PURPOSE: To request approval of annual Orange Public Transportation (OPT) agreements for
(1) Vehicle lease with OPC Mental Health, Orange Enterprises, Wake Opportunities
Head Start, Orange County Schools, Cedar Grove Day Care, & Triangle Sportsplex;
(2) Driver assignment with OPC Mental Health, Orange Enterprises, Orange County
Schools, Wake Opportunities Head Start and Triangle Sportsplex.
BACKGROUND:
The Orange County Transportation Development Plan, updated in 1995, outlines the
types of client transportation to be provided and the human service agencies that will
participate in the coordinated transportation system. The annual renewal
agreements specify the vehicle assignments, the per-mile rate charge and the driver
cost-per-hour. The Human Services Transportation Advisory Board endorsed the
rate schedule for FY99-2000 as follows: Driver rate (bus. Hours) - $.14.00 and
(2) Van rate - $ .40 and Minibus/Bus rate - $ .45.
These revenues were included in the Department's approved FY99-2000 budget. The
agreements also clarify the benefits and responsibilities of the various parties involved
in the provision of transportation.
FINANCIAL IMPACT:
The rates will help the agencies to continue their service and not have a negative
impact on operations.
RECOMMENDATION(S): The Manager recommends approval and Chair to sign FY99-2000 OPT
Agreements for Vehicle lease and Driver assignments with human service agencies listed above.
