PURPOSE: To consider creating a task force to examine ways to enhance recycling of
construction and demolition (C&D) materials.
BACKGROUND: Members of the Board of Commissioners have on a number of occasions
expressed interest in finding ways to reduce the amount of construction and demolition material
originating in Orange County that must be landfilled. The Board may wish to consider creating
a task force to develop recommendations about best practices for C&D recycling in Orange
County, and to assist in developing appropriate language for new or existing ordinance(s) to
encourage those practices.
A draft charge and composition of a C&D recycling task force are attached for the Board's
consideration. The Board may wish to amend or approve these drafts, and provide direction to
staff to begin recruitment of members of this task force for formal appointments at a subsequent
BOCC meeting.
FINANCIAL IMPACT: The direct financial impact from creation and operation of this task force
will likely be relatively small in the scope of the overall County budget. Depending on the
frequency and complexity of task force meetings and activities, there could be a considerable
allocation of time for one or more County staff members to provide ongoing technical and
administrative support to this group.
RECOMMENDATION(S): The Manager recommends that the Board review the proposed
charge and composition of a C&D Recycling Task Force and provide appropriate
implementation instructions to staff.

PROPOSED CHARGE TO THE CAD RECYCLING TASK FORCE
^ Review documents related to C&D handling and recycling that were prepared for the Landfill
Owners Group during recent years
^ Review and evaluate the literature regarding successful C&D recycling enterprises in other
jurisdictions across North Carolina and elsewhere in the United States
^ Review statistics concerning user patterns and waste stream composition for current C&D
landfill
^ Examine options for public, private, and public-private partnership approaches to C&D
recycling
^ Develop recommendations regarding best practices for C&D recycling that should be
considered for implementation in Orange County
^ Investigate, evaluate, and provide recommendations regarding C&D recycling waste
reduction options based on cost-benefit analysis
^ Develop suggested language for new or existing Orange County ordinance(s) that would
encourage C&D recycling in furtherance of the County's adopted solid waste reduction goals
^ Explore grant opportunities for funding C&D recycling waste reduction
