BACKGROUND: On October 5, 1999 the Board approved the creation of a task force to study the feasibility of developing a satellite campus of Durham Technical Community College in .Orange County. Also,, the Board added a representative from the Cooperative Extension Service to the composition and requested the. County Manager to develop a charge and time line for the task force. The charge and time line is attached. FINANCIAL IMPACT: The financial impact of the task force feasibility study phase will be the allocation of time by County staff. The feasibility study will examine the fiscal impact of a satellite campus in terms of expenditures and revenues that could become a part of the County budget. RECOMMENDATON(S): The Manager .recommends that the Board approved .the charge, composition and time line for the Community College Task Force. 2 Community College Task 1Force " ®ctober 19,1999 The charge to the Community College Task Force is to study and make recommendations to the Board of Commissioners on the feasibility of developing a satellite campus of Durham Technical Community College in Orange County that will (1) provide postsecondary education for residents pursuing careers in vocational and technical fields; (2) offer residents the first two years of a baccalaureate degree for professional careers; and (3) prepare residents to meet the workforce needs of Orange County by offering courses in basic education and skills development. The work of the task force shall include, but not be limited to, the following: 1. Review past reports that identified a need for technical training opportunities in the County. (Orange County Skills Development Board, Economic Development Commission Strategic Plan .and other reports) 2. Inventory the current course offerings provided by DTCC at leased facilities at Chapel Hill- Carrboro Schools, Orange County Schools, Skills Development Center and community buildings. 3. Survey or conduct focus groups to identify potential course offerings desired by high school students and citizens who need training to compete for better paying j obs. 4. Survey or conduct focus groups of local employers to determine course offerings needed to meet the employment demand. 5: "Identify possible short term and long term funding sources for development and sustainability of a satellite campus. 6. Determine if a satellite campus course offering will interface with the curriculum of the local public schools systems. 7. Identify countywide transportation needs based on possible location of the satellite campus and also possible methods for meeting identified training needs in Orange County by transporting students to DTCC classes in. Durham County. The Community College Task Force should complete the above. tasks by January 31, 2000 and present a report to Board of Commissioners in February 2000. 3 Community College Task Force Composition • Orange County Schools Superintendent • Chapel Hill-Carrboro Schools Superintendent • One School Board Member from each System • Two County Commissioners • County Manager • Two Representatives from Durham Technical Community College (one ~ selected by the President of DTCC and one to be the DTCC staff member stationed at the Skills Development Center) • One Representative of each Chamber of Commerce in the County • One Member of the Orange County Economic Development Commission • One Representative from Orange County Cooperative Extension Service • Orange Public Transportation Director • One representative from TTA (selected by TTA) • Three Citizens-at-large ORANGE COUNTY BOARD OF COIVIlVIISSI)ONERS ACTION AGENDA ITE~ ABSTRACT Meeting Date: October 19, 1999 Action Agenda Item No. ! Commissioner Barry Jacobs TELEPHONE NUMBERS: Hillsborough 732-8181 Chapel Hill 968-4501 Durham 688-7331 Mebane 336-227-2031 PURPOSE: To consider establishing a charge for, and appointing a task force to organize and focus community interest in promoting soccer and soccer facilities. BACKGROUND: Considerable anecdotal information indicates there is great interest in playing soccer in Orange County. There are a number of leagues operating within the county, and sporadic efforts have been made to secure fields by these leagues. The Board of County Commissioners recently received a letter from Rick Kennedy, a concerned citizen and member of the Orange County Board of Education, outlining the demand for improved soccer facilities, and earlier this month the Carrboro Board of Aldermen forwarded a request to the county to address this need. While the Master Parks and Recreation Plan spoke to general needs, it did not focus on provision of facilities to meet county demand for specific sports facilities. Both the county's Economic Development Commission and the Recreation and Parks Advisory Council endorse the idea of establishing an organizing committee to promote a meeting of various interest groups to discuss soccer interest and needs. Among the issues to be explored are what facilities are currently available, what is needed, where and how much is the demand, what is the possibility of diverse soccer leagues working together, what sorts of arrangements are required to share usage of fields, and what private and public funding sources are available. Since many soccer players must currently leave the county or otherwise travel great distances to participate, the possible provision of additional soccer facilities in Orange County is seen as meeting economic development as well as recreational needs. Therefore, the Board of County Commissioners is requested to authorize creation of a task force (with a working charge, membership composition, and time line), that would be responsible for hosting a soccer symposium at which all interested parties could express their needs and concerns. The working cl}arge would provide a broad framework for discussing the issues at the symposium; to include: -___/ -~~ (1) current private and public soccer resources and facilities (2) demand for additional resources by type and location within the county (3) alternatives for public/private coordination, cooperation and funding for additional resources that are identified. (4) possibility for multi-purpose fields (screen, basebalUsoftball, football, lacrosse, frisbee, etc.) The task force would also be charged with summarizing and. organizing what was presented at the symposium and making recommendations to the Orange County Commissioners, including advisory boards such as the EDC and RPAC; The towns of Carrboro, Chapel Hill, and Hillsborough; and the school boards for the Chapel Hill-Carrboro City Schools and the Orange County Schools. The committee to organize the meeting and coordinate communication should include representatives from at least the following groups: *Orange County Recreation and Parks Advisory Council *Chapel Hill Recreation Board *Carrboro Recreation Board *Hillsborough Recreation Board *Orange County Economic Development Commission *Orange County School Board *Chapel Hill-Carrboro School Board *Rainbow Soccer *Durham-Chapel Hill Strikers *Liga Hispana *Carolina United *'Three to five interested citizens at-large *County Commissioners *~~ 2 FINANCIAL IMPACT: The direct financial impact of creating this ad hoc committee will be relatively small. Depending on the organization and complexity of developing a symposium, there could be significant allocation of time for one or more .county staff members in support of this effort. RECOMMENDATION(S): If the Board of County Commissioners authorizes the creation of the task force, the working charge, membership composition, and time line would come back at a later meeting for approval.
