PURPOSE: To consider awarding a .bid for replacing the roof at Whiffed Human Services Building,
Hillsborough and 503 West Franklin Street, Chape(Hill
BACKGROUND: Both of these projects are on the roof replacement schedule as developed by CTL,
Inc. in their roof study.conducted last. year. Whiffed was recommended for replacement within the
present funding cycle. 503 West Franklin (Skills Development Center) was recommended within a five
year period.
As .the Board was advised during in an October 5, 1999 agenda item, the roof at the Franklin Street
property is recommended for replacement. at .this time because of a significant leak problem that has
affected a tenant in the 501 portion of the building (the 503 roof partially covers the 501 property as
well). Compounded by the high winds and heavy .rains recently, the roof sustained more damage.: It is
therefore advisable to move forward. with replacing the roof rather than trying to continually patch the
problem.
Plans and specifications were prepared by CTL, Inc., the roofing consultant responsible for the roofing
survey. Bids were solicited .with three bidders responding on Whiffed and only one on 503 West
Franklin. Owens Roofing Company, Raleigh, submitted the lowest responsive bid for a sum of $195,111
for the Whiffed Building.and $131,870 for the 503 West Franklin Street property. CTL has reviewed the
bids, has confirmed compliance with the specifications and has recommended award to the lowest
bidder, Owens Roofing Company.
FINANCIAL IMPACT: Funds to complete this work are available in current year CIP-Roofing Projects
Account. Status of the account is as follows:

RECOMMENDATION(S):: The Manager recommends that the Board award a bid for roof replacement
at the Whiffed Human Services Building; Hillsborough to Owens Roofing Company in an amount not to
exceed $195,111; and to Owens Roofing Company for the roof replacement at 503 W Franklin Street,
Chapel Hill in an amount not to exceed $131,870; and authorize the Chair to sign a contract reflecting
same, subject to staff and attorney review.
