BOARD OF COMMISSIONERS
August 3, 1970
The Board of Commissioners of Orange County met in regular session at 10:00
o~clock A.M. on August 3, 1970, in the Staff Room of the Social Services Building
at Hillsborough, North Carolina.
Members Pr®sent: Chairman Carl M. Smith, and Commissioners Harvey D. Bennett,
William C. Ray, Henry S. Walker and Ira A. Ward.
Members Absent: None -•
Minutes of the previous meetings were read and approved.
Sheriff C. D. Knight introduced James Aurhsm, Coordinator oP the Tri County
(Alamance-Orange-Chatham) Law k'iPorcement Agency, and Ken McCotter, Representative
of the same agency. Mr. Durham explained the Law sad Order program as it is
being implemented in North Carolina under the Omnibus Crime Bill. He stated that
$300,000.00 had been made available for local law enforaem®nt unite through the .
enactment oP this bill, that these funds, together with local funds, would be used
to upgrade the local law enforcement program. He cited that Orange County would
institute a fine man narcotics squad, a full time police dispatcher, various
programs for the city police units and an educational display which would be used
primarily in the county schools.
Ken McCotter explained the salary plan which was being proposed for law
etxforcement agencies. He cited that incentive and motivation factors were being
taken into consideration in the new plan. -
Chairman Smith thanked Sheriff Knight and the repreaentativea present for
their presentation. ~
~hairman Smith recognized Fred Cates,. Mayor of the Town of Hillsborough.
Mayor Cates explained to the Board a proposal to run a twelve inch (12") water i
line from Hillabarcugh along highway 70-A to Rock House Road and that a six inch '
(6") water line would be run from the twelve inch (12") line to Colonial Hills. ~
Mr. Cates stated that in order to make this water line available to the citizens
of that area it would coat approximately $10,200 and that he was reouesting the.
County of Orange to commit the sum of $1~.~,ODO to the construction of this line.
Mr. Cates advised the Board that the County funds would be repaid by fees collected ~~
for taps. Aisausaion ensued.
Chairman Smith advised Mr. Cates that the money for such s purpose was not
currently available unless the 1971 tax rate was increased to cover said
expenditure and that the Board would take the matter under advisement, in that,
they were in the process of trying to set the currant tax rate.
Mark Burnham, Regional Planner for the Research Triangle Planning Commission,
stated that an adequate size water line to the Colonial Hills area was needed.
He encouraged the Board to consider the idea of city water and endorsed Mr. Catea~
proposal. Mr. Burnham stated further that he felt the County should adopt a water
and sewerage line policy sa this was an area of great nee~.~_-
Chairman Smith adjourned the Board of Commissioners and said meeting was
r®-convened as Board of Commissioners for the Orange Gounty Housing Authority.
Chairman Smith recognized Coolidge Porterfield, Secretary of the Orange
County Housing Authority. Mr. Porterfield read the minutes of the Housing
Authority meetings. For other business of this meeting see minute dooket oP

Chairman Smith adjourned the Board of Commissioners for the Orange County
Housing Authority meeting and said meeting was re-convened as a Board of County
Commissioners.
Chairman Smith advised the Board that the North Carolina Commissioners
Association was sponsoring a Social Ssrvica Action committee meeting in Raleigh
on Wednesday, August 12, 1970, at the Hilton Inn. Commissioner Ray was appointed
to represent the Board at this meeting.
Comrniasioner Ward advised the Board that he had received a letter of
acceptance from Dr. Faring relative to the ABC Boards proposal of sponsoring a
Mental Health program for alceholica.

Chairman Smith inquired of the County Manager if an answer had bean received
from the Towns oP Chapel Hill and Carrboro relative to the financial partinipation
of these towns to the ambulance service. The County Manager replied that no
answer had been received from either town.
Chairman Smith read a letter from Richard Ih`aw, Attorney at Law, Durham,
North Carolina. Said letter advised the Board of sewerage problems which did exist
in Eno township and he requested that the Orange County Board of Commissioners
notify the Orange County Health Department tv take such steps as are necessary
to terminate this situation.
Chairman Smith reviewed the latter received from the State Highway Commission
relative to Rogers Road, Log Cabin Road, traffic light installation an Farrington
Road, railroad crossing signals on Homestead Road, traPPia light at intersection
of 86 and 70, Orange High School acoesa road, Chapel Hill High School road from
Eaten Drive F~ctenaion and Finey Mountain Road.
The clerk wsa inatruated to write a letter of appreciation to Mr. Clifton
Benson relative to North Carolina Highway SLR. East.
Road petitions were received Por SR 1551, 1126 and 1335. The clerk was
inatruated to forward same to the State Highway Commission.
Chairman Smith read a letter from Mrs. Anne Partin, North Carolina Civil Defense
Association. Said letter urged that all Civil Defense Directors join the United
States Civil Defence Council. The clerk was inatruated to Pile the letter with
Burch Compton and request that he denide if he wished to have Orange County join the
Defense Council.
Chairman Smith advised the Board that he had received from WFMY a queationaire
requesting that the ten problem priority items be listed. It wAa agreed that the
Board would answer said questionaire.
Chairman Smith read a letter from Dr. John C. Herrion. Said letter was in
reference to the Wolf's Pond Develornaent and Dr. Herrion called the Beards
attention to the fact that the traot of land fur said develoroment was located at
the headwaters. oP University Lake. Diacusaion ensued relative to this item
and the Board requested that Norman bong, Zoning Officer, reply to Dr. Harrion's
letter.
Upon motion oP Cotnmisaioner Walker, seconded by Commissioner Bennett, Chairman
Smith was authorized to sign the following $lind Aid Agenda:

