Location
• South side of Sweetflag Lane (Private) and east of Hunt Road in Little River Township.

• Located in a Rural Designated Area in the Growth Management System, which for less than 21
lots follows the standard subdivision process (i.e. PB Concept; PB Preliminary; BOCC
Preliminary)
Existing and Proposed Conditions
Existing
• Zoning: Agricultural Residential (AR) (min. lot size = 40,000 sq. ft.)
• Watershed: Little River Protected (max. density = 2 acres /dwelling).
• Maximum impervious surface in the Little River Protected Watershed is 6% of the gross
acreage (20.97 acres x .06 x 43,560 sq ft = 54,807 sq ft).
Physical Features
• The subject tract is undeveloped.
• There are no designated streams on the tract; however, there is an ephemeral drainage way
through lots 7 & 8, which will be protected by a 50-foot buffer on each side (100 feet total).
• The site is predominately wooded with a mixture of pines and hardwoods of various sizes.
• The topography is gently rolling with steeper slopes on the southeastern portion of the tract
(i.e. lot 8), which will be protected with restrictive covenants.
Adjacent Land Use
• The Forest at Little River (minor subdivision -approved 2005) is located on the north side of
Sweetflag Lane. Average lot size for the 4 approved lots was approximately 4.5 acres.
• The two 10+ .acre lots at the end of Sweetflag Lane (both owned by John and Sally Bugg) were
recorded as an exempt subdivision. Floodplains and stream buffers encumber both lots.
Further subdivision of these lots is unlikely due to soils limitations and above noted restrictions.
• Two large tracts are located to the south of this proposal.
• A relatively small-lot subdivision (2.5± acre average lot size) is located to the west across Hunt
Road.
Proposed Roads
• Access to the new lots will be via Sweetflag Lane, an existing 1,400-foot long private, cul-de-
sac road. As part of this application, the applicants request that the existing private road be
approved for conversion to astate-maintained, public road.
• Staff, at the time of the minor subdivision approval, determined that an extension of Sweetflag
Lane east across Forest Creek would not be environmentally prudent, nor would a stub street
to the north across the South Fork of the Little River. At this time a stub street to the south
would serve little useful purpose due to its proximity to Hunt Road. The single-family residence
on the property would be impacted by any street extension.
• NCDOT has confirmed that the road is constructed to NCDOT specifications (see attached
agency review) and would be accepted into the State maintenance system after some minor
improvements are made and after the minimum number of owner-occupied dwellings is
reached.
• Emergency Management has reviewed this project and found the plans and subdivision
acceptable for service provision.
Open Space/Buffers

• Under the Estate Lot Option all open space is to be preserved in-lot via deed restrictions or
through conservation easements. At least 50 percent of the lot areas must be preserved.
These areas are identified on the preliminary plan and will be protected in the covenants and
declarations recorded with the final plat.
• ERCD has identified a small triangular portion of land in the southeastern corner of the
proposal (i.e. Lot 8) that falls within a defined Wildlife Corridor as identified in the Land Use
Element of the Comprehensive Plan. This area will be designated and protected on the final
plat and through the declaration of restrictive covenants.
• 14.32 acres of in-lot open space are proposed; all of the open space is wooded.
• These four lots, if approved, will be incorporated into the existing Homeowners Association that
was created prior to the recordation of the previously approved minor subdivision. The
supplemental declarations of restrictive covenants are under review by the County Attorney's
office.
Water-Sewer
• Individual well
• Individual septic systems and repair areas have received approval from Environmental Health
(see agency comments).
Parks and Recreation
• Northern District Park
The Parks and Recreation Advisory Council (PRAC) recommend that apayment-in-lieu rather
than a public land dedication be provided. [4 lots x $455 per lot = $1820]
The Parks and Recreation Advisory Council initially indicated that a mulched walking trail on
the southern side of Sweetflag Lane would be an ideal private recreation amenity. After
receiving additional information from the developer proposing an improved nature trail along
the South Fork of Little River the Council subcommittee agreed that the trail along the South
Forks of the Little River was the better alternative. (See Attachment 8).
Develoament Process, Schedule, and Action

