PURPOSE:-, To receive a written report regarding Orange County's requested projects for
consideration in the development of the Regional Priority List. . The purpose of the Regional Priority
List is to determine the region's project priorities for the development of a fiscally constrained
Durham-Chapel Hill-Car.rboro Metropolitan Transportatiori Improvement Program.
BACKGROUND: Biannually, the North Carolina Board of Transportation. (BOT) adopts a multi-
year State Transportation Improvement Program (STIP) that specifies needed transportation
improvements across the state. On 'the regional level, the Durham-Chapel Hill-Carrboro,
Metropolitan Planning Organizatio,n (DCHC MPO) develops the DCHC Metropolitan Transportation
Improvement Program (MTIP) that specifies needed transportation improvements .in the urban
area. Orange County submits its requested projects to be included in Regional, Priority List that is
'then submitted by the DCHC MPO to NC DOT and the BOT for consideration in the development of
the STIP.
FINANCIAL IMPACT: None at this time.
RECOMMENDATION: The Manager recommends that the Board receive the report only for
information at this time.

Written Report, Orange County Transportation Priority List
Please review the attached transportation priority list of Requested Projects
(Attachment 2) .forwarded to the Technical Coordinating - Committee for
consideration in the development of the Regional Priorities List of transportation
projects for the 2002 -2008 Durham- Chapel Hill - Carrboro Metropolitan
Transportation Improvement Program: The projects include those from the
Orange County Transportation Priority List (Attachment 3) submitted. in October,
1997, by the Board of County Commissioners for consideration in the
development of the 1999 -2005 DCHC MTIP. Attachment 4 lists the status of
requested projects with respect to the (current) 2000 2006 STIP. Attachment 5
is the 2000 -- 2006 TIP for Division 7 which includes Orange County.
Staff will prepare an .agenda item for the December 7, 1999, BOCC meeting for
BOCC endorsement/approval of the Orange County Priority List. The approved
list will then be submitted to the TCC and Board of Transportation to be
considered in the development of the 2002 -2008 DCHC MTIP.
The Regional Priority List Development
Projects are submitted to the Metropolitan. Planning Organization (MPO) by
member agencies within the Metropolitan Planning Area.
The lead planning agency staff performs technical analyses on .all projects and
ranks each project according to the following:
• Regional goals (how well the project meets the adopted regional goals);
• Cost effectiveness (cost vs. benefits);
• Timing factor (will opportunity for project be lost if not included in current
priority, cycle ?);

A subcommittee of the TCC met Friday, November 12 to develop a
recommendation based on a technical analysis of each project. On November
17, 1999, the TCC voted to forward the draft priority list to the Technical Advisory
Committee with the recommendation that the TAC open a public comment period
on the draft list. The TAC will receive the TCC recommendation (Attachment 6)
at its December 8, 1999, meeting.
The TAC will recommend a Regional Priority List to be available for public
comment for a four-week period. After the public comment period, the TAC will
approve a Regional Priority List to be forwarded to NCDOT for consideration in
the development of the DCHC 2002 — 2008 IVITIP.

REQUESTED PROJECTS
1) U-2805. Homestead Road Widening: This project ject remains Orange County's top
priority of new road projects requested from TIP funds. Orange County requests
the further advancement of Homestead Road in the TIP schedule for the
following reasons: a) in the year 2000, the completed widening of Airport Road
will approximately double its capacity and provide increased access to the land
served by Homestead' Road;, and b) there will be a period of approximately two
years during which accident exposure will be increased because Homestead
Road will not have been improved at the same time as Airport Road.
NC 86. construct bicycle lanes: from Chapel Hill (Whitfield Road) to Hillsbo'rough
(US 70). Scheduled improvements to Airport Road (NC86) in Chapel Hill will
extend bicycle facilities from UNC to Whitfield Road (SR .1731) in Orange
County. NC 86 from Chapel Hill to Hillsborough is experiencing increasing
numbers of bicyclists using this route and there are also two new schools along
this route. This route is listed as priority I of-the primary bicycle routes proposed
in the Orange County Bicycle Transportation Plan adopted April 6, 1999. Orange
County requests that bicycle lanes be constructed.,
2) US 70 Bypass Widening: from the intersection of US 70 Business to the US 70 —
1 -85 Connector, widen US 70 Bypass to a four-lane divided section with bike and
pedestrian improvements. This -project should be phased to address traffic
counts and existing congestion.
OTHER REQUESTS
1) 1=3306 Section A: widening of 1-40 to six lanes from 1-85 in Orange County to US
15-501 in Durham County — Orange County requests that 1-3306 Section A and I-
3306 . Section B be divided into .'two separate projects and programmed
separately in the TIP.
Project planning and design for this facility is in progress. Orange County
requests that it be included in the development of the Major Investment Study
and Environmental Impact Statement for this project to insure that there are no
detrimental land use impacts to the Orange County Comprehensive Plan.
Orange County is opposed to any widening of 1-40 through Orange County
unless there is a commitment by NCDOT to provide HOV and/or dedicated
bus lanes:

