BACKGROUND: At the request of the Orange County Advisory Board on Aging, the Orange County Board of Commissioners adopted a plan for the development of a Master Aging Plan (M.A.P.) for the County for FY99-2000 on May 11,1999. An Invitation letter and application was distributed in August for participation on one of the M.A.P. four committees: (1) Steering Committee, (2) WelUFit Older Adult Subcommittee, (3) Disabled /Moderately Impaired Older Adult Subcommittee and (4) the Severely Impaired /Institutionalized Older Adult Subcommittee. Over 100 membership requests were received and reviewed by the Advisory Board on Aging on September 21,1999. The first orientation M.A.P. orientation meeting for members is scheduled on October 26,1999. The MAP initiative is being joined by the Orange County United Way Senior Issues Council to ensure that there is a true community approach to the development of the strategic plan. The Steering Committee will be co-chaired by Florence Soltys and Hersch Slater. FINANCIAL IMPACT: Funds have been budgeted to cover the expense of the committees operations and preparing the Master Aging Plan. RECOMMENDATION(S): 1) The Advisory Board on Aging recommends approval of the M.A.P. Committee "charges." 2) The Advisory Board on Aging recommends the following appointments to the M.A.P. committees. FN:/H/bocc/ab91005C.doc FY 1999-2000 1 ORANGE COUNTY BOARD OF COMMISSIONERS APPROVED GOAL Revised: 05/03/99 Adopted: 06/21/99 JOINT MASTER AGING PLAN GOAL STATEMENT: To develop and implement a Master Aging Plan (M.A.P.) that would provide a comprehensive and coordinated delivery of community services to senior citizens over the life span who have different levels of functional capacity. Goal Initiated/Proposed By: Advisory Board on Aging on November 18,1998 Most Recent Version Adopted by BOCC: New Goal STATUS REPORT This goal was based on the Mission to maintain and improve independence, functionality and quality of life for older residents as long as possible. The retirement age population will mushroom between now and the year 2020 with a projected 131.6% increase in 65+ population compared to only a 38.1 % growth among all age groups. With older adults living longer there is a need to focus on a continuum of care that promotes wellness, independence and functionality regardless of a person's chronological age. Because of the broad focus, a M aster Aging Plan (M.A.P.) would investigate the delivery ofcommunity-based services, In-home care services, and institutional care provision. To date, there has not been a joint comprehensive (covering all aspects of aging) planning effort involving both public and private service providers and consumers. Anticipated benefits would be: (1) improved awareness of each community agency and county department's commitment and role in serving older citizens, all or a special segment, (2) identification of gaps in services (3) a more efficient and effective continuum of services, (4) a coalition of departmental support for each others program goals, service objectives and specific action plan, and (5) a m.a.p. to the future for promoting cooperation and creative solutions to the emerging needs of older adults and the issues of an aging society. N ' FY 1999-2000 ~ 2 ORANGE COUNTY BOARD OF COMMISSIONERS APPROVED GOAL Revised: 05/03/99 Adopted: 06/21 /99 FINANCIAL IMPACT/RESOURCE REQUIREMENTS A Master Aging Plan (M.A.P.) would require the commitment of the public and private community. The County Human Services Management Team (HSMT) would function as lead organization to coordinate and facilitate participation of county departments and their citizen boards as well as town jurisdictions and private organizations. The Aging Department Director, a HSMT member, would serve as M.A.P. project director to: oversee the planning and implementation, monitor work of paid planning staff, and chair the HSMT's M.A.P. Steering Committee. To plan for ALL older adults (SS+) over the life span, it will require the establishment of three functional service workgroups composed of knowledgeable community providers and consumers in each functional azea to identify issues and solutions. The functional workgroups would focus on (1) The We1UFit Older Adult, (2) The Moderately Impaired/Disabled Older Adult and (3) The Severely Impaired/Institutionalized Older Adult. The majority of the M.A.P. work would be done by existing county aging staffwith a one-time expense of $8,000 for supplies, printing and to employ part time graduate student interns to reseazch and compile data, facilitate workgroups and assist in preparing the plan. Organizational Units The Orange County Board of Commissioners has authorized the formation of a team of individuals, from the public and private community, to develop a Master Aging Plan (M.A.P.) that will provide a comprehensive and coordinated delivery of community services to senior citizens over the life span who have different levels of functional capacity. To complete this task, an organizational structure comprised of a Steering Committee and three Functional Subcommittees is being submitted to the Board of County Commissioners for review. The charge to be given to each of the committee/subcommittees is: I. Steering Committee Charge: ^ To establish the overall