Planning Board:
• Second Action: Planning Board approved Concept Plan on March 5, 2008 with the
following conditions:
1. The existing Hunt Road as-built intersection and road alignments for Sweetflag Lane shall
be shown on the Preliminary Plan and shall meet all NCDOT standards with regard to
construction.
2. Show, centered on the existing roadbed of Sweetflag Lane, a proposed, fee-simple 50-foot
public right-of-way dedication.
3. Show a five (5)- foot utility easement along the south side of Sweetflag Lane right-of-way.
4. Show, on the final plat, a proposed dedication of an additional 5 feet of right-of-way, or 35
feet from centerline of existing R/W, whichever is greater, along the Hunt Road frontage.
5. Show on the final plat a 10-foot Non Vehicular Access (NVA) easement along the entire
lot frontage of Hunt Road and also along the initial 75 feet of Sweetflag Lane.

6. Homeowner's Association documents that provide for protection of the in lot open space
and the wildlife corridor, shall be submitted with the preliminary plan. Provisions shall be
included within the documents that prohibit tree cutting in the protected areas of the lots,
except for removal for verified maintenance purposes.
7. Show location of subdivision sign, if proposed, on Preliminary Plan.
8. State on the Preliminary plan that `Any future proposed street lighting shall meet Orange
County Lighting Standards'.
9. Show 50-foot buffers along either side of the ephemeral ditch located on lots 8 & 9 and
reference protection in the Restrictive Covenants.
Planning Board:
Third Action: Planning Board recommended Approval of the Preliminary Plan on
September 3, 2008.
Board of County Commissioners:
Fourth Action: Board to receive Administration and Planning Board recommendations
and make decision on the Preliminary Plan.
RECOMMENDATION: The Administration recommends APPROVAL of the preliminary plan in
accordance with the Resolution of Approval in Attachment 1.

The Board of County Commissioners approves The Forest at Little River (Lots 7, 8, 9
and 10) subdivision preliminary plan, dated May 14, 2008 as prepared by Aiken and
Yelle Associates, PA, Professional Engineers and Land Surveyors, including the
dedication of Sweetflag Lane as a proposed NCDOT maintained public road in Orange
County, subject to the fulfillment of conditions specified herein.
Sweetflag Lane shall be irrevocably dedicated to the general public and constructed to
standards of the North Carolina Department of Transportation. The approval of this
resolution authorizes and directs the Orange County Manager to accept for Orange
County and, on behalf of the public generally, the offer of dedication of Sweetflag Lane.
This acceptance by Orange County of the dedication to the general public of Sweetflag
Lane shall be without maintenance responsibility. This road shall be maintained by the
owner/applicant until such time as its acceptance for maintenance by the North
Carolina Department of Transportation or some other governmental body. Before the
Final Plat of The Forest at Little River (Lots 7, 8, 9, and 10) can be recorded the
following conditions must be satisfied:
A. Sewage Disposal
Each residential lot shall contain an adequate area for septic disposal,
and repair area, approved by the Orange County Division of
Environmental Health.
2. The septic system location may restrict the size and location of
improvements. This disclosure shall be included in a document
describing development restrictions to be recorded concurrently with the
Final Plat. The document shall also disclose that information regarding
the tentative location of septic systems is available from the Orange
County Health Department, Division of Environmental Health.
B. Roads and Access
Sweetflag Lane shall be constructed to standards of the North Carolina
Department of Transportation, within a 50-foot right-of-way with 5-foot
utility easements on each side, and the construction shall be inspected
and approved by NCDOT.
OR
A letter of credit or escrow agreement shall be submitted and approved by

