BOARD OF COMMISSIONERS
June 2, 1969
The Board of Commissioners for the County of Orange, North Carolina, met
in regular session at the County Courthouse in Hillsborough, the regular place
of meetingjat 10,00 A.M., on June 2, 1969.
Members Present: Chairman Carl M. Smith, and Commissioners Harvey D. Bennett,
William C. Ray, Henry S. Walker and Ira A. Ward.
Members Absent: None
The minutes of the previous meetings were read by the Clerk and approved
by the Board.
Ebert Pierce, County Extension Chairman, reported that Cyrus Green had been
selected to assist in a statewide eoneest for the grading of feeder calves and
that this would mean a ten (10) day absence from county employment.
Upon motion of Commissioner Ray, seconded by Commissioner Walker, it was
moved and unanimously adopted that Mr. Green be authorized to accept the appointment
as a judge in the statewide feeder calf grading contest.
Upon motion of Commissioner Ray, seconded by Commissioner Walker, it was
moved and unanimously adopted, that Mrs. Jean L. McDade be appointed to replace
Mr. Howard Compton on the Orange County Welfare Board. Said term to be immediately
effective. Mr. Compton's term will expire on June 30, 1969. Mrs. McDade is
then to begin a new term effective as of July 1, 1969 and said term will expire
as of June 30, 1972.
Commissioner Bennett reviewed the Legislative Bulletin with the Board.
Discussion ensued relative to the compromise which had been introduced on Senate
Bill No. 178.
Upon motion of Commissioner Bennett, seconded by Commissioner Ward, it was
moved and unanimously adopted,that the Orange County Board of Commissioners-go on
record as endorsing Senate Bill No. 178 as substituted.
The clerk was instructed to inform Orange County's representatives in
General Assembly of the action taken by the Board.
Chairman Smith advised the Board of the following items which he had received
during the previous month:
1. Letter from State Highway Commission relative to speed limit on SR #1777•.'
2. Copy of report received from Congressman Nick Galifianakis which he had
introduced during the 91st Congress.
3. Revort from the Chanel Hill - Carrboro Multi-Purpose Center.
1}. Letter from the North Carolina Civil Defense Agency relative to the
appointment of a Civil Defense Director.
5. Copy of letter from B. B. Olive, Attorney, Durham, North Carolina, to
D. L. Coburn, Department of Water & Air Resources, Raleigh, North Carolina.
6. Letter from N. C. Department of Public Welfare relative to the attendance
of certain members at the Jail and Detention Services School.
7. Bulletin from the Governor's Committee on Law and Order.
8. Memorandum from the Orange County Voters League.
9. Letter from Robert Seymour, President of the Inter-Church Council for
Social Services relative to the appointment of a Negro to the County
Board of Welfare.
10. Letter from L. J. Phipps, Chairman Historic Hillsborough Commission,
requesting consideration of a $5,000.00 appropriation to the Historic
Commission.
11. Letter from Alex McMahon advising the Board that all three positions on
the Greater Chapel Hill Fire District Commission have expired.
12. Letter from C. W. Davis relative to the Resource, Conservation and
Development Watershed tour.

13. Letter from M. Marion Clark, Chairman Community Development Tour,
relative to Mental Health Tour.
14. Letter from Efland-Cheeks Multi-Purpose Center and Narrative report
for quarter ending March 31, 1969.
15. Notices of Formal Hearings of Appeals before the State Board of
Allotments for the following persons: Mrs. Lila M. Fikes, Mrs. Rachel
Crabtree, Mrs. Delois G. Bynum and Mrs. Cornelia Oldham.
16. Chapel Hill Library financial statement.
17. Memorandum from Regional Planning Commission relative to Regional
Water Action.
18. Copy of letter from Alley, Williams, Carmen & King, Inc, to Wiley B.
Perry relative to Sanitary Sewer Improvements at Perry Rills Subdivision.
19. Petition relative to the checking of registered voters against property
tax listing.
Discussion ensued relative to the request of checking the Chapel Rill
registered voter list against the tax listings. The County Administrator was
instructed to determine a method of checking said voter registration list against
the tax listing scroll and to also determine what cost would be involved in
making this survey.
Chairman Smith was authorized to-sign the following Aid To The Blind Agenda:

Upon motion of Commissioner Ray, seconded by Commissioner Bennett, it was
moved and unanimously adopted that Harold Williams be re-appointed to the Carrboro
Planning Board for a three year term and that Howard Hearn be appointed to fill
the unexpired term of Sherwood Ward on the Carrboro Board of Adjustments.
Discussion ensued relative to the letter from the State Highway Commission
concerning the posting of the speed limit on SR #1777. The clerk was instructed
to acknowledge the receipt of said letter and that the Board did concur with the
posting of said speed limit signs.
The County Attorney advised the Board that J. B. Evans had reouested the
payment of $12,000.00 for a thirty foot (301) sewerage right of way across the
lands of Mrs. Bertha N..Evans. Discussion ensued relative to said matter.
The following resolution was introduced by Commissioner Bennett, seconded by
Commissioner Ray, and unanimously passed:
BE IT RESOLVED that the County Attorneys, Graham & Cheshire,
are hereby authorized, empowered and directed to obtain by condemnation
or otherwise a thirty (30) foot right of way and easement for sanitary
sewer across the lands of Mrs. Bertha N. Evans, said easement to have a
length of approximately 1760.54 feet.
The County Administrator presented the annual audit contract and Chairman
Smith was authorized to sign same.
The County Administrator advised the Board that he had received a letter
from Ed Swindell, Manager for Durham County, and that Orange County's portion
of cost for the boundary line survey amounted to $$4,917.64.
Commissioner Ward stated that he was of the opinion that a reply should be
made to the Orange Voters League's letter with reference, especially, in the
areas of the County's position and action on items three and six, recreation and
public housing, because other items were grievances which should be answered by
the agencies administering same. Discussion ensued on this matter and it was
agreed that Chairman Smith and Commissioner Ward would compose a letter from the'
Orange County Board of Commissioners.
There being no further business to come before the Board said meeting was
adjourned to meet again on Wednesday, June 11, 1969, at 8:00 P.M. in the Commissioners
Room at the Courthouse in Hillsborough.
