BOARD OF COMMISSIONERS
June 11, 1969
The Board of Commissioners for the County of Orange, North Carolina, met
in adjourned session in the Commissioners) Room at the Courthouse in Hillsborough,
North Carolina on Wednesday, June 11, 1969,at 8:00 o'clock P. M.
Members Present: Chairman Carl M. Smith, and Commissioners Harvey D.
Bennett, William C. Ray, Henry S. Walker and Ira A. Ward.
Members Absent: None
Marshall Cates, Chairman County Board of Elections, Shelton Sparrow,
Member of the County Board of Elections, L. M. Cheshire, County Attorney,
Roger B. Foushee, Chairman Democratic Executive Committee and P. H. Craig,
Chairman Republican Executive Committee were present.
This meeting was called for the purpose of discussing with the Board of
Elections the alleged irregularities which occured during the last Chapel Hill
Municipal Election.
Chairman Smith read the o_etition which he had received relative to the
allegation that non-residents were allowed to vote in the municipal election,
and he also read a letter from the Town of Chapel Hill which suggested that the
voter registration books be compared with the County tax scrolls for the purpose
of securing additional tax listings and checking the residency of said voter
registration books.
Marshall Cates, Election Board Chairman, discussed with the Board of
Commissioners the newspaper articles concerning the alleged voter irregularities.
He stated that the Board of Elections have investigated most of the allegations
set forth in the newspaper articles and found most of said allegations were
completely unfounded. Mr. Cates advised the Board of Commissioners that the
Board of Elections had instructed its attorney to recommend the necessary legal
action which should be instituted by the Board of Elections relative to the
remaining allegations. Discussion ensued further as to the problems encountered
during the last municipal election. It was the opinion of the Board of Elections
that most of these difficulties ocoured due to the rapid turn over in voter
registration in the Chapel Hill area and that the lack of a full time clerical
stafg which could properly process the new registrants and complete the transfer
of registrants from one precinct to another, only added to the confusion which
did exist.
There being no further business to come before the Board the meeting was
adjourned to meet again on Monday, June 23, 1969, at 8:00 P.M. in the Court Room
of the Courthouse in Hillsborough, N. C.

June 23, 1969
The Board of Commissioners for the County of Orange, North Carolina, met
in adjourned session at the County Courthouse in Hillsborough, North Carolina,
on June 23, 1969, at 8:00 o'clock P. M.
Members Present: Chairman Carl M. Smith and Commissioners Harvey D. Bennett,
William C. Ray, Henry S. Walker and Ira A. Ward.
Members Absent: None
Members of the Chapel Hill School Unit and the Orange County Welfare Board
were present to present their 1969-1970 budget. These budgets were reviewed
with each Board of the respective units.
There being no further business to come before the Board said meeting was
adjourned to meet again on Wednesday, June 25, 1969.