the County Attorney to secure construction of Peninsula Lane and
Grassland Court to the standards of the North Carolina Department of
Transportation. An estimate of the construction cost must be prepared by
a certified/licensed engineer or grading contractor and submitted to the
Planning and Inspections Department. The financial guarantee must
reflect 110% of that estimate and be issued by an accredited financial
institution licensed to do business in North Carolina.
The document describing development restrictions to be recorded with the
Final Plat shall state that the financial guarantee will not be released until
the road construction has been inspected and approved by NCDOT.
2. All lots shall receive access from the internal subdivision roads. No
driveway shall be permitted within 50 feet of a street intersection. The
final plat shall contain "No Vehicular Access Areas" for all portions of the
subdivision abutting Hunt Road (SR 1540) except for the proposed
intersection of Sweetflag Lane and Hunt Road.
3. An erosion control plan for construction of Sweetflag Lane was previously
approved for the construction of Sweetflag Lane. Prior to any additional
land disturbing activity exceeding 20,000 square feet an Erosion Control
Plan shall be submitted to the Erosion Control Division of the Planning
and Inspections Department and approved.
4. Approved double-bladed street name signs shall be erected at the
intersections of Hunt Road and Sweetflag Lane prior to Planning
Department signatures on the final plat.
5. The owner/applicant shall submit a copy of the NCDOT approval letter,
accepting the construction of Sweetflag Lane, to the Planning Department
and also sign the Construction Certification on the final plat prior to
Planning Department signatures on the Final Plat.
6. Sight triangles (10'x 70') shall be shown on the Final Plat at the
intersection of Sweetflag Lane with Hunt Road.
7. Dedicate, in fee simple, five (5) feet of additional right-of-way, or 35 feet
from the centerline of the existing right-of-way, whichever is greater, along
the frontage of Hunt Road. Said dedication shall meet major collector
road right-of-way standards as identified in the Comprehensive Plan and
required in Section IV-B-3-c-1 of the Subdivision Regulations.
C. Land Use Buffers and Landscaping
Landscaping shall be preserved as indicated on the approved preliminary
plan showing forth the building envelopes, and shall be inspected and
approved by the Planning and Inspections Department prior to signatures
on final plat. No part of the landscaping shall encroach into the 10' x 70'
sight triangles at intersections.

