ES/OCRs Meeting Minutes

Attendees: Colonel Frank Montes de Oca, Captain Kim. Woodward, Lieutenant
Jamie Joseph, Chairman Dan Seip and Chief Brian Matthews

• Welcome by Colonel Monies de Oca. Letters given to Chief Matthews and
Chairman Seip thanking them for their willingness to participate in this
process. Copies attached.
To maintain continuity in the future, all information will be put in writing.
Meetings will be recorded and transcription sent via mail and email within
24 hours. Certified copies should be sent to Chief Matthews and Chairman
Seip at their home addresses. Copies will be given to all parties involved,
including the BOCC and County Manager's Office.
• Meetings will be held weekly on Monday at 10:OOam at ES Headquarters
with flexibility allowed as needed.
• Chairman Seip and Chief Matthews agree they are able to speak in each
other's stead. Colonel Montes de Oca agrees Captain Woodward and
Lieutenant Joseph may speak on his behalf. All concerns or problems
with decisions made should be brought forward immediately.
• An agenda should be established for future meetings.
• Copies of OC Franchise Ordinance, Orange County/OCRs contract, EMS
Services Franchise and NC Administrative Code provided by Captain
Woodward to all attendees.
• ES will develop a status sheet to keep everyone on the same page to help
determine future goals and ongoing actions.
• All changes and updates to -meeting times should be sent to Lysa May.

• Chief Matthews provided additional training records for 2006, 2007 and
2008. The records are divided into 3 sections: Current Rescue
Technicians, Current State Association Roster, and Rescue Technicians
as of September 28t". Affiliate status-Rescue Technician Instructors.
• OCRS members are authorized to take their Scope of Practice tests
presented by OrCES at Durham Tech (DTCC).
• Ride-along times needed for squad EMTs. ES is in the process of
reviewing and changing the rider policy to improve control and increase
efficiency.
• Ride times and training requirements from ES including assessment
process will be provided by Captain Woodward on September 22 for
OCRS.
• Hard copies for 2006 are not complete; Chief Mathews will provide what
he has to Lieutenant Joseph. Hard copies for 2007 and 2008 will be
provided.
• Lieutenant Joseph will provide a list of any lapses in training records or
other information needed to complete his review.
• Department of Insurance (DOI) transcripts not provided in the initial
package given to the BOCC. It was agreed the information would be
added to a future package after all hard copies of training provided.
• If possible, ES to provide a timeframe for both public record requests.
Initial request made August 15t", 2008.
• Chairman Seip would like to have performance standards/guidelines for
extrication services for Orange County.
• State Office of EMS is making policy changes. Captain Woodward will
keep OCRS apprised of any changes that affect their organization.
• Meeting ended at 1100 hours.

Attendees: Colonel Frank Monies de Oca, Captain Kim Woodward, Lieutenant
Jamie Joseph, Chief Brian Matthews
Minutes Taken and Prepared by: Lysa May
• Welcome by Colonel Monies de Oca. Copies of the Preliminary Report,
report of building issues, Stand Down Timeline, Franchise Ordinance,
Franchise Agreement, OCEMS Practice Policy, BLS Recertification Policy,
BLS Training Policy and the NC Administrative Code given to Chief
Matthews.
Discussed the application of the BLS Practice Policy, BLS Recertification
Policy and the BLS Training Policy in regard to OCRs. Chief Matthews
advises he understands the policies.
Chief Matthews expressed concerns regarding the Mandatory Updates
done in April 2008, which he was unable to attend. He has not received
information asked for in an earlier meeting with LT David Silfen regarding
a make up date for that training. Captain Woodward states volunteers also
have an opportunity for mandatory updates training through New
Employee Orientation when available. LT Joseph advised there was
additional training available through the Fire Departments. Chief Matthews
was unaware of this training opportunity previously.
• Ghief Matthews confirms the OCRs EMS roster given to Captain
Woodward is current and accurate. Scope of practice attended by all
members.
• Local, state, and federal requirements will be put on a tasking form
created by ES staff, which will assure all parties understand the language
and their individual requirements and responsibilities.

• EMS System Plan is in the process of being updated. Once updates are
- approved by the state they will be given to OCRS.
• Lt. Joseph will have the information for the Franchise Ordinance on the
tasking form for discussion for the 9%29/08 meeting. Capt. Woodward will
have remainder of information input for the 10/06/08 meeting.
• Colonel Montes de Oca and Chief Matthews affirm they are going to move
forward to assure a resolution can be reached as quickly as possible.
Both agree a trusting relationship with open dialogue is necessary to meet
that goal.
• OCRS will be the first agency in the county to provide the necessary
documentation to assure compliance. These steps will help OCES
develop a process to be used in the future with other agencies.
• Captain Woodward will provide documentation from Dr. Brice outlining
staffing requirements for all ambulances in order to provide special event
coverage. Capt. Woodward asked that Orange County Rescue Squad
provide the location of special events and proper documentation for
patients evaluated and treated.
• Lt. David Silfen will audit EMT Roster in order to assure compliance.
Remediation plan will be provided for any members not compliant.
• Chief Matthews would like to pursue having the OCRS EMS division put
back online.
• Next meeting to include LT Silfen.
• Copy of BLS final exam provided to Chief Matthews. He confirms he will
keep it confidential, as it is the current exam used.
• Training records from 2006 requested at last meeting by LT Joseph
provided by Chief Matthews.
