There being no further business to come before the meeting said meeting was adjourned tv meet again~on Tuesday, July 11~., 1970, at 8 P.H. in .the Commissioners Room of the Courthouse in Hillsborough for a budget hearing, Carl M, Smith, Chairman Batty June Hayes, Clerk MINYITES OF THE ORANGE COIINTY BOARD OF COMMISSIONERS July 14, 1970 The Orange County Board of Commissioners met in adjourned session at 7:30 P. M. on Tuesday, July ].1~., 1970, in the Commissioners Room of the Courthouse in Hillsborough. Members Present: Chairman Carl M, Smith, and Commissioners Harvey D, Bennett, William C. Ray, Henry S, Walker and Ira A. Ward, Members Absent: None r Representatives from the Mebane Industrial Committee were present. $ill Hupman was the spokesman for the group. The purpose of this meeting was to disausa the possibility of Orange County establishing a policy which could be used by the Industrial Development Conanittee in their talks with various industries. Diacuseion ensued relative to a policy which might be applied to the water and sewerage line expense. IInon motion of Commission Ward, aeaonded by Commissioner Ray, it was moved and unanimously adopted, that Orange County install water and sewerage lines without cast to proposed industry, provided the industriee~ ad valorem taxes were suffiaient tv amortize the aoat of the installation during a five year period, if the proposed property tax waa not sufficient to amortize itself then an acreage fee sufficient to defray the difference would then be applied, aaoR` 7 rats 29'7 Chairman Smith recognized Ih~. Roy Lindahl, Chairman of the Chapel Hill School Board. Dr. Lindahl stated that his Board endorsed the school budget which had previously been submitted and that if the reoueat were denied his unit would have to eliminate a great many needed items Prom the enrichment portion of the school program. He stated further that if the budget elloaated was reduoed to $91.00 per student cuts in the school program would be Headed. Ih~. Wilmer Cody stated that with the opening of three new schools and the increased coat of persoael a relatively large sum of money would be needed in ' order to maintain the current services. Chairman Smith recognized George Williams, Superintendent oP the County School System. Mr. Williams stated that $98.00 per student will allow some enrichment program to the County system, but that it would be necessary to have a $91.00 per student allocation in order to maintain last yeaxrs level. Discussion ensued between all School representatives and the Board oP Commissioners relative to the capital outlay budgets. Commissioner Ward stated that he was not satisfied with the division oP the proppsed one million dollar capital outlay appropriation. He stated that he Pelt the division should be equalized with the student enrollment. The Chapel Hill School Board did not agree with Commissioner Ward~a thinking and ~ stated that their unit was experiencing a faster rate oP growth than the County unit. Gera Sykes, Route 2, Hillsborough, North Carolias, presented a petition which read as follows: "We the undersigned land owners of Hobbs Cross Roads Community hereby petition the Commissioners of Orange County to prohibit the erection oP trailer park or parka in the aforementioned locality". Chairman Smith advised Mr. Sykes that the Board had no authority to acknowledge the request made in the petition. Chairman Smith suggested that Mr. Sykes present the matter to the District Health Department, There being no further business to come before the Board the meeting was adfourned to meet again on Monday, July 20, 1970 at 8 P,M, in the Mebane Town ' Hall. i Carl M. Gattis, Acting Clerk MINUTES OF THE ORANGPs COUNTY BOAPb OF CDMMISSIONERS July 20, 1970 The Board of County Commisaionera oP Orange County met in adjourned session with the Town Board oP Mebane at the office of the Mebane home Telephone Company in Mebane on Monday, July 20, 1970, at S P. M. Members Present: Chairman Carl M. Smith, and Commissioners Harvey D, Bennett, William C. Ray, Henry S. Walker and Ira A. Ward. Members Absent: None .~ This meeting was held Por the pvrpvae oP reviewing the request made for Orange County to extend the water lines along Canter Street and the request Prom a private developer to be allowed to place sewerage into the sewerage line which is located between Melville Furniture Company and Pannax, Inc. W. C. Henderson, Mayor Pro~tem of the Town oP Mebane stated that the Town had been petitioned to provide water services to the residents oP Center Street and that the Town was unable to provide this service. Dissuasion ensued ' relative to this matter. Chairman Smith asked iP the Town oP Mebane would be willing to accept the effluent Prom the proppsed housing development. Mayor Henderson stated that the Town Board had not reached a decision relative to this request.
