(3) The Planning Board recommended that section 6.2.2, relative to the death probe,
contained in subsection three and four of 6.2.2 be deleted from said Chanel Hill Township
Zoning Ordinance,
Unon motion of Commissioner Ray, it was seconded and unanimously adopted, that sub-
section three and four of section 6.2.2 be deleted from the Chapel Hill Township Zoning
Ordinance.
(4) The Planning Board recommended that the request from Lillie C. Freeland to
rezone twenty acres located on the Southwest side of intersection of Homestead Road and
N. C. 86 from a residential area to a general commercial district be approved.
Unon motion of Commissioner Bennett, seconded by Commissioner Ward, it was moved and
unanimously adopted, that the recommendation of the County Planning Board relative to the
rezoning of the twenty acres belonging to Lillie C, Freeland be approved.
Discussion ensued concerning Ambulance Service for Northern Orange County.
Unon motion of Commissioner Walker, seconded by Commissioner Ray, it was moved and
unanimously adopted, that the proposal as submitted by the Orange County Rescue Scuad, Inc.
to the Board of Commissioners for Ambulance Service to the Northern Orange County area be
accepted.
The County Administrator was requested to so inform the Draper official of the Orange
County Rescue Squad, Inc. of the action of the Board of Commissioners.
Erline Edwards, Vice President for the Orange County Welfare Union, was spokesman for
a group of union members and did request that Christmas grants of $10.00 Der child for
welfare recipient's children be granted this year.
Chairman Smith informed the group that such a request must first be presented to the
Welfare Board and that the Welfare Board in turn must make recommendations for said request.
Chairman Smith stated further that this was a budgetary matter and should have been presented
with the annual budgetary request in July.
Mrs. Evelyn Johnson, Member of the Welfare Union, read a petition in behalf of retaining
Mrs. Dee Gamble as the Community Service Consultant for Orange County.
C. W. Davis, of Route #3, Hillsborough, North Carolina, presented road petition for
secondary road #1179 and the clerk was authorized to forward same to the State Highway
Commission.
There being no further business to come before the Board the meeting adjourned to meet
again on Monday, December 16, 1966, for a public hearing in joint session with the County
Planning Board and on Monday, December 23, 1968, at 11 o'clock A.M. for the purpose of
canvassing the votes cast on December 21, 1968, for the Dogwood Acres Sanitary District
election.

MINUTES OF THE ORANGE COUNTY
BOARD OF COMMISSIONERS
December 16, 1968
The Board of Commissioners for the County of Orange, North Carolina, met in joint
sessicn with the Orange County Planning Board on Monday, December 16, 1968, in the Courtroom
of the Courthouse in Hillsborough, North Carolina at 7:30 P.M.
Members Present: Commissioners Harvey D. Bennett, William C. Ray, Henry S. Walker and
Ira A. Ward.
Members Absent: Chairman Carl M. Smith.
This meeting was held for the purpose of conducting a public hearing relative to certain
amendments for the Chapel Hill Planning Ordinance and Man.
Commissioner Walker, Vice Chairman of the Board of Commissioners, declared the Dublic
hearing open and turned the meeting over to Charles Johnson, Chairman of the County Planning
Board for the purpose of conducting the nubile hearing.
The following memorandum was Dresented, but there was no action taken relative to
said memorandum:
"November 22, 1968

SUBJECT: Proposed Amendments to Orange County Zoning Ordinance

Amend Section 7.2.2 to read:
Each mobile home in a mobile home nark shall occupy a desifnated mobile home space
of at least 10,000 square feet, with a width of at least 65 feet exclusive of common
driveways. This is a maximum density. The local health department has the authority
to require more than 10,000 square feet per mobile home,
Amend Section 12.1 to read:
Any nonconforming building or other structure may be continued in that use but may not
be expanded in cubical content or floor area and may not be converted to a different
nonconforming use.
Any nonconforming-building or other structure that is demolished or destroyed in excess
of 60% of its extent at the time of adoption of this ordinance may not be rebuilt as a
nonconforming use. A nonconforming building or other structure that is demolished or
destroyed less than 60% may be rebuilt provided there is no increase in cubical content
or floor area and the rebuilding takes place within two years of the demolition or
destruction.
(The second paragraph of Section 12.1 would remain in the Ordinance unchanged)
Amend Section 11.6 to read
Health Officer approval of Water Supply and Sewage Disposal Facilities
The Zoning Officer shall not issue a zoning permit for any use, building, or purpose
without written approval of any and all needed or proposed water supply and sewage
disposal facilities from the district health office or the anpropriate State Health
Agency. Issuance and use of zoning permits shall be subject to all terms and qualifi-
cations imposed by the District Health Officer or the appropriate State Health Agency
and copies of all approvals, terms and qualifications shall be kept on file in the
Zoning Office.
For a detailed report of the business conducted at this meeting you are hereby
referred to the minute docket of the County Planning Board.
At the conclusion of the meeting Chairman Johnson turned the meeting over to Vice
Chairman Walker who then declared the public hearing adjourned.
The meeting was reconvened by Vice Chairman Walker as a meeting of the Orange County
Board of Commissioners.
Members of the Orange County Board of Education and G. Paul Carr, Superintendent of
the County Schools, were present to discuss the bid opening for the addition to Orange
Senior High School. Mr. Carr advised the Board of Commissioners that the Board of Education
had available $350,000.00 which had been allocated to the construction of sixteen additional
classrooms for the orange Senior High School, but that the combined low bids and
architectural fees for said construction amounted to $402,393.21. Mr. Carr stated that the
Board of Education wanted to accent the low bid but the Board of Education lacked the
proper authority to accent said low bid until change orders in the amount of $52,393.21
were made in order to reduce this contract. He stated further that any items deleted from
the current contract must be reinstated in next years school budget,
The Board of Commissioners voiced no objection to the Board of Education proceeding
with the signing of the low bid contract.
The County Administrator reported that no progress had been made by the County in its
negiotation with 14. M. Bright for the securing of the needed right of way and he recommended
that the Board of Commissioners proceed to institute a condemnation proceedings against
this land owner.
The following resolution was introduced by Commissioner Bennett, seconded by Commiss-
ioner Ray, and unanimously passed:
BE ST RESOLVED that the County Attorneys, Graham & Cheshire, are hereby authorized,
empowered and directed to obtain by condemnation or otherwise a thirty (30) foot
right of way and easement for sanitary sewer across the lands of Walter 14. Bright and
wife, Margaret Bright, adjacent to the J. B. Austin property, said easement to have
a length of approximately 325.6 feet.
A brief rapport concerning the right of way for a sewerage line to Melville Furniture
was discussed. The Board of Commissioners authorized Commissioner Bennett and the County
Administrator to negiotate with the property owners involved.
There being no further business to come before the Board this meeting was adjourned
to meet again on Monday, December 23, 1968 at 11 o'clock A.M. for the purpose of canvass-
ing the election held on December 21, 1968.