goals and objectives for each sub-committee. ^ To develop and implement the process by which the M.A.P. will be developed. ^ To establish the guiding principles to which the M.A.P. team will adhere. ^ To monitor the work of the functional subcommittees and provide feedback and direction as necessary. ^ To hold public forums to garner feedback from the community and policymakers ^ To approve the work of the functional subcommittees and submit it to the BOCC for review and approval ^ To update the Orange County Board of County Commissioners on the status of the M.A.P. project. • To review and recommend approval of the final M.A.P. proposal prior to its submission to the BOCC. II. Functional Subcommittee Charge: ^ To identify the issues relevant to their assigned functional population. - based on their own expertise and experience - based upon objective data provided through an environmental scan - based on feedback from community members ^ To research relevant issues through the use of focus groups, constituent group member feedback, interviews (when possible). To prioritize the issues pertaining to their assigned functional population • To present their findings to the Steering Committee for review and approval ^ To revise issues based on feedback ^ To develop goals and strategies, for the next five years, that will meet the needs of their functional populations. Create them, formulate a charge, and set up a committee structure at one meeting. In this case, the commissioners did approve a new goal with respect to the MAP but did not formally create the commitee with a charge and committee structure (see excerpt from May 11 meeting) 2. Make appointments at a later meeting, after the Clerk's office has advertised, recruited, and screened resumes. In this case, the process was handled by the Dept. on Aging with the knowledge of the Clerk's office. However, -the Clerk's office did not review or screen the resumes. A Creation of the Master Agina Plan (MAP) Task Force 1. Create the Master Aging Plan (MAP) Task Force and subcommittees, suggesting a structure. a. The task force and sub-committees could have two separate parts, namely, members and staff. b. There could be roughly the same number of members on each committee. 2. Ask that there be a charge for each sub-committee. Indicate that the the final MAP should be a prioritized list of plan elements, with an approximate cost associated with each. This aspect of the plan should be included in the charge. 3. The timeline for the MAP should indicate that at the end of each significant stage, the recommendations would be brought back to the BOCC before they are distributed to others, including other elected officials. These key points include the approval of the list of issues and the prioritized issues, the strategies and the draft strategic plan, as well as the approval of the final plan. B Auuointment of the MAP Task Force and Subcommittees Ask that the fallowing items be addressed so the BOCC can make these appointments at a later meeting in October (if possible) 1. Ask the Clerk to recruit additional members to ensure greater diversity, at least with respect to demographic diversity, e.g. membership from Cedar Grove, the Hispanic/Latino community, etc. 2, Ask the Clerk to perform the usual process of screening the resumes for residence in Orange County, whether the person serves on any Boards and Commissions. Also, there should be some attention to the number of Orange County employees, and whether they could/should be considered staff for groups. 3. Provide the complete resumes to any commissioner upon request. 4. Someone could check with the applicants to see if they would be willing to serve on their second choice subcommittees, since right now there is a great difference in the numbers on each committee. So that this goal is prajeotcd to cost $8,400 rather than the $75,OOfl suggested for the Human Services goal. She asked what outcome was anticipated at the end of this project? Would it qe a written report? Jerry Passmore ,director of the Departmerrt an Aging indicated that the anticipated outcome would be a plan similar to the Commissioners' goals and objectives. This committee plans to work with ~laret~ce Soltys ay using interns in the UNC School of social Wark which is why the cost will be so low. The outcome would be a 5-year plan for the three functional groups. Those groups are 1) active older adults, 2) frail adults and 3) institutionalized adults. This group will look at the entire spectrum of needs of older adults. This plan would be more detailed than most other needs assessments. The first step will be that a list of people who could be on the Steering Committee would be created. That list would be presented to the Beard of County Commissioners far their review, comments, suggestions and approval. The goals and objectives created by the Steering Committee would also be referred to the Board of County Commissioners. The committee will meet and determine their goals, after which they would present those to the Board of County Commissioners to determine if the Board approves of them. It is important that the goals adopted by this committee are goals that the Board of County Gommissioners are also interested in accomplishing. BND OF DISCUSSION
