PURPOSE: To conduct a public hearing on two proposed construction and demolition (C&D)
landfill sites on Eubanks Road and Guess Road.
BACKGROUND: On September 7, the BOCC received a report from Joyce Engineering, Inc.
concerning the technical evaluations of two potential C&D sites. A public hearing on this topic
scheduled for September 16 was cancelled because of the expected impacts of Hurricane
Floyd. The public hearing was rescheduled to take place during the Commissioners' regular
meeting on September 21.
Joyce Engineering will make a brief presentation regarding their findings about the suitability of
these two sites, with emphasis on water quality concerns. They will also be available to
respond to Board or citizen questions. The Board will then conduct the public hearing itself.
FINANCIAL IMPACT: There is no direct financial impact associated with the conduct of this
public hearing.
RECOMMENDATION(S): The Manager recommends that the Board conduct the public
hearing. No Board action is required at this time.
