PURPOSE: To consider awarding a contract for the purchase of a Digital Voice. Logging
System.
BACKGROUND: The Voice Logging System currently being used by Emergency Management
for E911 dispatching at Orange Central Communications has been in service since 1994 and is
failing. Continuing to repair the unit is not feasible, and further, it is not Y2K compliant. EMS
has evaluated several brands and identified the-Dictaphone Digital Networked Guardian DDS2
wi#h 1280 hours of voice storage to be the best solution: for Orange County's needs. This:.unt ks
Y2K compliant.
Under certain circumstances, North Carolina General Statute 143-129 allows local governments
to make purchases without a separate bidding procedure. This type of acquisition can be made
from any contractor that has, within the past 12 months, contracted to furnish the item to: (1) the
federal government or any federal agency; (2) the state of North Carolina or any agency or
political subdivision of the state; or (3) any other state or agency or political subdivision of that
state, if the contractor is willing to extend the same or more favorable price and other terms to
the local government.
Staff proposes to "piggy back" on Huntsville Alabama Utilities IFB #99-93 dated August 30,
1999 which was awarded to Dictaphone Corporation of Stratford Connecticut. Orange County
would obtain the unit at a cost of $29,763.00 delivered and installed with four (4) software
licenses for remote playback. Pursuant to the statute,. Orange County advertised its intentions
ten (10) days before this meeting.
FINANCIAL IMPACT: The Emergency Telephone System Fund (ETSF), financed by monthly
50 cent subscriber fees, had an undesignated fund balance of $144,276 as of June 30, 1998.
Periodic replacement of outdated or non-economically repairable E911-related equipment is an
ideal use of fund balance in this fund. Staff recommends the appropriation of $29,763 in ETSF
fund balance.
RECOMMENDATION(S): The Manager recommends that the Board award the contract to
Dictaphone Corporation of Stratford, Connecticut in the amount of $29,763, and approve the
appropriation of fund balance from the Emergency Telephone System Fund to cover this
purchase.