It was brought to the attention of the Beard that the County Planning Board
had received a recrueat from Ted Williams to re-zone between fifteen to twenty
acres of land in Chapel Hill Township from a residential area to a mobile home
park area. It was pointed out that this was the only request pending before the
County Planning Board and that a public hearing would not be sailed to review
this request until further requests were received.
Chairman Smith presented a letter of resignation Prom Robert V. Duke, Chairman
of the_Truatees of the South Orange Fire Protection Commisaiea.

Diacusaion ensued relative to Mayor Cates' proposal that the County assist
in the installation of a water line to the Colonial Hills area.
Upon motion of Commissioner Ray, seconded by Cormnisaioner Walker, it was
moved that a $1.21 tax rate be levied and that the additional one sent be used
Por the purpose oP installing the twelve inch (12") water line to Colonial Hills.
Diacusaion ensued relative to this motion. Upon agreement oP Commissioner Ray
and Walker this motion was withdrawn.

Upan motion oP Commissioner Bennett, seconded by Commissioner Walker, it
was moved and adopted that the Mayor of the Tawn oP Hillsborough be advised of
the County's interest and willingness to. cooperate in the proposed plan to run a
twelve inch (12") water line to the Colonial Hills area, that the said twelve
:'inch (12") water line would be terminated at the Rock House 'sad that a suitable
agreement Por the cost recovery of the County's investment must be reached with
the Town of Hillsborough prior to the release of the designated Funds. The Board
farther agreed to request that the Town advise them as to the progresa.whiah is
being made to secure the needed number aP water taps in order that the two governing
bodies might be prepared to disauea the financial arrangements relative to the
repayment o£ the County~s investment.
Upon motion eP Commissioner Ward, seconded by Commissioaer Sennett, the
following Appropriation Resolution was duly adapted:

Upon motion of Commissioner Ward, seconded by Commissioner Walker, the

1. A poll tax of $2.p0 shall be levied on all male persons between the ages of 21
years and 50 years. Twentq-five per sent (25~) of the proceeds of this tag shall
be deposited in the Welfare Fund and Seventy-fine (75~) of the proceeds will be
deposited in the School Current Expense Fund.
2. A Special Sehool Tax of $0.35 on the $100.00 of preperty valuation shall be
levied on all property in the Chapel Hill Sehool District.
3. A Special Fire Tax of $0.10 an the $100.00 of propertq valuation shall be
levied on all property in the Greater Chapel Hill Fira District.
0.. A Special Fire Tax of $0.10 on the $100.00 of property valuation shall be
levied on all property in the Scuth Orange Fire District.
5. A Special Sanitary Tax of $0.57 on the $100.00 oP property valuation shall be
levied on all property within the Dogwood Acres Sanitary District.
6. On each open female dog six (b) months of age or older a Liaenae coating $2.00
shall be required. On all other doge a License coating $1.00 shall be required.
7. In accordance with Section B oP the Revenue Act (Article 2, Chapter 5, of the
General Statutes) and anq other seationa of the General Statutes ao permitting,
there are hereby levied privilege license taxes in the maximum amount permitted
on all businesses, trades, occupations, or professions which the County is
entitled to tea.
For purposes of financing the previoualq approved appropriations funds to
finance the following listed items will be derived from revenues not obtained from
Ad Valorem Taxes.
Historic Hillsborough Commission $ 3,000.
North Central Piedmont Resources 350.

Gera Sykes,of Route 2, Hillsborough, North Carolina, was present to disouas,
with the Board, his views relative to land use controls. Mr. Sgkee was interested
in the matter of land use controls being adopted for an area which would include
a portion of Hillsborough, Bingham sad Chapel Hill townships. Chairman Smith advised
Mr. Sykes that he felt the Hoards record of endorsing Land use was evident, however,
iY Mr. Sgkea wished to pursue the matter he must submit a petition signed by residents
of the township areas which would be effected bq the land use controls.
