deputies, he was requesting funds for the employment of an additional radio
operator. This operator would be used from the hours of 8 o'clock A.M. to
5 o'clock P.M. He stated that the employment of these three individals
would amount to $18,600; however, a portion of the salary might be funded through
a Federal grant. However, this grant would be on a declining basis aver a period
of years.
The Sheriff advised the Board that he had been forced to discontinue the
third shift on the three days of District Court and the hours required were so
excessive that he did not have personnel enough to operate a third shift. However,
the schedule on the weekends did include a 24-hour coverage.
There being no further business to come before the Board, the meeting was
adjourned to meet again on Wednesday, June 17, 1970, at 8 o'clock P.M, with the `
members of the ABC Board and the members of the Orange-Person Mental Health Board.

MINUTES OF THE ORANGE COUNTY
BOARD OF COMMISSIONERS
The Board of Commissioners of Orange County met in adjpurned session at
the Courthouse in Hillsborough, North Carolina, in the Commissioners Room at
8 o'clock P.M. on Wednesday, June 17, 1970.
Members Present: Chairman Carl M. Smith and Commissioners Harvey D. Bennett,
Ira A. Ward, Henry S. Walker and William C. Ray.
Members Absent: None ~
Also present for the meeting were Dr. John Ewing, Dr. Liam Daily, Representatives '
of the Mental Health Program and H. W. Moore, Bernice Ward and J. Temple Gobbel,
members of the ABC $oard.
This meeting was held jointly with the members of the Orange-Person Mental
_. Health Authority and members of the AHC Board. The purpose of the meeting was
to discuss the possibility of additional funds being placed in the Mental Health ..
Program for the purpose of a specific program being instituted far alcoholics , .
and their families.
Dr. Ewing stated that if the programs of the ABC Board and the Mental Health ~
Authority were combined, then Federal funds could be secured to assist in the ~
rehabilitation program fqr alcoholics. It was stated that currently the ABC ~
Board was spending $4,500.00 annually on a rehabilitation project and that if this ~
amount was doubled then State and Federal funds, possiblly in the amount of $30, `
000.00, could be obtained.

Chairman Smith advised Dr. Ewing that the Board would take his request under !
consideration. Then Chairman Smith requested the members of the ABC Board to j
give consideration to the proposal submitted by Dr. Ewing. Chairman Smith requested
the ABC Board to advise the Board of Commissioners of any action they take relative
to this matter..
T1~ County Accountant filed with the Hoard a copy of the 1970-71 Budget Estimates.
Chairman Smith directed the County Accountant to file a copy of the Budget Estimates ~
with the Clerk to the Board.
There being no further business to come before the Board, the meeting was
adjourned to meet again on Tuesday, June 23, 1970, in the Commissioners Room
of the Courthouse in Hillsborough.
