HomeMy WebLinkAboutMinutes - 197003171 MINUTES OF THE ORANGE COUNTY BOOK ,. ~ ~SLE~ 2~5 BOARD OF COMMISSIONERS March 17, 1970 The Board of Commissioners of Cranga County met in adJourned aesaion at 8 P.M, on Tuesday, March 17, 1970, in the Commissioners Room at the Courthouse in Rillabarough, North Carolina. Members Present: Chairman Carl M. Smith, and Commisaionera Harvey D. Bennett, Wi113am C. Ray, Henry S. Walker and Ira A. Ward. Members Absent: None Dan Brumback, Vice President of Durham Ambulance Service, Reece Horton, Manager of Durham Ambulance Servia®, Robert Oakes, Alderman for the Tawn of Carrboro and Robert Peck, Manager for the Town of Chapel Hill were present. This meeting was scheduled Por the purpose of reviewing, with the Durham Ambulance Service, the proposed contract for ambulance service to Orange County. Mr. Brumback stated that his organization had made five hundred and five (505) calla during the past twelve month°period and that this total represented approximately one hundred and fifty (150) calls leas than established by the national call rate. He stated that he felt one of the problems, which had existed in the Chapel Hill area, was due to the lack of proper telephone facilities between the area served and hie organization, and that his organization had acquired a direct telephone service between Chapel Hill and the Durham dispatcher. Mr, Brumback stated that another problem was the lack of knowledge of the Chapel Hill area and that his organization was making an attempt to familiarize its personnel with streets and -roads in the Chapel Hill area and that they were further working with the Chapel Hill Fire Department on a program which would involve alasaea for the ambulance attendants and drivers. Further discussion ensued relative to the ambulance contract. No action was taken on this matter. The County Administrator advised the Board that the employees' of the Hyaoneeahea Regional Library were requesting to be included in the death benefit ~~ provision of the Local Governmental Employees' Retirement System and he presented ; the following Resolution: WHEREAS, the 1969 General Assembly amended the North Carolina Local Governmental .Dnployeea' Retirement System laws so as to permit agreements for providing death benefits for employee members pursuant to G.S, 128_27(1); and WHEREAS, the governing body of this Unit realizes the desirability of providing its employees with the aeourity and protection provided by a plan for death benefits; and WHEREAS, Article 3 of Chapter 128 of the General Statutes of North Carolina provides that any employer governmental unit desiring to provide death benefits for its employee members must execute an agreement therefor with the Director of the North Carolina Local Governmental Employees' Retirement System: NOW, THEREFORE, BF IT RESOLVED BX THE Orange County Board of Commissioners in adjourned session, 1, That the Orange County Board oP Commissioners hereby elects to secure death benefits for its employees in the North Carolina Local Governmental Employees' Retirement System. 2. That the Orange County Board of Commissioners hereby agrees to comply with all provisions of the North Carolina Local Governmental ~ Employees' Retirement System as defined in Article 3, Chapter 128 of the i General Statutes of North Carolina, as amended, and to make such increased employer's sontributiona as the Local Governmental Employees' Retirement System may determine to be necessary in order to provide employee death benefits. 3. That the Chairmen, Board of Commissioners is hereby ordered and directed to e:teaute an agreement with the Director of the North Carolina Local Governmental ~loyees' Retirement System to implement the employee death benefits of G. $. 128 -27(1). Book 7- rcE 266 Upon motion of Commissioner Bennett, seconded by Commissioner Ray, the above resolution entitled: "Resolution To Enter Agreement For North Carolina Local Governmental Etnployaes~ Retirement System To Provide Employee Death Benefits, was unanimously adopted and the clerk was authorized to certify to the North Carolina Local Governmental Employeea~ Retirement System the action taken by the Board. There being no further business to come before the Board the meeting was adjourned to meet again on Tuesday, March 21a., 1970, at 3 P, M, Carl M. Smith, Chairman S, M, Gattia, Acting Clerk _ MINDTES, OF THE ORANGE COUNTY BOARD OF COMMISSTOidERS Marsh 2LE, 1970 The Board of Commissioners of Orange County met in adjourned session at 3 P. M. on Tuesday, March 21~.', 1970, in the Assembly Room of the Carrboro Town Hall, in Carrboro, North Carolina. Members Present: Chairman Carl M, Smith, and Comr~i.asionera Harvey D. Bennett, William C. Ray and Henry S. Walker. Members Absent: Commissioner Tra A, Ward. This meeting was held in conjunction with representatives of the U, S. Soil & Water Conservation Service and was called for the purpose oP discussing the possibility of constructing three additional lakes which would serve as a small water shed and flood control project near the University Lake area, The Conservation Service Agent stated that some preliminary study had been conducted and, on the basis of this preliminary study, it was felt that a detail study of such water shed project was warranted, however, the Conservation Service would want the approval of all the Local Gov®rnmental units before they proceeded to move further with the proposed project, Chairman Smith advised the assembled group thati he. would arrange a meeting for all interested governmental agencies for the purpose of pursuing the proposal.
