Section I -Introduction
Managing risk has always been a necessity. In today's
world, a proper response to risk is even more critical.
Even security departments within large corporations
often fmd themselves lacking manpower or specific
expertise to adequately respond to risk. Since 1988,
RMA has provided professional security consulting,
system design, investigation, and training services. By
providing security consulting services that satisfy the
client's needs at the level of service required, Risk
Management Associates offers a viable, cost-effective
solution.
Risk Management Associates maintains a professional
staffwith diverse but complementary skills and abilities.
RMA presently employs a staff of over twenty people
with various backgrounds in the public and private
sectors, including police, corporate, technical,
intelligence, military, financial, administrative, and
security operations. RMA's strength and unique capacity
for matching client requirements with applicable
consulting expertise is based not only on our reservoir of

Section I -Objectives
This proposal will address in a phased approach the Orange County Construction
Document development, procurement, construction, and testing of an integrated security
system.
Risk Management Associates will survey, analyze and design security systems for the
Justice-Expansion that will include a security management system, digital video system
and emergency communications. Our design package will include devices layouts,
installation details, low voltage and data riser diagrams as well as detailed system
requirements and specifications. ~

Risk Management Associates will handle the project from start to completion. Our
objective in this project will be to provide design development and overall project V
management for an efficient, accurate, and timely project completion. We will verify ~
that the system design is a sound, logical plan that incorporates the newest technology 0
and current security design trends. We will review the project to determine that proper
installation techniques are used so that Orange County receives the best system 'a
possible. The design will be coordinated to provide proper integration with existing and ~
proposed systems. The completed systems will look and perform as outlined by Orange

Section II -Scope of Work
The scope of work will consist of:
Phase 1-Construction Document Development (55%)
1. Conduct one (1) meeting, as necessary, for the defmition of the system layout,
i.e. meetings with administrators and officials, meetings with facilities groups
and user groups, as directed by management. This will be to determine the
operational requirements and the desired locations and expected results of the
security systems.
2. Develop the system layout package. The package shall present any RMA
recommendations for security as well as options for specific security systems
and/or components. Y

3. Conduct one meeting with management to review the security system layout and
design. ~

4. Research, design and develop the complete drawing package to include, d
communication diagrams, equipment installation and typical details, and C
• revisions to the system layout. V
5. Develop and prepare the security system specifications outlining equipment and ~
installation requirements for the system. Maintain coordination of the design
concept with management.
6. Conduct one meeting with management to review the fmal Construction ~
Documents. ~
7. Develop Request for Proposal documents for the installation of the security ~
systems that will allow Orange County and the General Contractor to negotiate
the contract price with select security vendor.
Phase 2 -Contract Negotiations (12%)
8. Conduct aPre-Bid Meeting with qualified security vendors.
9. Review and evaluate proposals submitted by the security vendors to determine
technical accuracy and fair market value all equipment.
10. Assist Orange County and the General Contractor in the negotiation process
with the security vendors.

Phase 3 -Construction (23%~
11. Review shop drawings and submittals.
12. Conduct four meetings and/or site visits to assist the Project Manager as security
project overseer for installation of conduit, wiring, and security system
equipment.
Phase 4 -Record Documentation /System Acceptance ,10%~
13. Conduct one site visit to inspect and evaluate installed security system
equipment, develop a final punch-list, and approve system when completed and
performing as specified.
14. Review and approve as-built documentation.

Section III -Client Responsibilities
1. LIAISON -Orange County should provide an individual to act as a single point of
contact for RMA personnel
2. ACCESS -Orange County should provide access, through the liaison, to the
facilities as required by RMA.
3. DOCUMENTATION -Orange County should provide supporting documents,
proposed procedures, etc. which may exist and that will aid in the project
management.
4. TAX EXEMPTION -Orange County must provide documentation oftax-exempt d
status, if applicable.

Section IV -Schedule of Deliverables
Deliverables shall include:
1. Security System Layout that outlines the integrated security systems for the
Justice Expansion.
2. Construction Documents that include a fmal set of drawings, request-for-
proposal and specifications submitted as a package.
3. Documentation of meetings and conversations regarding all aspects of this
project.
4. Project status reports.
5. Punch-list of installation problems and/or vendor problems.
6. Statement of installed system condition.
7. As-built documentation. RMA will review for accuracy the as-built documents
for the facilities prior to conveyance to the owner. Following RMA's review,
the contractors will provide as-built documents to Orange County in both paper
and electronic formats.

Section V -Acceptance Agreement
Risk Management Associates is an approved GSA contractor. As such, our rates for
Orange County will follow the fee structure established for GSA.

Daily rates aze based upon actual number of the hours worked during the day.
Hours spent in travel to or from a project for assigned work will be billed as a part of
the hours for that project.
Reimbursement of expenses will follow government regulations concerning pricing and
travel costs. Expenses aze chazged as direct pass through costs. No mazkup is allocated
except where fees aze assigned as a part of payment.
Fees are based on the description of services provided. RMA shall bill for actual time
spent plus incurred expenses. RMA shall bill on a Time & Materials basis following
the fees represented above. Total chazges represented in Section II aze a good faith
estimate of the services to be provided and should not exceed $27,378.00, including
expenses, without additional approvals from the client. (Expenses include portal to
portal mileage at the government allowable rate, currently $0.485 per mile.)

Fees are due as service is provided. The accumulated additional fees may be invoiced
on a monthly basis or at the completion of tasks in the project Scope of Work.
