the Board loom of the Crange County Department of Social :Services Building

Cor.?..issicner Henry Talker had been delegated by Chairman Smith as a
representative of the Board to the swearin in ceremonies for the rdvisory
Corjr.:issicn of the No.th Carolina Department of Local ,affairs. Betty June
Hayes, Clerk to the Eoard and Eeeister of Deeds of Cranee County, was to
take the oath of office as a member of this _dvisory Commission.
Chairmen Smith read a letter from Cecrge Stoc_'cbridr.e, .executive Director
of the 'r_ealth Planning Council for Central :forth Ccrclina. Said letter
stated that the Council unanimously endorsed Faul -=lston, executive Director
of the .Toint orange-Chathem Commaunity scticn -E.ency, Inc., as a member of
the Council representing Cranee County and that his appointment of office
would be effective for a term ending, June 18, 1972.
.pon action of Coc:nissioner ','ard, seconded by Commissioner Bennett,
haul ."Aston was arpointed as a member of the Health Planning Council for
Central North Carolina. The clerk was instructed to inform i,Ir. Stockbridge
of this appointment.
Chairman Smith read a letter from Clarence Jones, Chairman of the Change
County Hur.'fan Felatiors Council. Said letter advised the Board that _aricn
Clark and F.emus Snit!h, Jr. had declined a-rpcint.ment to the Human Felations
Council Ord that there now, existec three vaccr_cies on said council.
Unon motion of Co.4_issioner Ray, it.lns moved and unanimously ^dopted
that Carter Jr., of I:oute 2, Hillsbcroug..h, , be ep_pointed as a
member of the Human Lelations Council.
Norman Long, County Zoning Cfficer, advised the Board that there vrere
sufficient items relative to the Ilanning Eoard on file •r;ith his department
which needed tae attention of the Board and suggested that the Board designate
a date and time for a joint public heLring rA th tae County Planning Poard.
It was agreed that the Board v;ould meet vA th the County Planning Board on
Friday, November 21, 1969 at 8 o'.clock F.i,'.
Tom fi:ard, Director of Social Services, devised the Board that the
General i.ssistanae Fund was nearly depleted as the allocated "'5.70 per child
for clothing hud been a larger expenditure thar_ the anticipated budgeted
funds and for this reason the Social Services Eoard was requesting that
;,.2,000.00 of the °d I N Program money be transferred to the General Assistance
Fund.
Upon motion of Co'Li._issioner ':Ward, seconded by Co-r.iissioner Bennett,
it was moved and unanimously adopted that the Social Services Director be
authorized to transfer the ;>2,000.GC in the I 17 Frograr._ fund to the .eneral
rsssistance Fund.

Tuesday, November 19, 19699 at 7 o'clock r, k,-% at the Fines F.estaurant in
Chapel Hill, North Carolina.

Boards of Cor-issioners were the location of Interstate 40 and the proposed it'prover_ent
of highway 1i;54 between Graham and Chapel Fill. Discussion ensued.
