PURPOSE: To formally approve the charge and composition of the C&D Recycling Task
Force.
BACKGROUND: At their October 7, 1999 meeting, the Board gave conceptual approval to
the creation of a construction and demolition (C&D) waste recycling task force. Commissioners
Brown and Jacobs agreed to fine tune the elements of the task force's charge and membership,
based on the Board's October 7 discussion, and to bring a recommended charge and
composition back for the Board's approval.
FINANCIAL IMPACT: The direct. financial impact from creation and operation of this task force
will likely be relatively small in the scope of the overall County budget. Depending on the
frequency and complexity of task force meetings and activities, there could be a considerable
allocation of time for one or more County staff members to provide ongoing technical and
administrative support to this group.
RECOMMENDATION(S):. The Manager recommends that the Board approve the charge to,
and composition of, the C&D Task Force, and direct the Clerk to undertake recruitment of task
force members.

PROPOSED GUIDING PRINCIPLES FOR C&D RECYCLING TASK FORCE
1. Promote and encourage the `3Rs' hierarchy -reduce, reuse, recycle -for C&D waste
management.
2. Promote and encourage pre-generation alternatives such as development of C&D waste
plans, building permit provisions, surety bonds or up front fees, education, etc.
3. Promote, encourage and/or require early separation of reusable and/or recyclable materials.
PROPOSED CHARGE TO THE C&D RECYCLING TASK FORCE
1. Review documents related to C&D reuse and recycling that were prepared for the Landfill
Owners Group and investigate, evaluate, and provide recommendations regarding C&D
recycling or other waste reduction options based on cost-benefit analyses and marketability
of materials.
2. Review and evaluate the literature regarding successful C&D recycling enterprises in other
jurisdictions across North Carolina and elsewhere in the United States.
3. Survey other area counties to identify their practices for C&D waste management, as well as
individuals and companies including presentations by individuals with C&D recycling
expertise (i.e., EPA representative, Chatham County staff, private Wake and Mecklenburg
County C&D recyclers, etc.).
4. Develop data and statistics concerning user patterns and waste stream composition for
current C&D landfill, and develop and implement a tracking system to identify generation
source for incoming materials.
5. Examine options for public, private, and public-private partnership approaches to C&D
recycling (i.e., as with private C&D recyclers).
6. Develop recommendations regarding best practices for C&D recycling that should be
considered for implementation in Orange County.
7:. Develop suggested language for new or existing Orange County ordinance(s) that would
require C&D recycling iri furtherance of the County's adopted solid waste reduction goals.
8. Explore grant opportunities for funding C&D waste reduction, reuse and recycling.
9. Identify opportunities for adaptive reuse synergies with other governments and
governmental entities (schools, OWASA, etc).
10. Investigate liability and permit issues regarding citizen access to C&D materials delivered to
the landfill, and identify potential opportunities to accommodate such access.

^ One (1) representative of large C&D generators (e.g. Homebuilders Association)

^ Two (2) representatives of environmental groups
^ Three (3) knowledgeable (but unaffiliated) citizens at-large
^ Two (2) members of the Solid Waste Advisory Board (fia be appointed November 3, 1999)
^ One (1) TJCOG representative (to bring a regional outlook)
^ Solid Waste Department staff (ex-officio, to provide technical and administrative supporE)
^ UNC Recycling Coordinator
Total proposed membership: 14 plus staff
OTHER POINTS FOR CONSIDERATION
Duration of appointments: The C&D Recycling Task Force will develop recommendations f
and provide a report to Board of County Commissioners within 6 months of its first meeting.
Relationship of this group to new Solid Waste Advisory Board: The C&D Recycling Task
Force will report directly to the BOCC.
Meeting schedule: First meeting of C&D Recycling Task Force proposed for November 1999,
with sessions twice monthly thereafter.