schools have been constructed along NC 86; and this route
• is part of the DCHC Regional Bicycle Plan and the NCDOT
• TIP Project E-2913.

Proiect Description• Widen US 70 Bypass from the intersection of US 70
Business to the US 70 -185 Connector to a four -lane
divided section with bicycle and pedestrian facilities. '
Proiect Justification US 70 Bypass is a major thoroughfare projected to be
over capacity during the design period _(2020). The
intersection of US 70 Bypass at NC 86 is listed as a high
accident location (Hillsborough Transportation Plan)
having an average of 32 accidents per year for the period
from 4192 to 4/95 the highest accident intersection
within the highest accident frequency within the
Hillsborough planning area. Cost/benefit ratio for
widening US 70 is +1.1, and based on its benefits, the
project is rated second in priority of projects
recommended in the 1997 Hillsborough Transportation
Plan.

FOR CONSIDERATION OF FUNDING IN
Orange County appreciates the opportunity to participate in the Durham - Chapel Hill- Carrboro
Metropolitan Transportation Improvement Program process. We would also like to commend
the Lead Planning -Agency's staff: Mr. Mark Ahrendsen, Ms. Kimberley McCarter, Mr. Felix
Nwoko, Mr. Wesley Parham, and Mr. Tim Saunders. We are very appreciative of their efforts
and are looking forward to.working with them in the future.
POLICY ISSUE - PROJECT INITIATED BY NC DOT
1) R -3829: Feasibility Study to Widen Mt Carmel Church Road fSR 1008) to Multi lanes -
Orange County. requests the following: a) that the feasibility study (R -3829) be
handled through the current Durham- Chapel Hill- Carrboro (DCHC) Metropolitan
Planning Organization (MPO) process for the 1999 -2005 TIP; and b) that in the future,
Orange County be consulted about feasibility studies in its jurisdiction before such
studies are added to the TIP.
REQUESTED PROJECTS

70). Scheduled improvements to Airport Road (NC 86) in Chapel Hill will extend
bicycle facilities from UNC to Whitfield Road (SR 1731) in Orange County. NC 86
from Chapel Hill to Hillsborough is experiencing increasing numbers of bicyclists using
this route and there are also two new schools along this route.. Orange County
requests that bicycle lanes be constructed.
COMMENTS ON OTHER TIP PROJECTS INITIATED BY NC DOT
I) 1 -305: widening of 1 -85 to 'six lanes and reconstruction of interchanges from Orange
Grove Road to Durham County Line - Even though 'this project remains an
"IDENTIFIED FUTURE NEED"; Orange County requests'that its staff 'be allowed to
participate in the planning of the facility. The County is specifically interested in the
following infrastructure improvements as. they relate to the. 1-85/US 70.Economic
Development District:

Erosion Control Measures - Orange County requests that permanent erosion
control measures be included in the project.
b) Pedestrian and Bicycle Facilities -
Orange county requests that its staff be
allowed to participate in the determination of where and what type of facilities
are to be included in this project. Among the features requested for inclusion
are .sidewalks and bike fades (see the 'Re Durham an
and adequate guardrails Rimliz pinn for
rails on overpasses.
C) Wildlife Corridor Under 1-85 - Orange County requests t
to participate during this part of the planning that its staff be allowed
age and that this issue be
brought to the attention of the NCDOT Staff Biologist. Constructing this wildlife
corridor is one of the recommendations presented in the "The New Hope
Corridor Open Space Master Plan: Proposals for Linking Duke Forest and Eno
River State Park."
d) Intersection of Pleasant Green Road (SR 1567) & Mf Herman Church Road
This intersection was studied by the NCDOT Division 7 Traffic
Engineers last year. They recommended that this intersection be included as a
part of 1-305 because of its proximity to the 1-85/US 70 interchange. The entire
intersection ' needs to be realigned so that Pleasant Green Road Can intersect
US 70 at a 90 degree angle.
e) US 70 from NC 751 to University Station Road (SR 1712) - Due to the needs of
the Pleasant Green RoadXUS 70 intersection, Orange County requests that US
70, from NC 751 to University Station Road, be upgraded to provide for a
suitable transition from/to 1-85. An example of the need for this project is the
intersection of US 70 with Old No.10 (SR 1715) which is currently operating at
level of service "F".
fl Mt Herman Church Road (SR 1713) - Preliminary plans by the Planning &
Environmental Branch, Division-of Highways of NCDOT Indicate *that this road
may be, relocated as part of 1-305. Orange County requests that this road be
designed with 12' wide travel lanes and 4' wide bicycle lanes for a total paved
width of 32'.

