ZONING ARTICLE 14
SITE PLAN APPROVAL PROCEDURES
1. The site plan process, including time line, is noted on the attached sheet.
2. When a use is permitted by right (in contrast to uses permitted by Special Use Permit
Class A or B or use requests requiring a rezoning), the site plan review process does
not include any requirement for public notice, hearing, or discussion of the proposed
project unless an Environmental Impact Statement (EIS) is required as outlined in the
County's Environmental Impact Ordinance.
3. In addition, the Planning Department and various internal and external review
agencies cannot ask or require additional conditions above and beyond what is
required by the Zoning Ordinance unless agreed to or volunteered by the applicant.
4. To address aspects of items 2 and 3 above the applicant can prior to submittal,
independently pursue the following.
The applicant is free to meet, on their own accord, with local property owner to
discuss the impacts of the project and identify solutions to address neighbor or
public concerns. If the applicant wishes to provide/proposes above code
enhancements, they may submit to the Planning Department these proposals for
review and action during the normal permit review process.
Note: When the County is the applicant of a site plan request such as a park or
solid waste transfer station, the process before submittal to a local .government
(the County Planning Department in this case) can capture the public involvement
input. The Board of County Commissioners reviews a guiding version of the site
plan and approves the submittal of a concept or master plan to the local
government. This plan can include whatever site plan attributes that have been
developed through the County's site development input processes before the site
plan submittal.

• Environmental Assessment (EA) /Finding of No Significant Impact (FONSI) or
Environmental Impact Statement (EIS) if necessary

14.3.1 Application
• Site Plan Sufficiency Determination (5 days)
Determined if application has submitted the necessary aspects of a review but
not that they are correct.
® If application is complete, it is sent for agency review and a Development
Advisory Committees (DAC) is scheduled (approximately 10 working days)

• General Criteria
a. Compliance with all applicable ordinances
b. Extent and intensity of impacts to the surrounding area
c. Respect for existing site conditions, including slope,
vegetation, drainage patterns, etc.
d. Efficient use of the land to minimize disturbance and grading
and to conserve energy
e. Safe and efficient vehicular and pedestrian circulation; and
f. Logical placement of structures and other site functions.
g. No open burning of trees, limbs, stumps and construction
debris associated with the permitted activity.
14.3.2 Site Plan Action (within 21 working days after sufficiency) if all aspects are
compliant
14.3.3 EIS receipt if necessary
This will effect timeline by approximately 60 calendar days.