Guaranteed financially through a letter of credit or escrow agreement
submitted to secure required landscape installation and preservation. An
estimate of the cost for required preservation, plantings and their
installation must be provided. The financial guarantee shall reflect 110%
of the estimate and be issued by an accredited financial institution
licensed to do business in North Carolina in a form approved by the
County Attorney.
Provisions for protection of existing trees as shown on the approved
landscape plan shall be included in a document describing development
restrictions and requirements to be prepared by Planning Staff and
recorded concurrently with the Final Plat. No clear cutting on individual
lots is permitted pursuant to Section IV-B-8-c of the Orange County
Subdivision Regulations.
2. The applicant shall retain and maintain existing plantings within the 150-
foot perimeter building setback along Hunt Road as indicated on the
Preliminary Plan.
D. Drainage
Drainage Easements shall be located on the final plat as required
following review and approval of the Erosion Control Plan by County staff.
2. Drainage culverts shall be sized and located appropriately by a licensed
North Carolina Professional Engineer as required by NCDOT and Orange
County Erosion Control.
3. The ephemeral drainage-way with 50-foot buffers on each side as shown
on Lot 7 and Lot 8 shall be left in its natural state, with the exception of
perpendicular driveway crossings.
4. Impervious surface data, as pursuant to Article 6.23.3c.1 of the Zoning
Ordinance shall be included in a document describing development
restrictions and requirements to be prepared by Planning Staff and
recorded concurrently with the Final Plat. The impervious surface for each
lot shall indicate the maximum impervious surface for each lot, net of the
roadway (i.e. excluding roadway).
5. Impervious surface coverage for the subdivision is limited to six percent
(6%) including 'h of the impervious surface within Sweetflag Lane. The
maximum impervious.surface for the entire subdivision is 54,807 square
feet. The proportionate amount of impervious surface within Sweetflag
Lane is 14,000 square feet. The remaining 40,807 square feet may be
allocated among the four lots provided that no individual lot shall exceed
13,000 square feet.
E. Parkland
Lawful currency of the United States in the amount of $1,820 shall be paid
to Orange County as payment in lieu of parkland dedication prior to
recordation of the final plat.
2. The developer shall incorporate deed restrictions and covenants that
effectively restrict and maintain the 150-foot setback areas on Lots 7, 8, 9
and 10 as well as the designated wildlife corridor on lot 7. These
protected areas shall be shown and labeled accordingly on the final plat.
All maintenance responsibilities for the open space shall be with the
individual owners.
3. The second paragraph of Section IV-B-7-b of the Orange County
Subdivision Regulations references the required minimum recreation
space ratio in the Orange County Zoning Ordinance, Article 5.1.1, which
requires 0.028 square feet of recreation space per land area dedicated to
residential use [0.028 * 20.97acres = 0.59 acres, or 25,700 sq ft]. In those
cases where the required minimum recreation space results in a larger
amount than the public recreation space requirement of 1/20 acre per lot
(1/20 x 4 lots = 8,712 sq ft), the difference shall be established as private
recreation space for the use of the residents of the development (25,700 -
8,712 = 16,988 square feet (.39 acres). Approximately 14.95 acres of in-
lot open space (44.49%) will be protected and available to individual lot
owners.
4. Developer shall provide a minimum of 16,988 square feet of private
recreation area. The proposed mulched trail extending along the South
Fork of the Little River to Hunt Road will meet this requirement. The trail,
which shall be improved, shall be described and referenced within the
HOA documents and shall ensure that the trail will be an amenity to all
property owners under the authority of the The Forest at Little River HOA.
This shall include those lots approved through the minor subdivision
process and the 10+ acres subdivision process. (See Proposed Nature
Trail Easement map included as Attachment 8).
F. Construction Waste
Per the Orange County Solid Waste Ordinance, clean wood waste, scrap
metal and corrugated cardboard, and all present construction waste, shall
be recycled.
2. All haulers of construction waste shall be properly licensed. Developer
shall confirm that hauling contractors are licensed to haul waste in Orange
County.
3. Prior to any construction activity on the site the applicant shall arrange for
a pre-construction conference with the County's Solid Waste staff.
G. Miscellaneous
1. The Final Plat shall contain a title block and vicinity map in accordance
with Section V-D-2 and V-D-3 of the Orange County Subdivision
Regulations.

2. The open space shall be conveyed into the Homeowner's Association
before Planning Department signatures are affixed to the final plat. Tree
cutting in the roadside Open Space is prohibited except for necessary
maintenance purposes that have been approved by County staff prior to
any such tree cutting taking place. The County Attorney shall approve the
restrictive covenants applicable to the property.
3. If street lighting is proposed, a lighting plan shall be submitted to the
planning office for review and approval prior to purchase of lighting
fixtures from the utility provider. Any lighting shall meet the Outdoor
Lighting Standards as set forth in section 6.31 of the Orange County
Zoning Ordinance.
4. The sign easement shall be shifted out of the public right of way of Hunt
Road and Sweetflag lane. A sign permit shall be obtained from Orange
County prior to beginning construction.
5. Methods of disposal of trees, limbs, stumps, and construction debris
associated with construction activity shall be by some method other than
open burning as required in the Orange County Zoning Ordinance.
6. PIN numbers for the existing lots shall be shown on the Final Plat.
H. Certifications
A Certificate of Survey and Accuracy signed by a Professional Land
Surveyor shall be notarized on the face of the Final Plat in the form
provided in Section V-D-6-a of the Orange County Subdivision
Regulations.
2. A Certificate of Declaration and Maintenance in the form provided in
Section V-D-6-b of the Orange County Subdivision Regulations signed by
all landowners and developer shall be on the face of the plat and included
in a document describing development restrictions to be recorded
concurrently with the Final Plat.
3. The North Carolina Department of Transportation shall certify that the
platted portion of Sweetflag Lane has been entirely constructed to State
standards or that construction plans have been approved prior to Planning
Department signatures on final plat.
4. A Certificate of Approval signed by the Orange County Planning and
Inspections Department and the Orange County Environmental Health
Department shall appear on the face of the final plat in accordance with
Section V-D-6-c of the Orange County Subdivision Regulations.
NOW THEREFORE BE IT RESOLVED by the Board of Orange County
Commissioners that the Preliminary Plan for The Forest at Little River (Lots 7, 8, 9, and
10) subdivision is approved in accordance with the above mentioned conditions and

