PURPOSE: To consider a BOCC position statement for presentation at a November 17 NCDOT
Informational Workshop on the proposed widening of I-40 in Orange County.
BACKGROUND: TIP Project I-3306 is the widening of I-40 in Orange and Durham Counties from
four to six lanes. The Durham County portion between US 15-501 and NC 147 is scheduled for
construction in Federal Fiscal Years 2002-04; construction in Orange County is not currently scheduled.
Though construction will be done in separate phases, the Federal Highway Administration requires that
environmental impacts be addressed for the entire project. NCDOT is holding the above-referenced
workshop to receive comments from the public for use in preparing the environmental document.
Planning staff has been directed to investigate the following areas for consideration in formulating a
BOCC position on the proposed. widening:
Noise -The attached letter from David McCoy, NCDOT Secretary, to Durham County Commissioner,
Becky Heron indicates a preliminary noise analysis did not identify any locations where noise. walls
would be recommended; however, the final noise analysis for Orange County may be delayed until that
portion of the project is funded. Staff will provide a land use map to NCDOT for residential locations.
Construction - As referenced above, construction is not yet scheduled. When it does commence,
however, it will take place in the existing 46 foot median and not require additional right-of--way.
Environment/Erosion Control - It is difficult at this stage to say what the environmentaUerosion control
impacts may be. However, they should be minimized because additional right-of--way will not be needed.
Timeframe -Construction on the Orange County portion of I-3306 will be post 2006.
Property Values -Unable to determine at this time.
Air Oualiiy -Awaiting additional information from NCDOT Statewide Planning Branch.

Traffic -Attached aze maps .supplied by NCDOT that depict estimated I-40 ADT (average daily trips)
volumes for 1996 and 2020. Volumes for 1996 range from 34,200 trips for the segment between I-85 and
Old NC 86 to 42,800 for the segment between NC 86 (Airport Road) and the Durham County line.
Estimated 2020 volumes for the same segments of I-40 respectively, range from 63,400 to 82,500 trips per
day. There are three maps for each time period beginning at the Durham County line and traveling
westwazd.
FINANCIAL IMPACT: None at this time.
RECOMMENDATION(S): The Manager recommends that the Board receive the report as information
and make a recommendation to present it at the NCDOT workshop.

The North Carolina Department of Transportation (NCDOT) will hold a Citizens
.Informational Workshop. on November 17, 1999, between the hours of 4:00 PM
and 7:00 PM in the Cafeteria of .Chapel Hill High School, .1709 High School
Road, Chapel. Hill.
The proposed project will widen I-40 to six lanes from I-85 in Orange County to
NC 147 (Buck Dean Freeway) in Durham County. Widening will take place in the
median:. No right-of--way acquisition is anticipated.. A workshop. for this project
.was held on April 19, 1999 in Durham County, and the local TAC requested that
a second workshop be held in Orange County. Comments from the. public will be
.used in the .preparation of the environmental document being developed for this
project.
NCDOT representatives will be available at the- workshop to answer.questions
and receive comments .relative to the proposed project. Information presented at
the workshop will be general. in nature: No detailed. plans are available at this
time. Interested individuals may attend at their convenience during the above-
. stated hours. Anyone desiring additional information may contact Jeff Ingham,

Thank you for your recent letter regarding the widening of I-40 from I-85 to
NC 147 (TIP No. I-3306A).
The planning and environmental studies for this project aze currently underway
and a Categorical Exclusion will be prepared. As noted in your letter, only the Durham
County portion of this project is currently funded.. The Categorical Exclusion must
include the Orange County portion in order to satisfy. a requirement of the Federal
Highway Administration that the environmental review cover logical termini. When the
..Orange County portion is funded, the Federal Highway Administration will determine
what type of reevaluation will be required. ~ .
To ensure that all interested citizens have an opportunity to provide input during
the planning process, a Citizens Informational Workshop was held on Apri119, 1999.
Although the workshop was held in Durham County, efforts were made to include
resider+~ of Orange County. A TCG representative provided the names of citizen
contacts, which were included on our mailing list.. Notices about the April workshop.
were distributed to everyone on the mailing list. The local media, including newspaper
advertisements, radio and television coverage also publicized the workshop. We have
received no complaints from Orange County residents regazding accessibility to the April
workshop. However, we can schedule another Citizens Informational Workshop in
Orange County if the DCHC MPO feels it would be helpful. A Design Public Hearing
will also be held sometime next year to provide another opportunity for public input.
A preliminary noise analysis has been performed and will be included in the
Categorical Exclusion. Based on the preliminary noise analysis, we did not identify any
.locations where noise walls would be recommended. A final noise analysis will be based
on more detailed design plans and completed prior to construction. The. final noise
analysis for the Orange County portion of the project may be postponed until funding is

