NOTE TO ALL READERS OF THIS AGENDA: Because of the anticipated impacts of
Hurricane Floyd, the Orange County Board of Commissioners on Tuesday, September 14,1999
decided to cancel a public hearing that had been scheduled for 7:30pm on September 16 to receive
citizen comment about two proposed sites for a new construction and demolition landfill. That public
hearing has been rescheduled (as noted below on this facesheet) to take place during this September
21,1999 regular meeting. It is the Board of Commissioners' intention after the C&D landfill public
hearing to adjourn the meeting and continue it to September 29,1999 at 7:30pm at the Southern
Human Services Center on Homestead Road in Chapel Hill. All other items listed on this agenda
facesheet will be considered by the Board of Commissioners on September 29, unless they are time-
sensitive and require the Board's action on September 21. Any such items have been annotated on this
facesheet with an asterisk (*). Estimated times allocated to each item are for items to be considered
on September 29.

PUBLIC CHARGE
The Board of Commissioners pledges to the citizens of Orange County its respect. The Board asks its
citizens to conduct themselves in a respectful, courteous manner, both with the Board and with fellow
citizens. At any time should any member of the Board or any citizen fail to observe this public charge,
the Chair will ask the offending person to leave the meeting until that individual regains personal
control. Should decorum fail to be restored, the Chair will recess the meeting until such time that a
genuine commitment to this public charge is observed.

RE: September 29 BOCC Agenda
I want to pass along several documents related to the September 29 meeting agenda:
1) Joyce Engineering has prepazed a response to the presentation by Dr. Kabala at the C&D landfill public
hearing last Tuesday night. We received this late this afternoon, and have not had a chance to review or
evaluate it. However, I am passing along a copy in the interests of getting this presumably relevant
information into your hands as soon as possible before Wednesday night's meeting. This document
relates to Agenda Item # 5-a.
2) Rosie Summers notified me today of a couple of additions and corrections that were needed in two
agenda abstracts involving the APS. Replacements for both of the abstracts in your original agenda
packets are attached (Agenda Items # 8-d and 8-e). New text is indicated in red. Rosie is available at
extension 2412 to answer any questions you may have. She will also attend Wednesday night's meeting
if you have questions at that time.
