HomeMy WebLinkAboutMinutes - 19690519MINUTES OF THE ORANGE COUNTY BOARD OF COMMISSIONERS 7 -rF 199 May 13, 1969 The Board of County Commissioners of Orange County met in adjourned session on Tuesday, May 13, 1969, at 7:30 P.M. at the Pines Restaurant in Chapel Hill, North Carolina. Members Present: Chairman Carl M. Smith, and Commissioners Harney D. Bennett, William C. Ray, Henry S. Walker and Ira A. Ward. Members Absent: None Also present were Lucius M. Cheshire, County Attorney, S. M. Gattis, County Administrator, Phil Green, Assistant Director of the Institute of Government and the Chatham County Board of Commissioners. This meeting was called for the purpose of discussing with the Chatham County Commissioners the nossibility of establishing a Joint County Housing Authority. Discussion ensued concerning said matter and it was agreed to await the outcome of a proposed bill which is now before the General Assembly which would allow all counties to establish a Housing Authority regardless of its population. The County Administrator and the County Attorney were directed to scouire the necessary sewerage right of way to the plant of Melville Furniture. Chairman Smith advised the Board that Mrs. Donald McDade had resigned as a member of the Orange County Human Relations Council. Discussion ensued. Upon motion duly made and seconded Mrs. William Efland of Efland, North Carolina was appointed to fill the unexpired term of Mrs. McDade on the Orange County Human Relations Council. There being no further business to come before the Board the meeting was adjourned to meet again on Monday, May 19, 1969 at 8:30 P.M. in the Orange Savings & Loan Association at Chapel Hill, North Carolina. Gattis, Acting Clerk -------------------------------------------------------------------------------------- MINUTES OF THE ORANGE COUNTY BOARD OF COMMISSIONERS May 19, 1969 The Board of County Commissioners of Orange County met in adjourned session on Monday, May 19, 1969 at 8:30 P.M. In the Orange Savings & Loan Association at Chapel Hill, North Carolina. Members Present: Chairman Carl M. Smith, and Commissioners William C. Ray, Harvey D. Bennett, Henry S. Walker and Ira A. Ward. Members Absent: None Preston Hogan, Giovanni Micol, Robert Hogan, Clarence Sockwell, members of the County Planning Board, Charles Johnston, Chairman of the County Planning Board, Mark Burnham, of the Research Triangle Regional Planning Commission staff, Norman Long, County Zoning Officer and Emery B. Denny, Attorney for the Town of Chapel Hill, were present. The Town Attorney explained to all present the proposed legislation which would grant the Town of Chapel Hill extraterritorial'rJurlidiction of one mile beyond the city limits. Discussion ensued. It was pointed out that the citizens of the one mile extraterritorial jurisdiction had sought and did effect the enactment of a Chapel Hill Township Zoning Ordinance, thus confirming their desire not to be included under the Town of Chapel Hillys zoning ordinance as they could not have representation on the Chapel Hill zoning board. 7 cV?r 200 The Board suggested to the Town Attorney that they might possibly approve a statutory amendment that would offer extraterritorial jurisdiction ofone mile if the exercise of this extended jurisdiction was made contingent upon the mutual consent of the Board of Commissioners and the Town of Chapel Hill. There being no further business to come before the Board the meeting was adjourned to meet again on Monday, May 26, 1969. Carl M. Smith, Chairman S. M. Gattis, Acting Clerk MINUTES OF THE ORANGE COUNTY BOARD OF COMMISSIONERS May 26, 1969 The Orange County Board of Commissioners met in adjourned session in the courtroom of the courthouse in Hillsborough; North Carolina on Monday, May 26, 1969, at 8 o'clock P.M. for the purpose of holding the duly advertised public hearing in conjunction with the County Planning Board. Members Present: Chairman Carl M. Smith, and Commissioners Harvey D. Bennett, William C. Ray, Henry S. Walker and Ira A. Ward. Members Absent: None Chairman Smith called the meeting to order and then turned the chair over to Charles Johnston, Chairman of the County Planning Board, who proceeded to conduct the public hearing. For a detailed record of these proceedings see the minute docket of the County Planning Board. Chairman Johnston turned the chair back to Chairman Smith who then declared the public hearing adjourned and then proceeded to reconvene; the Orange County Board of Commissioners for the purpose of conducting other County business. Discussion ensued relative to the following bills: Senate Bill 106 - Real property lien assessment. To provide for the certification of the existence and amounts of assessment liens against real property. Senate Bill 269 - Tax valuation - agricultural land. Relating to the classification, appraisal valuation, assessment and taxation of land actively devoted to agricultural uses. House Bill 1118 - Tax exemption/goods to ship. Relating to the taxable situs of goods held by manufacturers on January first but which have been sold to and are awaiting shipment to out-of-State customers. The clerk to the Board was instructed to advise Senators Claude Currie and Gordon Allen and Representatives Donald M. Stanford and Ike F. Andrews that the Orange County Board of Commissioners were opposed to the enactment of Senate Bill 106 and 269 and House Bill 1118.