attached Preliminary Plat dated May 14, 2008.

The Planning Board hereby recommends that the Orange County Board of County
Commissioners approve The Forest at Little River (Lots 7, 8, 9 and 10) subdivision

feet. The proportionate amount of impervious surface within Sweetflag
Lane is 14,000 square feet. The remaining 40,807 square feet may be
allocated among the four lots provided that no individual lot shall exceed
13,000 square feet.
E. Parkland
1. Lawful currency of the United States in the amount of $1,820 shall be paid
to Orange County as payment in lieu of parkland dedication prior to
recordation of the final plat.
2. The developer sha[I incorporate deed restrictions and covenants that
effectively restrict and maintain the 150-foot setback areas on Lots 7, 8, 9
ia~
and 10 as well as the designated wildlife corridor on lot 7. These
protected areas shall be shown and labeled accordingly on the final plat.
All maintenance responsibilities for the open space shall be with the
individual owners.
3. The second paragraph of Section IV-B-7-b of the Orange County
Subdivision Regulations references the required minimum recreation
space ratio in the Orange County Zoning Ordinance, Article 5.1.1, which
requires 0.028 square feet of recreation space per land area dedicated to
residential use [0.028 * 20.97acres = 0.59 acres, or 25,700 sq ft]. in those
cases where the required minimum recreation space results in a larger
amount than the public recreation space requirement of 1120 acre per lot
(1120 x 4 lots = 8,712 sq ft), the difference shall be established as private
recreation space for the use of the residents of the development (25,700 -
8,712 =16,988 square feet (.39 acres). Approximately 14.95 acres of in-
lot open space (44.49%) will be protected and available to individual lot
owners.
4. Developer shall provide a minimum of 16,988 square feet of private
recreation area (e.g. trails, all-purpose Meld, etc.). A mulched trail along
Sweetflag Lane or an area centrally located will meet requirements.
F. Construction Waste
1. Per the Orange County Solid Waste Ordinance, clean wood waste, scrap
metal and corrugated cardboard, and all present construction waste, shall
be recycled.
2. All haulers of construction waste shall be properly licensed. Developer
shall confirm that hauling contractors are licensed to haul waste in Orange
County.
3. Prior to any construction activity on the site the applicant shall arrange for
a pre-construction conference with the County's Solid Waste staff.
G. Miscellaneous
The Final Plat shall contain a title block and vicinity map in accordance
with Section V-D-2 and V-D-3 of the Orange County Subdivision
Regulations.
2. The open space shall be conveyed into the Homeowner's Association
before Planning Department signatures are affixed to the final plat. Tree
cutting in the roadside Open Space is prohibited except for necessary
maintenance purposes that have been approved by County staff prior to
any such tree cutting taking place. The County Attorney shall approve the
restrictive covenants applicable to the property.
3. If street lighting is proposed, a lighting plan shall be submitted to the
planning office for review and approval prior to purchase of lighting fixtures
from the utility provider. Any lighting shall meet the Outdoor Lighting

