PURPOSE: To consider a resolution endorsing transportation improvements proposed by the North
Carolina Department of Transportation (NCDOT).
BACKGROUND: Pursuant to North Carolina General Statutes Chapter §136-11.1, the NCDOT
Division 7 Engineer has notified Orange County of a transportation improvement project that has
been approved by the NCDOT Division 7 Board of Transportation. The project is being funded with
a combination of Spot Safety funds and Contingency funds (administered by the NC Secretary of
Transportation). NCDOT requests that Orange County submit a written resolution expressing the
County's views on the project.
NCDOT chooses projects based on a benefit/cost analysis of areas having high crash rates or
recurring accidents of a specific type where the proposed improvements have proven effective for
enhancing safety and improving traffic flow in areas having similar geometric designs. NCDOT
chooses projects that will yield highest benefits.
FINANCIAL IMPACT: There is no direct financial impact associated with this item
RECOMMENDATION(S): The Manager recommends the Board approve the Resolution Endorsing
Safety Improvements to Enhance Safety and Improve Traffic Flow.

A RESOLUTION ENDORSING PROPOSED ROAD IMPROVEMENTS TO ENHANCE SAFETY
AND MORE EFFICIENT TRAFFIC FLOW
WHEREAS, North Carolina General Statutes Chapter §136-11.1 provides that the North
Carolina Department of Transportation inform all municipalities and counties affected by a
planned transportation project, and request each affected municipality or county to submit within
45 days a written resolution expressing their views on the project; and
WHEREAS, North Carolina Department of Transportation Division 7 Engineer has provided
Orange County with notice of a proposed project to realign the intersection at SR 1005 (Old
Greensboro Road) and SR 1951 (White Cross Road) to enhance safety and provide more
efficient traffic flow; and
WHEREAS, Orange County supports improvements to the transportation network that enhance
safety for all modes of travel;
NOW, THEREFORE, BE IT RESOLVED by the Orange County Board of Commissioners
that Orange County endorses the North Carolina Department of Transportation's endeavor to
enhance safety for transportation in the County by realigning the intersection at SR 1005 (Old
Greensboro Road) and SR 1951 (White Cross Road).

the foregoing resolution was adopted this the 6th day of November 2008.

This is to advise that in accordance with Article 1 of Chapter 136 of the Iv7orth Carolina
General Statutes, the Department of Transportation shall inform all municipalities and/or
counties affected by a planned transportation project. It is also requested that each affected
municipality or county. submit, within 45 day s, a v~7~itten resolution expressing their views on
the project..
In accordance with this statute, this is to notify you that the Department of Txaztisportation is
proposing to construct the following project within Orange County:
12.ealign intersection at SR 1005 (Old Greensboro Road} and SR 1951 (White Cross
Road).
This project will enhance safety and provide more efficient traffic flow in this area.
I would appreciate your placing this on the agenda for the Board of County Commissioners to
review, and if approved, submitting a resolution back to this office.