in Orange County to 1-85 in Durham Counfir - Orange County is strongly opposed to
having this facility within Orange County and is also very concerned about the
environmental impacts to the Eno River State Park. Orange County requests that this
facility be relocated outside of Orange County.

CONSTRUCTION FOR THIS PROJECT TO BEGIN IN . 2004 (CONSTRUCTION HAS BEEN
DELAYED FOR THREE, YEARS - WAS SCHEDULED FOR MID-2001 IN THE 1998-2004
STIP).
2) NC 86. construct bicycle lanes: from Chapel Hill (Whitfield Road) to Hillsborough (US 70).
Scheduled improvements to Airport Road (NC86) in Chapel Hill will extend bicycle facilities from
UNC to Whitfield, Road (SR 1731) in Orange County. NC 86 from Chapel Hill to two is
experiencing increasing numbers of bicyclists using this mute and there are also two new schools
along this route. This mute is listed as priority I of the primary bicycle routes proposed in the
Orange County Bicy6le'Transportation Plan adopted April 6, 1999. Orange County requests that
bicycle lanes be constructed.
SATUS: THIS PROJECT IS INCLUDED IN THE
2000-2006 STATE TRANSPORTATION
IMPROVEMENT PROGRAM AS AN INCIDENTAL BICYCLE NEED. NOT ALL NEEDS HAVE
A CORRESPPONDING HIGHWAY PROJECT SCHEDULED AT THIS TIME. IF A HIGHWAY
PROJECT IS SCHEDULED TO WIDEN NC 86 (FROM WHITFIELD ROAD TO Us 70 IN
HILLSBOROUGH), BICYCLE LANES WILL BE PROGRAMMED AS PART OF THAT
PROJECT.
3) US 70 Bypass Widening;' from the intersection of US 70 Business to the US 70 — 1-85 Connector,
widen US 70 Bypass to a four-lane divided section with bike and pedestrian improvements. This
project should be phased to address traffic counts and existing congestion. Orange County
requests that this project be identified as a need and included in the 2002-2008 STIP.
STATUS: THIS PROJECT IS NOT INCLUDED IN THE 2000-2006 STATE TRANSPORTATION
IMPROVEMENT PROGRAM.
OTHER REQUESTS
1) 1-3306 Section A: widening of 1-40 to six lanes from 1-85 in Orange County I
Freeway) in Durham County — Orange County requests that the development of the Major
Investment Study and Environmental Impact Statement for this project include ensurances that
the project will not have detrimental land use impacts to the Orange County Comprehensive Plan.

Durham County Line - Even though this project remains an "UNFUNDED PROJECT ", Orange
County requests that its staff be allowed to participate in the planning of the facility. The County is
specifically interested in the following infrastructure improvements as they relate to the 1 -85 /US 70
Economic Development District:

h) Park and Ride Facilities - Orange County requests that its staff be allowed to participate in
the determination of where and what type of facilities are to be included in this project.
STATUS: PROJECT 1-305 IS STILL AN UNDFUNDED PROJECT.
1) R-2630 DURHAM NORTHWEST LOOP (ENO DRIVE,: new multi-lane route from 1-85 in Orange
County to 1-85 in Durham County - Orange County is strongly opposed to having this facility within
Orange County, and is also very concerned about the environmental impacts to' the Eno River
State Park. 'Orange County requests that this facility be relocated outside of Orange County.
STATUS: THIS PROJECT IS INCLUDED IN THE 2000-2006 STATE TRANSPORTATION
IMPROVEMENT PROGRAM AS AN UNFUNDED PROJECT.
ORANGE COUNTY PROJECTS OUTSIDE
THE DURHAM-CHAPEL HILL-CARRBORO
METROPOLITAN PLANNING AREA
Highway Improvements - In previous years Orange County has made TIP requests related to
project 11-304. Because 1-304 has been completed without these requested projects, Orange
County is now asking that the following infrastructure improvements be made to the 1-85/Buckhorn
Road Economic Development District:
a) Erosion .Control Measures - NCDOT currently has no plans for erosion control' measures after
completion of construction for project 1-304: widening of 1-85 to eight lanes from NC 54 (in
Alarnance County) to Dimmocks Mill Road. NCDOT has installed temporary erosion control
measures according to NCDOT standards. Orange County requests that permanent erosion
control measures be included. in the 2002 - 2008 TIP as a line item to ensure optimal
protection of the Sevenmile Creek watershed. The Upper Eno watershed, of which Sevenmile
Creek is a sub-basin, has been designated a WS-11 watershed; thus the County is committed
to protect the water quality by working with NCDOT to implement the strongest protection
measures available.
STATUS: NOT INCLUDED IN THE 2000 - 2006 STIP.
b) Capacity Improvements - Widen Buckhorn Road to 24 feet (two 12' travel lanes) and improve
the Intersection of Buckhorn Road and US 70 to include turn lanes and improved turning radii.
STATUS: NOT INCLUDED IN 2000 - 2006 STIP.
c) Rail Road Crossing Improvements - Improve the Southern Railway / Buckhorn Road (SR
1114) railroad crossing.
STATUS: NOT SPECIFICALLY INCLUDED BY NAME IN 2000 - 2006 STIP BUT MAY BE PART OF
STATEWIDE RAILROAD (IMPROVEMENTS.

2) Transit Improvements - It is increasingly evident, through the Triangle Fixed Guideway Study and
other research, that Orange County should begin Transit Planning to coordinate local transit
planning with the Triangle Fixed Guideway Study recommendations. In order to support transit in
Orange County, the following improvements have been requested:

a) Twenty Year Transit Development Plan for Orange County - Funding is requested to develop a
long range transit plan that would integrate local transit systems with the planned long range
transit improvements of the Triangle Region (i.e., Triangle Transit Authority's Triangle Fixed
Guideway System) and the state (i.e., Governor Hunt's Transit 2001 Plan);
STATUS: NOT INCLUDED IN 2000 -2006 STIP.
b) Park and Ride Lot in the Buckhorn Economic Development District - Orange County requests
that a park and ride facility (from the adopted Orange County Economic Development District
Design Manual) be constructed as a demonstration project with Transit 2001 Funds. This
project is clearly justified as it meets the warrants for a park and ride lot for two growing
regions in North_ Carolina, the Triad and Triangle.
STATUS: NOT INCLUDED IN 2000 - 2008 STIP.
3) Bicycle Improvements - As bicycle traffic continues to grow in Orange County, we continue to
request the following improvements:
a) E -3606 Orange County Bicycle Route Map and Signs for Orange County Bicycle Routes - This
project is requested to assist bicyclists in identifying the routes described in the Orange
County Bicycle Route Map and to assist motorists in identifying those routes whereby "sharing
the road" with bicyclists will be necessary.

1. Elizabeth Brady Road extension (project U -3808)
Construct proposed 4 -lane boulevard that connects US 70 Business, US 70 Bypass, and
St. Mary's Road (SR 1002). Special design consideration should be used in crossing the
Eno River and the overall impact of the road on neighboring properties.
2. Improvements along South Churton Street (project R -2825)
Congestion management, limited access, capacity and aesthetic improvements between US
70 Business and Interstate 40. The portion between Interstates 40 and 85 will confirm to
the design criteria of the Economic Development District Design Manual (4 -lane divided
section with bide and pedestrian improvements). North of Interstate 85 a variety of
improvements within the current right -of -way need to be explored.
3. US'70 Bypass widening
Widen US 70 to a four -lane divided.section with bike and pedestrian improvements. This
project should be phased to address the traffic counts and existing congestion.
4. Western Bypass (project R -3438)
Construct proposed 2 -lane facility connecting US 70 with NC 86 North using a portion of
Coleman Loop Road (SR 1332) right -of -way.