Standards as set forth in section 6.31 of the Orange County Zoning
Ordinance.
4. The sign easement shall be shifted out of the public right of way of Hunt
Road and Sweetfiag lane. A sign permit shalt be obtained from Orange
County prior to beginning construction.
5. Methods of disposal of trees, limbs, stumps, and construction debris
associated with construction activity shall be by some method other than
open burning as required in the Orange County Zoning Ordinance.
6. PIN numbers for the existing lots shah be shown on the Final Plat.
H. Certifications
1. ~A Certificate of Survey and Accuracy signed by a Pro#essional Land
Surveyor shall be notarized on the face of the Final Plat in the form
provided in Section V-D-6-a of the Orange County Subdivision
Regulations.
2. A Certificate of Declaration and Maintenance in the form provided in
Section V-D-6-b of the Orange County Subdivision Regulations signed by
the landowner and developer shall be on the face of the plat and Included
in a document describing development restrictions to be recorded
concurrently with the Final Plat.
3. The North Carolina Department of Transportation shall certify that the
platted portion of Sweetfiag Lane has been entirely constructed to State
standards or that construction plans have been approved prior to Planning
Department signatures vn final plat.
4. A Certificate of Approval signed by the Orange County Planning and
Inspections Department and the Orange County Environmental Health
Department shall appear on the face of the final plat in accordance with
Section V-D-6-c of the Orange County Subdivision Regulations.
NOW THEREFORE BE lT RESOLVED by the Planning Board recommends that
the Board of Orange County Commissioners approve the Preliminary Plan for The
Forest at Little River Subdivision in accordance with the conditions referenced herein
and the attached Preliminary Plan dated May 14, 2048 prepared by Aiken & Yelle
Associates, PA.

Thank you for the opportunity to review a Preliminary Plan for "The Forest at Little
River II" major subdivision proposal. The proposal would create four estate lots on
19.19 acres (outside of I2/'W} east of Hunt Road (Little River Township).
ERCD commented on the Conceptual Pian for this subdivision proposal in a memo
dated February 7, 2008. These follow-up comments. are based on an examination of
the Preliminary Plan (S/i4/08) and a review of ERCD's comprehensive database.
ERCD recommended earlier that the plan specify the size of the building envelope to
satisfy the ordinance requirement that the building envelope not exceed 50% of the
total lot area. ~e Preliminary Plan specifies the size of each building envelope, so
that comment has been addressed satisfactorily.
ERCD also recommended that the proposed Wildlife Corridor located in the southeast
comer of Lot 8 be identified on the Preliminary Plan. That Wildlife Corridor (along
Forrester Creek) is shown in the Comprehensive Plan and should remain undisturbed.
The Preliminary Plan shows the Wildlife Corridor~so that comment has also been .
addressed satisfactorily.
In conclusion, the plan appears consistent with the County's desire to minimize
adverse environmental impacts with respect to the protection of fioodplains,
wetlands, natural areas and wildlife habitat.

Thank you for the opportunity to review the preliminary plan for four lots in this subdivision and the
proposed conversion of the existing Sweetflag Lane to a public street.
A# it's June 24th meeting the Recreation and Parks Advisory Council (RPAC} authorized a
subcommittee to review this application and respond in time to meet the July 11 planning deadline.
RPAC does not meet again until August 26.
The subcommittee met on site to review the application and walk the property. It was noted that a
mapped Wildlife corridor along Forest Creek crosses the southwest comer of Lot 8. RPAC agrees
with the recommendation of ERCD that this area should remain. undisturbed and protected.
At the time of the site visit The "Ephemeral Drainage way" crossing Lots 7 and 8 did not contain
water, but otherwise looked very much tike a stream, up to six feet wide with 3-4 foot
embankments. RPAC is in agreement with the recommendation of planning staff fora 50' buffer
to protect this area.
Many large hardwood trees were scattered throughout the property and it would be the desire of
RPAC to avoid and protect as many of these as possible when clearing and during construction.
Preservation of these trees will provide added value to the environment and to the property.
RPAC would tike to recommend tha# some type of recreational amenity be included in the final plan
for the property. A walkway along the southern side of Sweetflag Lane would be ideal, if permitted.
Otherwise some allowance could be made for a gazebo, or shelter, even a court of some type in a
centrally located area.
Finally, RPAC recommends payment in lieu of publicly dedicated open space for the four lots in the
subdivision.

