BACKGROUND: The Planning and Ag Building was converted from a grocery store to county offices in the late 1980's. For the most part, the original renovation, maintained the existing lighting and electrical service that served the grocery store. In most areas of the building, for example, the eight foot (8') florescent tube light fixtures are turned off at a central location rather than in individual offices. This sets up the inefficient requirement that much of the building must be lighted when the use of only a single office or conference room is needed. The lighting service will be upgraded to allow light operation to be located within the offices. In order to bring the light closer to the work space and provide a more even lighting pattern, suspended ceilings with lay-in fixtures will be installed in the areas of the building where they do not presently exist. The building ~is also scheduled to receive an upgrade to the HVAC system. The suspended ceilings will allow the duct work to be installed more easily and less obtrusively. The HVAC work will be scheduled to coincide with .the ceiling/electrical renovation work so the new ceiling will not be damaged by the installation of new ducts. Since the building will remain open for business during this period, sequencing of the work will be prescribed to the contractor to minimize business disruptions to the resident departments and their public. Sunderland Engineering has submitted a proposal to: • design and complete all specifications, drawings and other construction documents necessary to bid this work, and '^ e work with bidders in the event negotiations are necessary after bids have been received; and • provide construction observation and management as the project proceeds. ~,~ ;~ 2 This work will be completed for an amount not to exceed $4,500, plus reimbursable expenses (such as costs to print the appropriate number of plans/specs.) Sunderland is prepared to commence work upon approval of .this work by the Board of Commissioners and completed the design work within 60 days. Bidding is anticipated in January, 2000. FINANCIAL IMPACT: The Board approved the work included in this contract as part of the 1998-99 Capital Investment Program. RECOMMENDATION(S):: The Manager recommends that the Board authorize the use of Sunderland Engineering for design work of the ceiling installation and electrical renovation at the Planning and Agricultural Center, 306 Revere Road, Hillsborough, in an amount not to exceed $4,500 plus reimbursable expenses; and authorize the Chair to sign a contract reflecting same, subject to staff and attorney review.
