This agreement is hereby made between North Carolina Department of Crime Control and Public
Safety, Division of Emergency Management, hereinafter referred to as Grantor, and the:

hereafter referred to as the Grantee.
Scare of Services to be rendered.
1. This supplemental EMPG funding has been made available to enhance North Carolina's readiness
posture; therefore, you must use this funding for that purpose. The EMPG supplemental may not go in
to your county's general fund unless it is designated to became a line item for one of the identfed
purposes in this grant agreement`
2.. Homeland Security Presidential Directive - 5 requires NIMS compliance to receive federal
preparedness assistance funding. The FY 07 N1MS compliance metrics fact sheet states that Tier I
metrics must be answered in the affirmative th be NIMS compliant for FY 07. In addition, you must
complete specific tasks below by the designated deadlines in order to be eligible for this EMPG
supplemental funding:
^ Correct deficiencies in FY 2007 NIMS Compliance Tier 1 Metrics by January 15.204$; see
attachment: Rollup Corrective Action Plan, if applicable;
^ Complete and roll up the NIMSCAST FY 2007 NIMS Compliance Metrics to show you have
corrected deficiencies identified in your Corrective Action Plan by January 22.2008. An
attachment is included in this packet outlining your Corrective Action Plan, if applicable. You
may need to revise some target dates to meet the January 22, 2008 deadline.
3. You may use the supplemental funding to address catastrophic disaster planning, development
of mission ready resource packaging, or to fill a specific identified response or recovery gap, once
you have met the NIMS compliance requirements in item number 2,

4. You must be match the funds 50150. You may use cash or in-kind match to meet this requirement
5. You must provide a written summary of how you invested the supplemental funding to improve
county plans, operational procedures, typed resource packages, or purchased equipment to fill an
identified gap in exchange for the funds.
6_ Your support for and participation in the development of the mufti-discipline DPRRs is a
requirement..
Compensation, The Grantor agrees that it will pay the Grantee as complete and total compensation
for the services rendered by the Grantee. Grantee will receive reimbursement payment for
expenditures under this agreement after your cost report is submitted.
Effective Date. This grant shall become effective upon return of this original grant agreement and cost
report, properly executed on behalf of the Grantee, to the Division of Emergency Management,
