Redesigned Route Map with Chapel Name, Phone Number Hill Transit and Orange Public Jerry Passmore Ext. 2009 Transportation routes AI Terry Ext. 2002 PURPOSE: To approve proposed change in service agreement with Triangle Transit (TT) for Orange Public Transportation (OPT) to operate only the mid-day 420 Route between Hillsborough and Chapel Hill Transit Service (CRTs) to operate the peak early morning and late afternoon 420 Route. BACKGROUND: OPT in coordination with TT has provided fixed public route service, Route 420, between Hillsborough and Chapel Hill for three years. TT provides 75% of the funding to offset route operating expenses; North Carolina Department of Transportation (NCDOT) grant funds and local dollars are used by OPT to support the remaining 25%. (OPT also retains 25% of the revenue.) This arrangement has worked well and the route has been very successful. With the increase in commuters, the 24 -passenger mini-buses OPT uses have become overcrowded (standing room only) during the peak early morning and late afternoon hours. The proposed service change (attachment) resolves the over crowded condition. TT would contract with CHTS to operate larger buses during peak hours and contract with OPT to continue to provide the mid-day service with its smaller mini-buses. CHTS vehicles would run the route between the hours of 6:00 a.m. - 8:50 a.m. and 3:54 p.m. - 6:27 p.m. OPT would run the route from 8:50 a.m. to 4:05 p.m. The Durham Technical Satellite Campus and park/ride lot would be a new stop on all trips operated by both CHTS and OPT. Under the proposed service change, OPT would contribute 50% of the operational expenses and receive 50% of the revenues. OPT would bill at its updated cost of $56.25 per operational hour. CHTS under contract with TT, and not OPT, would be responsible for any expenses of operating the new early AM and late PM Peak 420 Route. North Bound Route 420 includes a stop at the MaxWay Shopping Center in Hillsborough. There has been a verbal understanding with the owners that allows limited use of their parking lot for a park/ride for Route 420 commuters. County staff is working with Town of Hillsborough Planning staff to secure a written commitment for sustained park/ride use. FINANCIAL IMPACT: Revenues to OPT will decrease by approximately $20,000 based upon the new 50 percent split in expenditures and revenues. OPT will reduce non-permanent payroll and vehicle operation expenses to cover the difference.
