PURPOSE.: To approve contract for Web Development Support with DBBasics Inc.
BACKGROUND: Information Systems has worked with DBBasics, a Raleigh company, on two
small development projects, for the Boards and Commissions database and the Tax Assessor
Abstract Imaging System. They have also provided support in configuration of the County
Intranet server. The IT Plan initiatives related to Legacy Systems and Citizen and Board Access
involve making more data available for use through the Internet and Intranet via Web pages
and Web data access applications
DBBasics has proven expertise in supporting staff in specialized development efforts. They will,
under this contract, work on-site with IS Department staff to assist with the Register of Deeds
Imaging System applications currently under development, enhancement of the existing Tax
Assessor Abstract Scanning and Retrieval System, Web deployment of the Clerk's Boards and
Commissions database, and other Web-oriented development efforts.
The Register of Deeds system is a legacy system that is being replaced under the IT Plan
Legacy Systems initiative. The Tax Assessor Abstract Scanning and Retrieval system is an IT
Plan Document Management initiative application developed earlier this year and requires
some enhancements. The Web applications are in support of the Strategic Communications
Plan and the Citizen and Board Access initiative of the IT Plan.
The IT Committee has reviewed this outsource development assistance approach and supports
it.
FINANCIAL IMPACT: The contract cost will not exceed $26,880. Adequate funds to cover the
cost of the contract are available in the Information Technology Capital Project and the IS
operating budget.
RECOMMENDATION(S): The Manager recommends that the Board approve the contract with
DBBasics, subject to final review by staff and the County Attorney, and authorize the Chair to
sign it.

Contract for
Software Development Support Services
Between DBBasics Inc.
And Orange County
This agreement made the 1St day of December, 1999 between Orange County
for its Information Systems Department (hereinafter referred to as OCIS) and
DBBasics Inc. (hereinafter referred to as DBBASICS) software development
support services as specified herein.
DBBASICS Responsibilities: _
1. DBBASICS will provide software development support services to Orange
County. These services will include direct developer services and expert
assistance to OCIS staff for assistance in completion of the Register of
Deeds Imaging System applications currently under development,
enhancement of the existing Tax Assessor Abstract Scanning and Retrieval
System, Web deployment of the Clerk's Boards and Commissions database,
and other Web-oriented development efforts.
2. DBBASICS will at all times respond to requests for OCIS support in a
coordinated and timely manner and will exercise the highest standard of
workmanship in providing support services to Orange County.
3. DBBASICS will submit a bill for services upon completion of each visit to
OCIS offices. The invoice for services will specify the number of aggregate
hours spent on Orange County support services.
OCIS Responsibilities:
1. OCIS will identify for software development required and will either verbally,
or in writing, provide relevant information to DBBASICS.
2. OCIS will request services only during regular working hours for County
offices, from 8 am to 5 pm, Monday through Friday, excepting holidays.
3. OCIS will, within ten days of receipt of invoice from DBBASICS, effect
payment for services by DBBASICS.
Term:
The term of this agreement shall be from December 1, 1999 through September
30, 2000.
Compensation:

Compensation to DBBASICS will be at variable hourly rates in the range of $100
to $120 per hour, depending upon the level of staff assigned by DBBasics to
OCIS requirements, not to exceed $26,880 through September 30, 2000.
Orange County will also compensate DBBasics for incidental and local travel
expenses.
Termination:
Either party for any reason may terminate this agreement with 15 days written
notice.
