PURPOSE: To receive a written report regarding Orange County's requested projects for
consideration in the development of the Regional Priority List. The purpose of the Regional Priority
List is to determine the region's project priorities for the development of a fiscally constrained
Durham - Chapel Hill - Carrboro Metropolitan Transportation Improvement Program.
BACKGROUND: Biannually, the North Carolina Board of Transportation (BOT) adopts a multi-
year State Transportation Improvement Program (STIP) that specifies needed transportation
improvements across the state. On the regional level, the Durham- Chapel Hill- Carrboro
Metropolitan Planning Organization (DCHC MPO) develops the DCHC Metropolitan Transportation
Improvement Program (MTIP) that specifies needed transportation improvements in the urban
area. Orange County submits its requested projects to be included in Regional Priority List that is
then submitted by the DCHC MPO to NC DOT and the BOT for consideration in the development of
the STIP.
FINANCIAL IMPACT: None at this time.
RECOMMENDATION: The Manager recommends that the Board receive the report only for
information at this time.

Written Report, Orange County Transportation Priority List
Please review the attached transportation, priority list of Requested Projects
(Attachment 2) being forwarded to the Technical Coordinating Committee for
consideration in the development of the Regional Priorities List of transportation
projects for the 2002 -2008 Durham - Chapel Hill - Carrboro Metropolitan
Transportation Improvement Program. The projects include those from the
Orange County Transportation Priority List (Attachment 3) submitted in October,
1997, by the Board of County Commissioners for consideration in the
development of the 1999 -2005 DCHC MTIP.
The priority list is submitted for your comment. Please forward any comments or
questions to Karen Lincoln (extension 2583). Karen has shifted her planning
duties to include transportation planning. Staff will prepare an agenda item for
the December 7, 1999, BOCC meeting for BOCC endorsement/approval of the
Orange County Priority List. The approved list will then be submitted to the TCC
and Board of Transportation to be considered in the development of the 2002-
2008 DCHC MTIP.
The Regional Priority List Development
Projects are submitted to the Metropolitan Planning Organization (MPO) by
member agencies within the metropolitan planning area.
The lead planning agency staff will perform technical analyses on all projects and
rank each project according to the following:
• Regional goals (how well the project meets the adopted regional goals);
• Cost effectiveness (cost vs. benefits);
• Timing factor (will opportunity for project be lost if not included in current
priority cycle ?);

A subcommittee of the TCC will meet Friday, November 12 to develop a
recommendation based on a technical analysis of each project. The
subcommittee will present the results of the technical analyses and the
subcommittee's recommendation to the TCC at the November 17, 1999,
meeting; the TCC will make a recommendation to the Technical Advisory
Committee at its December 8, 1999, meeting.
The TAC will recornmend a Regional Priority List to be available for public
comment for a four week period. After the public comment period, the TAC will
approve a Regiona Priority List to be forwarded to NCDOT for consideration in
the development of he DCHC 2002 — 2008 MTIP.
Attachment 4 is the 1999 -2005 Regional Priority List from which projects in the
1999 -2005 DCHC IVITIP were taken. The MTIP is updated biannually (there was
no update nor priority list update last year).
Staff will submit an pdate on the MTIP and process for the December 7, 1999,
Board of County Co missioners agenda.

REQUESTED PROJECTS
4
1) U -2805. Homestead Road Widening: This project remains Orange County's top
priority of new road projects requested from TIP funds. Orange County requests
the further advancement of Homestead Road in the TIP schedule for the
following reasons: a) in the year 2000, the completed widening of Airport Road
will approximately double its capacity and provide increased access to the land
served by Homestead Road; and b) there will be a period of approximately two
years during which accident exposure will be increased because Homestead
Road will not have been improved at the same time as Airport Road.
1) NC 86. construct bicycle lanes: from Chapel Hill (Whitfield Road) to Hillsborough
(US 70). Scheduled improvements to Airport Road (NC86) in Chapel Hill will
extend bicycle facilities from UNC to Whitfield Road (SR 1731) in Orange
County. NC 86 from Chapel Hill to Hillsborough is experiencing increasing
numbers of bicyclists using this route and there are also two new schools along
this route. This route is listed as priority I of the primary bicycle routes proposed
in the Orange County Bicycle Transportation Plan adopted April 6, 1999. Orange
County requests that bicycle lanes be constructed.
2) US 70 Bypass Widening: from the intersection of US 70 Business to the US 70 —
1 -85 Connector, widen US 70 Bypass to a four -lane divided section with bike and
pedestrian improvements. This project should be phased to address traffic
counts and existing congestion.
OTHER REQUESTS
1) 1 -3306 Section A: widening of 1-40 to six lanes from 1 -85 in Orange County to US
15 -501 in Durham County — Orange County requests that 1 -3306 Section A and I-
3306 Section B be divided into two separate projects and programmed
separately in the TIP.
Project planning and design for this facility is in progress. Orange County
requests that it be included in the development of the Major Investment Study
and Environmental Impact Statement for this project to insure that there are no
detrimental land use impacts to the Orange County Comprehensive Plan.
Orange County is opposed to any widening of 1-40 through Orange County
unless there is a commitment by NCDOT to provide HOV and/or dedicated
bus lanes.

Proiect Description: Provide paved shoulders along NC 86 from Hillsborough to
Chapel Hill.
Proiect Justification: This road is popular route for bicyclists to travel from Chapel
Hill to the rural roads that intersect with NC86; two new
schools have been constructed along NC 86; and this route
is part of the DCHC Regional Bicycle Plan and the NCDOT
TIP Project E -2913.

