Summers, Health Director TELEPHONE NUMBERS: - - ezt. 2411 Hillsborough 732-8181 Chapel Hill 968-4501 PURPOSE: To consider the nominations for County-Appointed Animal Cruelty Investigators BACKGROUND: Since September, 1994, the Board of Commissioners has each yeaz appointed or reappointed (an) employee(s) of the Animal Protection Society to act asCounty-Appointed Animal Cruelty Investigator(s) under Chapter 19A, a law which provides a civil remedy for cruelty to animals. The Board of Health has reviewed these nominations and recommended forwazding them to the Boazd of Commissioners for appointment. The two nominees aze employees of the Animal Protection Society and have received special training in this area. FINANCIAL IMPACT: The investigators act as volunteers, at no salary cost to the county. They are Dean Edwards - and Jon Gilmore. Both are very well qualified and experienced animal investigators. Amanda Graham, one of ourptevt?ous;1'~;A appointees, has moved to Raleigh. She has served diligently through this last year, and she will continue do help us and io teach cruei~y investigation workshops. However, she is now in her second year of graduate school, and she must devote more time to her studies. Our other 19-A appointment, Lorri Mitchell, trroved. to New York. Out first nominee; Dean Edwards, IS our Associate Director. He has taken Amanda's position. Dean planned and hosted the Raleigh 3~tay 1999 Equine Investigation Workshop. He has also attended a 6-hour Basic Animal Investigation Workshop within the past year. Dean received an AA in 8usinesa Adminis#ratlon from Manatee Community College before becoming Director of the SPCA of Polk County, Florida. He was also a general manager at a radio station and has excellent presence and people skills. He has solid experience in animal Investigation both at APS of Orange County and in Florida. Dean roceived certification from the Humane Society of the United States for "Disaster Animal Response Training," and he has been appointed to the N.C. Emergency Animal Rescue Response Planning Committee. He was certified as an Anima! Euthanasia Technician in Florida, and attended a certification workshop in "Shelter Design and Renovations." 3 Jon Qllmoro has attended one 6-hour Basic Animal inves#igatlon Woricshap and the 3-day Equine Investigation Workshop in RaNeigh, co-sponsored by the APS, Humane Society of the Unl~d $tatos, NC8U Equine Program, and the CH Equine Veterinary Clinic. Jon has been aupervising our investigation program Chia last year, and has done a superb job. .ton i$ a graduate of the University of Wisconsin at Madison and has completed a Masters In Teaching at the University of Vermont. He has experience as a social case worker and juvenile counsellor, including 400 hours of continuing education;n counasiiing. This experience has proven quite valuable in tlto field. He also has a year's experience as an animal control officer . He is certified in chemical imrnobiiization and euthanasia. He attended athree-day workshop on Urban--Wildlifie Managenrent," and a workshop on Animal Disaster Management Thank you for your help. Article 4 -Animal Cruelty Investigators. 19A-45. Appointment of animal cruelty investigators; term of office; removal; badge; oath; bond. (a) The board of county commissioners is authorized to appoint one or more animal cruelty investigators to serve without any compensation or other employee benefits in his county. In making these appointments, the board may consider persons nominated by any society incorporated under North Carolina law for the prevention of cruelty to animals. Prior to making any such appointment, the board of county commissioners is authorized to enter into an agreement whereby any necessary expenses of caring for seized animals not collectable pursuant to G.S. 19A-47 may be paid by the animal cruelty investigator or by any society incorporated under North Carolina law for the prevention of cruelty to animals that is willing to bear such expense. (b) Animal cruelty investigators shalt serve aone-year term subject to removal for cause by the board of county commissioners. Animal cruelty investigators shall, while in the performance of their official duties, wear in plain view a badge of a design approved by the board identifying them as animal cruelty investigators, and provided at no cost to the county. (c) Animal cruelty investigators shall take and subscribe the oath of office required of public officials. The oath shall be filed with the clerk of superior court. Animal cruelty investigators shall not be required to post any bond. (d) Upon approval by the board of county commissioners, the animal cruelty investigator or investigators may be reimbursed for all necessary and actual expenses, to be paid by the county.