available for construction. However, based on the department's Traffic Noise Abatement
Policy, the "date of public knowledge" of the project will be the date of the Design Public
Hearing. Existing development will be considered during the final noise study, but new
development occurring after the Design Public Hearing will not be part of the analysis.
This policy is intended to encourage developers to assess noise impacts if they choose to
build adjacent to the interstate.

Subj: Suggested Recommendations for BOCC Consideration - I-40 Widening
Agenda item 9-b for the November 16 County Commissioners' meeting asks the Board to consider a
position statement for presentation at the I-40 Widening Workshop being held by NCDOT on
November 17. Traffic volumes are estimated to increase considerably by 2020 (figures are cited in the
agenda abstract). Obvious impacts resulting from increased traffic include noise, congestion, and air
quality. Construction of the new lanes will also introduce additional impacts.
• NCDOT has performed a preliminary assessment of noise impacts at certain locations in Orange
County.. Amore thorough and far-reaching analysis of such impacts and provision of sound
barriers in the affected areas is needed.
• Traffic signals are needed at the I-40/Old NC 86 interchange. This is the primary Economic
Development District in the County. An intersection expansion to include additional right and left
turn lanes will be required to access I-40. Low glare street/intersection lights should also be added.
Park-and-ride lots are needed in this area as well. While not adjacent to an urban area, the New
Hope Church Road interchange should be analyzed for the provision of signals as traffic volumes
on I-40 increase.
• Increased traffic will result in additional exhaust emissions and have direct impacts on air quality in
southeastern .Orange County. These impacts should receive serious consideration including
coordination with the Orange County Commission for the Environment.
• Construction impacts including erosion and dust have implications for both water and air quality
and must be addressed early on; likewise, a plan to manage traffic during construction is required.
• Finally, as a means of addressing increased traffic volumes, and consistent with the County's
previous statements concerning I-40 widening, HOV lanes are needed.
Attached are additional materials received from NCDOT after the deadline for the November 16
agenda. These include a handout for distribution at the workshop and a preliminary assessment of
noise at select~i locations.

PROJECT DESCRIPTION
TIP Project I-3306 proposes to widen Interstate 40 from Interstate 85 in Orange
County to NC 147 (Buck Dean Freeway) in Durham County. The project involves
widening the existing four-lane roadway to a six-lane section. The proposed project is
approximately 20.7 miles long (see Figure 1). Figure 2 presents a possible cross section.
All widening will occur in the median and within the existing state owned right of
way.
PROJECT PURPOSE
The proposed improvements to Interstate 40 will improve the level of service of
the interstate. It will add capacity and improve safety along the roadway.
PROJECT SCHEDULE-
The planning and design for the proposed project is underway. The construction
schedule has been split into two phases. Section B, the Durham County portion of the
project, is scheduled to begin construction in 2002. Section A, the Orange County
portion, is not scheduled for construction within the 7-year Transportation Improvement
Program. A public hearing is anticipated after further planning and design has been
completed. -Amore detailed design will be presented at this public hearing.

Total Estimated Construction cost $ 71,321,000
PROJECT PLANMNG AND ENVIRONMENTAL STUDES
Planning and environmental studies are nearly complete for the project. The
impact of the project on both the human and natural environment was investigated. Noise
analysis studies were conducted to determine the need for noise abatement measures.
The NCDOT's Noise Abatement Policy, approved by the Federal Highway
Administration, sets guidelines for when noise walls can be considered. According to
this policy, the preliminary -noise study found no places along the route where noise walls
are feasible and cost effective. A final noise analysis will be completed prior to
construction.
YOUR PART
This informal Citizens Informational Workshop is being held in order to involve
the public in the project planning process. We hope to obtain suggestions and comments
on the project from the people it will most affect -the residents, business owners, and
potential users of our proposed roadway. Please feel free to ask any questions you may
have regazding the project. Attached to this handout is a comment sheet for you to
write down your questions or concerns so that the Divisions of Highways can keep a
record of and fully consider your ideas, comments, or suggestions. Also, a form is
available from NCDOT representatives if you feel you have or know of a structure
which has historical significance.
