BOARD OF COMMISSIONERS
March 11, 1969
The Board of Commissioners for the County of Orange, North Carolina, met
in adjourned session at the Jack Tar Hotel, Durham, North Carolina at 6 P.M.
on Tuesday, March 11, 1969.
Members Present: Chairman Carl M. Smith and Commissioners Harvey D. Bennett,
William C. Ray, Henry S. Walker and Ira A. Ward.
Members Absent: Norte
. Dr. George Hyatt, Jr., Director of the Agricultural Extension Service; Dr.
W. G. Andrews, District Extension Chairman; and Dr. Foyle and Dr. Smith, members
of Dr. Hyatt's staff, were present to discuss with the Board the appointment of
a Chairman for the Orange County Agriculture Extension Service.
There being no further business to come before the Board said meeting
adjourned to meet again on Wednesday, March 12, 1969, at the residence of Commissioner
Henry S. Walker.

MINUTES OF THE ORANGE COUNTY
BOARD OF COMMISSIONERS
March 12, 1969
The Board of Commissioners for the County of Orange, North Carolina, met
in adjourned session-at the residence of Commissioner Henry S. Walker, Hillsborough,
North Carolina at 8 P.M. on Wednesday, March 12, 1969.
Members Present: Chairman Carl M. Smith and Commissioners Harvey D. Bennett,
Henry S. Walker and Ira A. Ward.
Members Absent: Commissioner William C. Ray.
Discussion ensued relative to the election of a Chairman for the Orange County
Agriculture Extension Service. It was agreed that Commissioner Bennett and
Commissioner Walker would act as a committee to investigate the respective candidates
for this office.
There being no further business to come before the Board said meeting adjourned
to meet again on Tuesday, March 25, 1969, in the Courtroom of the Courthouse in
Hillsborough for the purpose of conducting a public hearing in conjunction with the
County Planning Board.

MINUTES OF THE ORANGE COUNTY
BOARD OF COMMISSIONERS
March 25, 1969
The Board of Commissioners for the County of Orange, North Carolina, not
in joint session with the County Planning Board in the Courtroom of the Courthouse
in Hillsborough on Tuesday, March 25, 1969, at 8 P.M. This being duly advertised
public hearing for the County Planning Board and the County Board of Commissioners.
Members Present: Chairman Carl M. Smith and Commissioners William C. Ray,
Harvey D. Bennett, Henry S. Walker and Ira A. Ward.
Members Absent: None
Chairman Smith called the hearing to order and then turned the chair
over to Charles Johnston, Chairman of the County Planning Board, who then
proceeded to conduct the public hearing.
For minutes of this hearing reference is hereby made to the minute
docket of the Orange County Planning Board.
Chairman Johnston turned the chair back to Chairman Smith who then
declared the public hearing adjourned and Chairman Smith then reconvened
the Orange County Board of Commissioners for the purpose of transacting County
business.
Chairman Smith advised the Board that Aubrey Harward, the County appointee
to the Carrboro Board of Adjustments, is no longer eligible to serve on said
Board, as his area has been annexed into the Town of Carrboro. Mr. Harward's
term expires on April 18, 1969.
Chairman Smith stated that Wayne Lacock had been recommended by the
Carrboro Town Board to fill the unexpired term of Aubrey Harward.
Upon motion of Commissioner Ward, seconded by Commissioner Bennett, it
was moved and unanimously adopted that Wayne Lacock, Weaver Road, Carrboro,
North Carolina, be appointed to fill the unexpired term of Aubrey Harward
on the Carrboro Board of Adjustments.
Chairman Smith reported to the Board that he had talked with Dr. W. G.
Andrews, District Extension Chairman, relative to the matter of the appointment
of Ebert Pierce as the County Extension Chairman for the county. Discussion
ensued and it was agreed that the position of County Extension Chairman would be
offered to Mr. Pierce by Dr. Andrews provided that Mr. Pierce would accept the
salary of $11,850.00 annually with $5,100.00 being paid by the County and
$6,750.00 being paid by the State Agricultural Extension Service.
There being no further business to come before the Board said meeting
was adjourned to meet again on Thursday, March 27, 1969, at 4 P.M. in the
office of Dr. 0. David Garvin, District Health Director.

MINUTES OF THE ORANGE COUNTY
BOARD OF COMMISSIONERS
March 27, 1969
The Board of Commissioners for the County of Orange, North Carolina, met
in adjourned session in the office of the District Health Department, Chapel
Hill, North Carolina at 4 P.M. on Thursday, March 27, 1969.
Members Present: Chairman Carl M. Smith and Commissioners Harvey D. Bennett,
William C. Ray, Henry S. Walker and Ira A. Ward.
Members Absent: None
Dr. 0. David Garvin, District Health Director, reviewed the type of Health
services which the District Health Department was rendering in Orange County. He
stated that a large portion of these programs were being financed by State and
Federal Funds, however, some of these funds are being withdrawn from the District
Health Department and if the programs, such as prenatal.. clinics and pediatric
clinics, are to be continued then local funds must be allocated.
Dr. Garvin reported that the United States Department of Agriculture would
provide a supplemental food program for infants, pre-school children and pregnant
mothers who were in need of proper nutrition. The goal of this program is to
assist in the securing of proper diet in the hopes of offsetting physical handicaps
and mental retardation among the low income groups. Dr. Garvin stated that if this
program was instituted then the County would re-open its commodity distribution
warehouse.
