PURPOSE: To consider authorizing County staff to take the following action: (a) dispose of up
to 20 computers that have been replaced in County departments and are now surplus; and (b)
effect budget and accounting action to ensure no monetary impact is experienced by the
Literacy Council as a result of this action.
BACKGROUND: On December 15,.1998 the Board declared 20 computers that were replaced
by new computers as surplus and authorized staff to transfer the computers to the Orange
County Literacy Council to support their overall literacy effort. The Literacy Council in
cooperation with NAACP placed the surplus computers in area churches to assist youths with.
tutorial programs and literacy. The partnership between the Literacy Council and the NAACP
has been successful and both organizations would like to expand the tutorial and literacy efforts
to more youths. in .the year 2000 by adding 20 more surplus computers.
Disposal of public assets must be accomplished in one. of five ways:
• Private negotiation and sale
• .Sale by sealed bids
• Private sale with upset bids
• Auction
• Exchanges
The Board in 1996 authorized the Director of Purchasing and Central Services to dispose of
assets whose value is less than. $500 for a single item or group of items. Surplus computers fall
within those parameters.

The action requested by the Board is as follows
• Declare up to 20 computers as surplus; and
• Authorize the Director of Purchasing and Central Services to enter into .negotiations with the
Literacy Council to establish the sale price and to carry out.legal requirements .incidental to
the disposal of public assets; and
• Authorize the Directors of Budget and Finance to take the appropriate budget and
accounting action to ensure a neutral revenue position for the Literacy Council in this
transaction.
The Literacy Council will be asked to provide the County with a list of locations where
computers will be placed. Up to 20 computers may be disposed of on a per justifiable request
basis. Computers must be used in direct service to the public to promote literacy in order for
the transfer to occur.
FINANCIAL IMPACT: None
RECOMMENDATION(S): The Manager recommends that the Board:
• Declare up to 20 computers as surplus ;and
• Authorize the Director of Purchasing and Central Services to enter into negotiations with the
Literacy Council to establish the sale price and to carry out legal requirements incidental to
the disposal of public assets, and
• Authorize the Directors of Budget and Finance to take the appropriate budget and
accounting action to ensure a neutral revenue position for the Literacy Council in this
transaction

Resolution Authorizing the Disposal of Surplus Computers to Literacy Council
WHEREAS, the Orange County Board of Commissioners has the statutory authority to declare
as surplus items no longer of use in County operations; and
WHEREAS, Orange County Commissioners have a desire to assist adults in their quest for
literacy, and
WHEREAS, Orange County Literacy Council has agreed to place computers, which the County
may declare as surplus in areas which, will facilitate the literacy goal of the Orange County
Commissioners;
THEREFORE BE lT RESOLVED THAT the Orange County Board of Commissioners hereby
authorize the Director of Purchasing and Centra{ Services to enter into negotiation with the
Literacy Council to establish a fair market value for a maximum of twenty (20) computers that
the County shall declare as surplus; and
BE IT RESOLVED THAT the Director of Purchasing and Central Services shall be authorized
by the Orange County Board of Commissioners to effect those requirements that may be
incidental to the legal disposal of surplus assets owned by Orange County; and
FUTHER BE IT RESOLVED THAT the Orange County Budget and Finance Directors be
authorized to execute budget amendments and accounting transactions that may be incidental
to the appropriation of funds for the Literacy Council to offset the cost of the surplus computers.