GeoTechnologies, Inc. has completed the construction testing services on the completed
roadway at the Forest at Little River - 5weetflag Lane project located in Hillsborough, North
Carolina.
The thickness of the aggregate base course was verified by our field representative.
Thickness of the aggregate base course ranged from 8.125 inches to 9.31 inches with an average
thickness of 8.67 inches.
GeoTechnologies representatives also obtained core samples at random. locations for
verification of pavement thickness and density, which aze shown on the attached sketch.
Thickness of the core samples ranged from 3.44 inches to 3.5 inches with an average tluclmess of
3.49 inches. Density of the core samples rouged from 92.2% to 93.3% with an average density of
92.9%. The asphalt mix design was provided by the asphalt producer. The NCDOT summary of
the test results are attached to this letter.

"Professumal Engieneer Certification" package sealed on March 30, 2007 for the above project.
Based oa the iiifomiation provided and a subsequent field visit, this office has determined flier the
roadway design and eonstiuetlon with remedial pavement repair and strengthening are in
reasonable close conformity with The Department of Transportation Minimum Construction
Standards for Subdivision Roads.
Please note that this deteaaination pertains to initial construction only aixi should not be
construed as acceptance of the road for State Maintenance or a determination of the eligibility of
the road for State Maimeaance. As you have indicated in your correspondence the road was
constructed as a private xoad served by a private easeaaent. Jn order to be eiigi'ble for State
Maintenance, the road must moet all NCDOT requirements for addition including but not limited
to lea' dedication by the property owner{s} of a 50' public of way and any necessary
drainage and sight distance easements. The conversion of a private subdivision road to a public
road is h'trely to itiquire additional consideration by Orange County. i' strongly recommend that
you contact the orange County Planning Department for further discussion if you Dave not

The proposal is for four (4) lots on 20.9 acres in Little River Township located east of Hunt
Road {SR1540} and along the south side of Sweetflag Lane (private}.
Note: This item was on the August 6, 2008 agenda. Please bring the large maps
provided with the agenda materials for that meeting for reference at #his meeting.

Robert Davis: Presetrted Preliminary Plan Report. When, or if this plan is approved, and the final plat is recorded,
the road will be a State DOT maintained right of-way and the bt rmes wql stop at the edge and the road will be a state
maintained road. It is a 20 foot wide private road now.
Larry Wright: That will only go to lot 10.
Robert Davis: It goes air the way to the rear.
Renee Prue: How many homes have to be on the road?
Robert Davis: Maximum of 10.
Renee Price: For DOT to maintain it?
Robert Davis: Generally it would be four. The devebper wiq have to keep the road in good shape until these and

drainage, it states there shook! be 50 foot buffer on each side left in its natural state with the exception of driveway
crossings. Why was that added?
Robert Davis: You cannot build on the street side of the ditch. We oould say'perpendicular crossing'.
Bemadette PeGssier. Would the perpendicular cause the least disruption?
Robert Davis: Generally that is the way it wouk! crossed it 'rf it has a stream buffer. We could put the buffers on each
side and if we do cross it, it would be perpendicular.
Bemadette Pelissier: Could we insert that as a condition?
Robert Davis: Yes. We will add `with the exception of perpendicular driveway crossings'.
Renee Price: On the same page under drainage. The proportional amount of impervious surface in Sweetflag is
94,000 square feet?
Robert Davis: We took half of ten feet and the other ten feet are included in the lots on the other side. We did not
want any lotto go over 13,0 square feet through.
