PURPOSE: To consider awarding a bid to Integrated Communication Services (ICS) of Raleigh,
North Carolina to construct a fiber connection between the new Solid Waste Operations Center
(SWOC) and new Animal Shelter Facility (ASF) and connect the SWOC with other buildings at the
Landfill.
BACKGROUND: The County has contracted with Time Warner Cable to provide a network connection
to the new Solid Waste Operations Center for access to the County's network. There is a need to
provide network access to the following County buildings in the vicinity:
• Solid Waste Maintenance Building
• Solid Waste Scale House
• Animal Shelter
Paying for a single network connection brought into one demarcation point and sharing among the
three buildings over a County owned fiber network would eliminate approximately $2,000 a month for
dedicated connections to each.
Connecting the following buildings with telephone cable is also a part of the project.
• Solid Waste Maintenance Building
• Solid Waste Scale House
• Staff trailer
• Eubanks Road Convenience Center
This will allow Solid Waste to integrate these locations into its new telephone system allowing much
better communication. In most instances the system will be placed in the same trench as the fiber,
saving on labor costs. The lines will be placed on existing North Carolina Department of
a
Transportation right of way and on County property. The lines will be routed around existing trees,
and no trees will be removed to complete this project.
Specifications were developed by staff to meet the County's needs. The bid call was advertised on
the County's website. Bids were solicited from ten vendors on Orange County Bid number 1558.
Four bidders responded to the bid call. Attached is a tabulation of that bid. Integrated Communication
Services (ICS) of Raleigh, North Carolina submitted the lowest responsive bid that was responsible at
a total cost of $56,200.
FINANCIAL IMPACT: Total cost of this action would be $60,244. Of that amount $40,450 is for Solid
Waste. Sufficient funds are allocated in the Solid Waste Management Department FY 2008-09
operating budget. The other $15,750 is allocated the Animal Shelter project budget.
RECOMMENDATION(S): The Manager recommends the Board award bid number 1558 to
Integrated Communication Services (ICS) of Raleigh, North Carolina at a total cost of $56,200 and
authorize the Purchasing Director to execute the necessary paperwork.
