Gattis, Acting Clerk ----------------------------------------------------------------------------------------- MINUTES OF THE ORANGE COUNTY BOARD OF COMMISSIONERS July 17, 1969 The Board of County Commissioners -crf Orange County met in adjourned session in the Courtroom of the Courthouse in Hillsborough at 8:00 o'clock P.M. on Thursday, July 17, 1969. Members Present: Chairman Carl M. Smith, and Commissioners Harvey D. Bennett, William C. Ray, Henry S. Walker and Ira A. Ward. Members Absent: None Coolidge Porterfield, Representative of the Orange-Chatham Community Action Agency, submitted the following petition: "We, the undersigned residents of Orange County, recognizing the need for more safe and sanitary dwelling accommodations in said county, do hereby petition the Board of County Commissioners to call a public hearing pursuant to the provisions of General Statutes 157-33, as amended by the 1969 General Assembly, on the cuestion of creating a county housing authority." The petition was signed by thirty-three Orange County residents.. Discussion ensued. Upon motion of Commissioner Bennett, seconded by Commissioner Ward, it was moved and unanimously adopted, that a Public Hearing be held at 8:00 o'clock P.M. on Monday, August 4, 1969, in the Courtroom of the Courthouse in Hillsborough, relative to the creation of a County Public Housing Authority. It was agreed that the following notice would be published: "NOTICE Orange County North Carolina The Orange County Board of Commissioners will hold a Public Hearing in the Superior Courtroom of the Orange County Courthouse in Hillsborough, North Carolina at 8:00 p.m, on Monday, August 4, 1969, to determine the public sentiment regarding creation of•a Public Housing Authority for Orange County. Betty June Hayes Clerk, Orange County Board of Commissioners July 24,31" Unoa motion of Commissioner Ward, seconded by Commissioner Bennett, it was moved and unanimously adopted, that F. W. Hengeveld be appointed to the Chapel Hill Board of Adjustments to fill the unexoired term of C. Ritchie Bell. Said term expires June 30, 1971. Dr. Roy Lindahl, Chairman of the Chapel Hill School Board and Dr. W. S. Cody, Chanel Hill School Superintendent, presented amended budgets, formerly approved by the School Board, to the County Commissioners for their approval. The amended current ex?:ense budget totaled $361,975 from County Sources and the amended Capital Outlay Budget totaled $704,450. Discussion ensued. The County Board of Education reviewed their budgets with the Board. They advised the Commissioners that the very least they could operate on this year was a Current Expense allotment of $71.00 per student. This situation results principally because of last years level of operation that allowed employment of additional teachers because of previous unexpended balances. They further stated that with the reduction of two teachers from last years total, the previously mentioned figure of $71.00 is the bare minimum with which they felt they could operate. Discussion ensued. 7 r'"E 211 Commissioner Bennett made the following motion: A. That the School Current Expense allocation be set at $65.00 per pupil. This being a $10.00 increase.'from last years $55.00 appropriation. B. That the Capital outlay Budget be set as follows: County Unit $ 425,000.00 Chapel Hill 'Unit $ 575-000-00 Total. Budget $15000,000.00 This figure is a $300,000.00 increase over last years Capital Outlay Budget. C. The total budget could be implemented with a tax rate of $1.16. Commissioner Ward offered a second to Commissioner Bennett's motion. Chairman Smith called for a vote on the motion and there were 5 ayes and no naves. The County Accountant was directed to prepare the necessary appropriation and tax levy resolutions so the Board might adopt the budget at this meeting. The appropriation for School Capital Outlay shall be divided as follows: County 'Unit $ 425,000. Chapel Hill 575,000. The appropriation for School Current Expense shall be divided as follows: County unit $ 320,320. Chapel Hill 331,045. Chairman Smith called for a vote and there were 5 ayes and no naves. Twenty-five per cent (25%) of the proceeds of this tax shall be deposited in the Welfare Accounts and seventy-five (75%) of the proceeds will be deposited in the School Current Expense Fund. (2) A Special. School Tax of $0.35 on the $100.00 of property valuation shall be levied on all property in the Chapel Hill School District. (3) A Special Fire Tax of $0.10 on the $100.00 of property valuation shall be levied on all property in the Greater Chapel Hill Dire District. (4) A Special Fire Tax of $0.10 on the $100.00 of property valuation on all property in the South Orange Fire District. (5) A Special Sanitary Tax of $0.57 on the $100.00 of property valuation on all property within the Dogwood Acres Sanitary District. (6) On each open female dog six (6) months of age or older the sum of $2.00 on all other dogs the sum of $1.00. (7) On each marriage license a tax of $4.00. (8) In accordance with Section B of the Revenue Act (Article 20 Chapter 5, of the General Statutes) and any other section of the General Statutes there is hereby levied a privilege license tax in the maximum amount permitted on all businesses, trades, occupations, or professions which the County is entitled to tax. For purposes of financing the previously approved appropriations funds to finance the following listed items will be derived from revenues not obtained from Ad Valorem Tax Sources. Historic Hillsborough Commission $3,000. Orange County Rescue Squad 1,000. North Central Carolina Resources Conservation & Development District 350. Operation of the ffillsborough Trash Dump 1,800.