Proiect Title: US 70 Bypass Widening
Estimated Cost: Unknown
Requesting Agency. Orange County
Proiect Description: Widen US 70 Bypass from the intersection of US 70
Business to the US 70 -185 Connector to a four -lane
divided section with bicycle and pedestrian facilities.
Project Justification: US 70 Bypass is a major thoroughfare projected to be
over capacity during the design period (2020). The
intersection of US 70 Bypass at NC 86 is listed as a high
accident location (Hillsborough Transportation Plan)
having an average of 32 accidents per year for the period
from 4/92 to 4/95 — the highest accident intersection
within the highest accident frequency within the
Hillsborough planning area. Cost/benefit ratio for
widening US 70 is +1.1, and based on its benefits, the
project is rated second in priority of projects
recommended in the 1997 Hillsborough Transportation
Plan.

Orange County appreciates the opportunity to participate in the Durham - Chapel Hill- Carrboro
Metropolitan Transportation Improvement Program process. We would also like.to commend
the Lead Planning -Agency's staff: Mr. Mark Ahrendsen, Ms. Kimberley McCarter, Mr. Felix
Nwoko, Mr. Wesley Parham, and Mr. Tim Saunders. We are very appreciative of their efforts
and are looking forward to working with them in the future.
POLICY.ISSUE - PROJECT INITIATED BY NC DOT
1) R -3829: Feasibility Study to iden Mt.Cai nel Church Road (SR 1008) to Multi -lanes -
Orange County requests the following: a) that the feasibility study (R -3829) be
handled through the current Durham- Chapel Hill- Carrboro (DCHC) Metropolitan
Planning Organization (MPO) process for the 1999 -2005 TIP; and b) that in the future,
Orange County be consulted about feasibility studies in its jurisdiction before such
studies are added to the TIP.
REQUESTED PROJECTS

11) NC 86: construct bicycle lanes - from Chapel Hill (Whitfield Road) to Hillsborough (US
70). Scheduled Improvements to Airport Road (NC 86) in Chapel Hill will extend
bicycle facilities from UNC to Whitfield Road (SR 1731) in Orange County. NC 86
from Chapel Hill to Hillsborough is experiencing increasing numbers of bicyclists using
this route and there are also two new schools along this route.. Orange County
requests that bicycle lanes be constructed.
COMMENTS ON OTHER TIP PROJECTS INITIATED BY NC DOT
1) 1 305• widening of 185 to six lanes and reconstruction of interchanges from Orate_
Grove Road to Durham County Line - Even though 'this project remains an
"IDENTIFIED FUTURE NEED ", Orange County requests that its staff 'be allowed to
participate in the planning of the facility. The County is specifically interested in the
following infrastructure improvements as they relate to the 1 -85/US 70 Economic
Development District:

a) Erosion Control Measures - Orange County requests that permanent erosion
control measures be included in the project.
b) Pedestrian and Bicycle Facilities - Orange County requests that its staff be
allowed to participate in the determination of where and what type of facilities
are to be included in this project. Among the features requested for inclusion
are sidewalks and bike lanes (see the Regional Bicycle Plan for Durham and
Orange Counties) and adequate guardrails on overpasses.
C) Wildlife Corridor Under 1 -85 - Orange County requests that its staff be allowed
to participate during this part of the planning stage and that this issue be
brought to the attention of the NCDOT Staff Biologist. Constructing this wildlife
corridor is one of the recommendations presented in the "The New Hope
Corridor Open Space Master Plan: Proposals for Linking Duke Forest and Eno
River State Park."
d) Intersection of Pleasant Green Road (SR 1567) & Mt Herman Church Road
SR 1713 - This intersection was studied by the NCDOT Division 7 Traffic
Engineers last year. They recommended that this intersection be included as a
part of 1 -305 because of its proximity to the 1 -85 /US 70 interchange. The entire
intersection needs to be realigned so that Pleasant Green Road can intersect
US 70 at a 90 degree angle.
e) US 70 from NC 751 to University Station Road (SR 1712) - Due to the needs of
the Pleasant Green Road1US 70 intersection, Orange County requests that US
70, from NC 751 to University Station Road, be upgraded to provide for a
suitable transition from /to 1 -85. An example of the need for this project is the
intersection of US 70 with Old No.10 (SR 1715) which is currently operating at
level of service ''F ".
f) Mt Herman Church Road (SR 1713) - Preliminary plans by the Planning &
Environmental Branch, Division-of Highways of NCDOT indicate'that this road
may be relocated as part of 1 -305. Orange County requests that this road be
designed with 12' wide travel lanes and 4' wide bicycle lanes for a total paved
width of 32'.
g) Old NC 10 (SR 1710) - Preliminary plans by the Planning & Environmental
Branch, Division of Highways of NCDOT indicate that this road may also be
relocated as part of 1 -305. Orange County requests that this road be designed
with 12' wide travel lanes and 4' wide bicycle lanes for a total paved width of
32'.
h) Park arid Ride Facilities - Orange County requests that its staff be allowed to
participate in the determination of where and what type of facilities are to be
included in this project.

III) R -2630 DURHAM NORTHWEST LOOP (ENO DRIVE): new multi -lane route from 1 -85
in Orange County to 1 -85 in Durham County - Orange County is strongly opposed to
having this facility within Orange County and is also very concerned about the
environmental impacts to the Eno River State Park. Orange County requests that this
facility be relocated outside of Orange County.
