Chairman Smith read a letter received from lames Wallace relative tb the fees charged at Lake Orange. Mr. Wallace requested that the County proceed to guarantee citizens access to Lake Orange at a reasonable prescribed fee. Commissioner Ward and Commissioner Walker, stated that they felt the County needed the water when the Lake was developed and that the County had obtained the water at a reasonable cost to the public. Further discussion ensued. There being no further business to come before the Board, the meeting was ' adjourned to meet again on Tuesday, June 9, 1970, at 8 o'clock P.M. S. M. Gattis,. Smith, Chairman MINUTES pF THE ORANGE COUNTY BOARp pF COMMISSIONERS The Board of Commissioners of Orange County met in adjourned session at the Courthouse in Hillsborough, North Carolina, in the Commissioners Room at 8 o'clock P.M, on Tuesday, June 9, 197D. Members Present: Chairman Carl M. Smith, and Commissioners Harvey D. Sennett, Ira A. Ward, Henry S. Walker and William C. Ray. Members Absent: None ~'- This meeting was held for the purpose pf discussing the proppsed 1970-71 budget. Quentin Patterson, County Soil Conservationist, introduced Lacy Coats, Water Shed Planning Economists. Mr. Coats reviewed the findings obtained in the preliminary study of the proposed Seven Mile Creek reservior. He stated that the engineering and geologic point of view for the proposed site was satisfactory and that it would be reasonable to construct an earth dam of apprpximately 84 feet in height. He stated further that his design would impound water at. an average elevation of 600.7 feet above sea level, that a sediment storage pool of 614 acre feet, 7,056 acre feet for municipal water storage and 2,899 feet for flood water storage could be maintained in the proposed structure. This lake would contain about 400 surface acres and have a total lake capacity of 10,500 acres. With the emergency spillway elevation set at 590.3 feet, the normal water line would fluctuate about nine feet. Mr. Coats sited that the average land cost of 5500 per acre was used. to determine the following: Construction Cost-579S,OOp.00; Land Value at 5500.00 per acre- 5300,000.00. He further stated that the ._ Piedmont Research and Conservation Agency might participate in the funding of the proposed project. The following estimates were given: A&E Contract-$11,D0O.00; Construction Inspection-$71,500.00; Constru- tion-5135,000.00; making a total of $217,500.00. __-- L. David Dixon of the Soil Conservation Service stated that he was pf the opinion that work on the planned soil map would be under way after July 1, 1970. T.loyd Osterman, Regional Librarian, presented the Regional Library's budget. Said budget totaled $20,630.000 and represented an increase of $2,67D.00 over the 1969-70 budget request. Mr. Osterman stated that $1,900 pf the monies was ear-marked for renovation of the upstairs area of the library and that the additional monies would allow for a 10% salary increase for the library personnel. Mr. Osterman presented for the apprpval of the Board an agreement for death benefits under the North Carolina Local Government Employees' Retirement System. Upon motion of Commissioner Bennett, seconded by Commissioner Walker, it was r moved and adopted that the following agreement be properly executed. AGREEMENT-DEATH BENEFIT General Employees In accordance with the provisions of subsection (1) of G.S. 128-27 setting Earth the conditions under which the rights to the death benefit might be made available to members of the North Carolina Local Governmental Employees' Retirement System, this AGREEMENT is hereby entered into between the County Commissioners of Orange County and the Director of said Retirement System. In consideration of an increase of .33% in the employer's contribution rate effective as of July 1, 1970, the North Carolina ,, ,;. _- BD~Ic 7 "rAGE 288 Local Governmental Employees' Retirement System hereby agrees tv entend the privileges and rights of the death benefit described in subsection (1) of G.S. 128-27 to the employees of the Hyconeeehe Regional Library who are members of said System on and after the above effective date. This Agreement shall continue in effect from year to year with the understanding that the rate payable for this death benefit may be modified as the System's Actuary may periodically determine. Approval of the above increase in rate was authorized by Orange County Board of Commissioners at its meeting on June 9, 1970, and is recorded in the minutes of said Board. Hurch Compton introducted Dr. Sarah Dent, Commander Of the Orange County Rescue Squad. Dr. Dent reported on the 1969-70 program of the Rescue Squad. She stated that the Rescue Squad wished to file a budget request of 58,SOO.DO. This money would be used for the purpose of acquiring a two-way radio cpmmunication system for the Squad vehicles. The Hoard received the budget request. The County Administrator advised the Board that the Research Triangle Regional Planning Commission had requested an additional appropriation of 51,475.50 as the anticipated Federal funding would not be allocated until after July 1, 1970. He stated that any monies allocated to the Regional Planning Commission could be deducted from the 1970-71 budget request. Discussion ensued. Upon motion of Commissioner Bennett, seconded by Commissioner Ward, it was moved and adopted that 51,475.50 be appropriated from the Contingency Fund, to the Research Triangle Regional Planning Commission and that the deduction of the smoun* would be taken from the 1970-71 budget. There being no further business to come before the Board, the meeting was adjourned to meet again on Tuesday, June 16, 1970, at 8 o'clock P.M. in the Commissioners Room of the Courthouse. Carl M. Gatos, Acting Clerk MINUTES OF THE ORANG£ COUNTY BOARD OF COMMISSIDNERS The Board of Commissioners of Orange County met in adjourned session at the Courthouse in Hillsborough, North Carolina, in the Commissioners Room at B o'clock P.M. on Tuesday, June 16, 1970. Members Present: Chairman Carl M. Smith and Commissioners Harvey D. Bennett, Ira A. Ward, Henry 5. Walker and William C. Ray. Members Absent: None This meeting was held for the purpose of reviewing the proposed 1970-71 budget. Marshall Cates, Chairman of the County Hoard of Election, presented the budget request for the Election Board. Mr. Cates sited the progress which the Election Board had made with the loose-leaf system and the permanent registration system. M. D. Drum, Chief Probation Council for the District Court, advised the Board that the County of Orange did not currently have the minimum detention facilities which are prescribed by law. He suggested that an application could be filed jointly by Orange, Chatham and Alamance Counties with the Governor's Law and Drder Committee for the purpose of conducting a feasibility study relative to the construction and operation of a juvenile detention center for the three counties. Mr. Drum stated that the feasibility study would cost approximately 510,000.00 and that the cost could be divided as follows: Chatham County-5800.00; Orange County-51,200.00; and Alamance County-52,000.00. The additional cost of 56,000.00 could be provided through funds available under the'Ominous Crime Bill. Sher;PP•C. D. Knight stated that the present •j ail was inadaquate for the housing of female prisoners and juvenile offenders. Commissioner Bennett reported tb the Hoard that he had attended a meeting in Alamance County relative to the need for a juvenile detention center. Discussion ensued. Upon motion of Commissioner Hennett, seconded by Commissioner Walker, it was moved and adopted that Orange County include 51,200.00 in its proposed 1970-71 budget for their portion of assisting in the payment of the feasibility study of the juvenile detention Center. SheriFp' Knight presented the proposed 1970-71 budget for his department. The budget request included the employment of two additional deputies. He explained that these men would work full time with the present Drug Control Squad. He stated that this squad would be composed of five men. The allocation of this squad would be as follows: two men from the county; two men from the Town of Chapel Hill; one man from the Town of Carrboro. Sheriff Knight stated that in addition to these
