retention developing a more highly diverse workforce. o Facilitates Orange County Latino Health Coalition Public Health Education Programs Manager/Health Page 2 o Develops and maintains local Refugee Health Advisory group and email list to promote communication between health care agencies. o Establish and maintain relationships with local. and state refugee resettlement agencies and sponsors. o Coordinate and establish memoranda of agreement with other agencies as appropriate and as approved by the Health Director. o Designs and utilizes community feedback to guide project efforts or to provide technical assistance. (i.e. focus groups, surveys, satisfaction questionnaires) o Serve on local and state level agency and interagency committees, boards and planning groups to facilitate the coordination of efforts and promote immigrant and refugee knowledge of and access to health and safety resources and services. (Le. Refugee Advisory Council; OMHHD; Hispanic Health Advisory Group; CALDO; IEC) o Collect and compile an up-to-date Immigrant and Refugee Health resource list. o Explore international, national, university and other local connections to assist the Health Department in improving services. o Perform duties requested by agency. (I.e. reports; language assistance; outreach guidance during emergencies). KNOWLEDGE REQUIRED BY THE POSITION: o Knowledge of the principles and practices of community-based health agencies and social work. o Knowledge of theories, principles, methods, and techniques used in preparing and disseminating public health educational information. o Knowledge of relevant state and federal laws and regulations. o Knowledge of county ordinances. o Knowledge of department policies and procedures. o Knowledge of basic marketing principles and practices. o Knowledge of the culture of various ethnic minorities. o Knowledge of available community resources. o Skill in facilitating meetings and training classes. o Skill in establishing priorities and organizing work. 5 Public Health Education Programs Manager/Health Page 3 o Skill in decision making and problem solving. o Skill in operating standard office equipment such as a computer, calculator, scanner, copier, facsimile machine, and audiovisual equipment. o Skill in public and interpersonal relations. o Skill in oral and written communication. SUPERVISORY CONTROLS: Supervisor assigns work in terms of very general instructions. Work is reviewed in progress and upon completion for accuracy and the nature and priority of the final results. GUIDELINES: Guidelines include relevant state laws and regulations; county, department, and division policies and procedures; and program guidelines. These guidelines are generally clear and specific, but may require some interpretation in application. COMPLEXITY: The work consists of varied planning and administrative duties. The need to coordinate services with multiple agencies and scarcity of resources contribute to the complexity of the work. SCOPE AND EFFECT: The purpose of this position is to promote public health through education and community outreach activities. Successful performance in this position helps to promote and educate citizens on public health issues. PERSONAL CONTACTS: Contacts are typically with co-workers, other county employees, human services agency representatives, school administrators and teachers, child care providers, media representatives, medical providers, civic and community representatives, and the general public. PURPOSE OF CONTACTS: Contacts are typically to give and exchange information, provide services, resolve problems, and motivate or influence persons. PHYSICAL DEMANDS: The work is typically performed while sitting, standing, or stooping. The employee occasionally lifts light objects. WORK ENVIRONMENT: The work is typically performed in an office and occasionally outdoors. SUPERVISORY AND MANAGEMENT RESPONSIBILITY: The position has director supervision over (1) Foreign Language Coordinator and (1) Community Disease Control Specialist Public Health Education Programs Manager/Health Page 4 MINIMUM QUALIFICATIONS: o Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field. o Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to three years. o Possession of or ability to readily obtain a valid driver's license issued by the State of North Carolina for the type of vehicle or equipment operated. Athletic Programs and Facilities Director/Parks and Recreation Page 1 JOB TITLE: Athletic Programs and Facilities Director DEPARTMENT: Recreation and Parks, Orange County JOB Si:fMMARY: This position is responsible for planning, coordinating, and supervising the delivery of athletic programs for citizens of Orange County. MAJOR DUTIES: o Plans, coordinates, promotes, and supervises athletic programs for adults and youths, including leagues and tournaments. o Recruits, interviews, hires, trains, and supervises Athletic Coordinator, Athletics Supervisor, temporary part-time seasonal employees, contractual supervisors and volunteer coaches. o Oversees the development and implementation of special athletic events and programs; assists in determining recreational needs of community. o Develops tools to assess future needs of upcoming programs, including personnel and equipment needs. o Develops the annual athletic program budget; monitors expenditures under the current budget. o Directs and oversees the purchase of athletic equipment and supplies; recruits sponsors as needed. o Provides information to the general public regarding athletics; prepares and presents speeches, develops brochures and videos, and prepares news releases. o Responds to citizen and participant complaints and concerns. o Maintains records of program usage, expenditures, league scores and results, volunteers, team rosters, and recommendations for rule changes or program expansion; prepares various reports. o Maintains good public relations with athletic program participants, parents, spectators, coaches, sponsors and the like. o Meets with independent athletic associations and provides assistance to associations with scheduling and field preparation. SUPERVISORY CONTROLS: The Recreation and Parks Management Director assigns work in terms of very general instructions. Completed work is spot-checked for accuracy, compliance with procedures, and the nature and propriety of the final results. GUIDELINES: Guidelines include Recreation and Parks Association guidelines, the rules and regulations of various sports, county ordinances, and department policies and procedures. These guidelines require judgment, selection, and interpretation in application. COMPLEXITY: The work consists of varied recreation and administrative duties. The need to develop athletic programs with limited funds and shortage of space contribute to the complexity of the work. SCOPE AND EFFECT: The purpose of this position is to plan, implement, and coordinate athletic programs for community residents. Successful performance helps ensure the provision of recreation programs to the community and enhances the public image of the department and county. PERSONAL CONTACTS: Contacts are typically with co-workers, coaches, sports officials, other county employees, volunteers, local business representatives, representatives of community organizations, program participants, school personnel, media representatives, sales representatives, and the general public. PURPOSE OF CONTACTS: Contacts are typically to give and exchange information, resolve problems, provide services, and motivate persons. PHYSICAL DEMANDS: The work is typically performed while sitting, standing, or stooping. The employee frequently lifts light objects and occasionally lifts heavy objects.
