HomeMy WebLinkAboutMinutes - 19690409MINUTES OF THE ORANGE COUNTY 193 BOARD OF COMMISSIONERS April 9, 1969 The Orange County Board of Commissioners for the County of Orange, net in adjourned session in the Community Room at the Orange Savings & Loan Association in Chapel Hill, North Carolina on Wednesday, April 9, 1969 at 8:00 o'clock P.M. Members Present: Vice Chairman Walker and Commissioners Harvey D. Bennett, William C. Ray and Ira A. Ward. Members Absent: Chairman Carl M. Smith. Vice Chairman Walker presided over the meeting in the absence of Chairman Smith. R. B. Peck, City Manager; Town of Chapel Hill; E. H. Denny, Attorney for the Town of Chapel Hill; and Adger Wilson, member of the Planning Board for Chapel Hill, were present. This meeting was held for the purpose of discussing the proposed legislation entitled "Ex-Territorial Zoning and Subdivision Jurisdiction of the Towns of Chapel Hill and Carrboro". Mr. Denny explained that the proposed legislation was divided into two parts with Section I dealing with an actual extension of the zoning jurisdiction of the towns of Carrboro and Chapel Hill and with Section II concerning the relationship between the towns of Carrboro and Chapel Hill as to zoning matters and zoning procedures. The Town Manager and The Town Attorney urged the Board of Commissioners to consider Section II separate and apart from Section I as Section II was written in order to provide the machinery for a smooth working zoning relationship between the two towns. They stated that Section II should be of little concern and would cause no problems for the County Planning Board. Discussion ensued. The Board of Commissioners took no action on the matter. The County Administrator recommended that the Board of Commissioners pass a resolution which would allow the Orange-Person Mental Health Center Employees, to become a member of the Local Governmental Employees, Retirement System. Upon motion of Commissioner Bennett, seconded by Commissioner Ray, the following resolution was unanimously adopted: RESOLUTION ENLISTING IN NORTH CAROLINA LOCAL GOVERNMENTAL EMPLOYEES' RETIREMENT SYSTEM WHEREAS, the 1945 General Assembly amended the North Carolina Local Governmental Employees, Retirement System so as to make the benefits of said System available to all counties, cities, and towns, and WHEREAS, the governing body of this Unit realizes the necessity of providing its employees with the security and protection provided by a sound retirement plan, and WHEREAS, Article 3 of Chapter 128 of the General Statutes of North Carolina provides that any governmental unit desiring to enroll its employees in said System shall make application to the Hoard of Trustees of the North Carolina Local Governmental Employees' Retirement System and shall by resolution elect to participate in said System. NOW, THEREFORE, be it resolved by the ORANGE COUNTY BCARD OF COMMISSIONERS in special session, 1. That the ORANGE COUNTY BOARD OF COMMISSIONERS hereby elects to participate the employees of the ORANGE PERSON MENTAL HEALTH CENTER in the North Carolina Local Governmental Employeest Retirement System. 2. That the ORANGE COUNTY BOARD OF COMMISSIONERS hereby agrees to comply with all provisions of the North Carolina Local Governmental Employees' Retirement System as defined in Article 3, Chapter 128 of the General Statutes of North Carolina as amended by the 1945 General Assembly. 3. That the DIRECTOR, ORANGE PERSON MENTAL HEALTH CENTER is hereby ordered and directed to make application to the Board of Trustees of the North Carolina Local Governmental Employees, Retirement System for enrollment of this Unit and its employees in said System. The following number voted in the affirmative: 4 The following number voted in the negative: 0 7 -94 There being no further business to come before the Board the meeting was adjourned to meet again on April 21, 1969 at 8:00 o'clook P.M. in the Commissioners room at the Courthouse in Hillsborough. Gattis, Acting Clerk MINUTES OF THE ORANGE COUNTY BOARD OF COMMISSIONERS April 21, 1969 The Board of County Commissioners of Orange County met in the Commissioners Room of the Courthouse in Hillsborough, North Carolina at 8:00 P.M, on Monday, April 21, 1969, in adjourned session. Members Present: Vice Chairman Henry F- Walker and Commissioners, Harvey D. Bennett, William C. Ray and Ira A. Ward. Members Absent: Chairman Carl M. Smith. . This meeting was a joint meeting with the County Planning Board. Pearson Stewart, Director of the Research Triangle Regional Planning Commission, was present and presented a report on the county wide water and sewer study his group was preparing. Discussion ensued. - Sheriff C. D. Knight was present and reouested that the Board of Commissioners designate one of its members to serve on the planning committee of the Joint Alamance, Chatham and Orange Law and Order Committee. Discussion ensued. Upon motion of Commissioner Bennett, seconded by Commissioner Ward, it was moved and unanimously adopted, that Commissioner Walker be designated as the Boardb representative to the Planning Committee of the Alamance, Chatham and Orange District Law and Order Committee.
