PURPOSE:
To request BOCC receive presentation and background information from Olver, Inc. on sites
recommended for Community-Specific Criteria evaluation in the next phase of locating a
Transfer Station in Orange County.
BACKGROUND:
A total of eleven qualified sites emerged from extensive review by the team from Olver, Inc.
using the BOCC adopted .Exclusionary Criteria and Technical Criteria over the course of the
summer. Olver, Inc: is recommending that a total of seven from the eleven be approved by the
BOCC to advance to the next level of evaluation under the BOCC adopted Community-Specific
Criteria.
Should the BOCC grant approval, Olver, Inc. proposes to organize and facilitate public
information meetings in proximity to the seven sites to obtain preliminary comments and input
during September -October. Olver, Inc. would return to the BOCC at its October Transfer
Station Siting work session with findings and feedback to enable the BOCC to furtfier narrow
the number of sites that would be subjected to intensive Community-Specific Criteria evaluation
during October-November, including additional public information meetings. A BOCC decision
on the final site for the new Transfer Station is contemplated for its November Transfer Station
Siting work session. •
Olver, Inc. as agent for the County has notified the owners of each of the eleven sites, by
certified mail and phone, of findings and conclusions pertinent to their property, and the
opportunity to be present and/or submit written comments at the work session on September

16. Informational packages have also been provided to the Managers of Chapel Hill, Carrboro,
and Hillsborough.
FINANCIAL. IMPACT:
There is no direct financial impact associated with BOCC discussion and formal approval of the
sites recommended for preliminary public comment under the adopted Community-Specific
Criteria. There will likely be substantial costs to the County (Solid Waste Enterprise Fund) in
the overall design and development of the proposed site and the permitting and construction of
the actual facility and any ancillary features.
RECOMiVIENDATION(S):
The Manager recommends that the Board
1. Receive and discuss the presentation and background information from Olver, Inc.
pertaining to the application of Exclusionary and Technical Criteria and the .resulting eleven
qualified sites for locating a Transfer Station
2. Approve the seven sites as recommended by Olver, Inc. for preliminary Community-
. Specific., or a modification thereof as the BOCC may desire
3. Approve the plan proposed by Olver, Inc. for obtaining initial public comment and input on
the sites approved by the BOCC for Community-Specific Criteria evaluation, or a
modification thereof as the BOCC may desire
4. Provide any additional guidance or direction to the Manager and Olver, Inc. that may be
necessary to facilitate a projected site selection in November
