PURPOSE: To consider awarding a bid to Snyder Manufacturing Company of New Sharon,
Iowa, and Shor-line/Schoer Manufacturing Company of Kansas City, Kansas for cat condos, cat
caging and animal runs to be used at the new Animal Services Facility.
BACKGROUND: Cat condos, cat caging and animal runs will be used for the containment
and/or presentation of cats and dogs in the County's new Animal Services Facility. The
selection is based upon industry standards and the design of the County's facility as discussed
by the design team, citizen advisors and staff. Included among the considerations of this
discussion are infectious disease control, staff safety and efficiency, and the presentation
animals in a setting that is genuinely attractive to the public.
The animal runs are primarily for dogs but may be used for assorted other animals. They are
required for the center trench drainage system used in nearly all of the canine holding areas in
the County's new facility. Stainless steel cages are used for the intake, examination and
holding of cats whereas the cat condos are used to present cats for adoption in a prominent
area of the facility adjacent to the lobby. Both cages and condos are required for rear
ventilation that minimizes cross-contamination with airborne diseases.
Specifications for this equipment were developed through Animal Arts Design Studios, Inc., of
Denver, Colorado, which specializes in shelter design and is a subcontractor to Dixon
Weinstein, the local design firm for the new Orange County Animal Services Facility. Bid
solicitation #272, which was advertised both in the newspaper and on the County's web site,
was sent to seven vendors, with three vendors responding.
The bid was divided into three sections:
1. High Pressure Laminate Cat Condos
2. Cat Stainless Steel Caging (both new and utilizing caging owned by the County)
3. Stainless Steel Animal Runs

Snyder Manufacturing Company of New Sharon, Iowa submitted the lowest responsible and
responsive bid for cat condos at a delivered cost of $20,340. Shor-line/Schoer Manufacturing
Company of Kansas City, Kansas submitted the lowest responsible and responsive bid for the
stainless steel cat caging and stainless steel animal runs at a delivered cost of $32,252.26 and
$169,852.36 respectively. The bid tabulation is attached.
FINANCIAL IMPACT: The purchase price of the condos, caging and animal runs is
$222,444.62. Funding for this purchase was included in the project budget for the Animal
Services Facility.
RECOMMENDATION(S): The Manager recommends that the Board award the bid for cat
condos to Snyder Manufacturing Company of New Sharon, Iowa at a cost of $20,340, and the
bid for cat cages and animal runs to Shor-line/Schoer Manufacturing Company of Kansas City,
Kansas at a cost of $202,104.62; and authorize the Purchasing Director to execute the
necessary paperwork.
