BACKGROUND: The Solid Waste Department has two (2) Front Loading Garbage Trucks budgeted for FY 07-08. One is for the Recycling Division and one for the Sanitation Division. The Sanitation unit that will be replaced is a 1993 Crane Carrier with 264,890 miles. This Front- end loader services containers at Solid Waste Convenience Centers, Orange County Government Buildings, the Orange County Schools, and operates six days weekly. The Recycling Division's unit is a 1997 Mack/McNeilus with 189,268 miles. This unit services the ten Solid Waste Convenience Centers and collects old corrugated cardboard, newspapers, magazines, and mixed paper and delivers these materials to different markets within the area. Specifications were developed around current waste handling vehicles and included such safety items as lights, brakes, width and height of vehicles, legal weight capacity, and other best management practices available for market. Orange County's requirements were advertised and eleven vendors were solicited for Orange County's bid number 270. Four vendors submitted bids. Pursuant to the attached bid tabulation, Piedmont Peterbilt of Greensboro, North Carolina submitted the lowest responsible bid that was responsive at a delivered cost of $216,998 each ($433,996 total for both) for a Peterbilt 320 cab & chassis with a Heil DP Halfpack Body. Delivery of the vehicles is estimated at 200 calendar days after receipt of order by the vendor. The surplus equipment will be disposed by the Purchasing Department through govdeals.com, an online site that merchandises surplus equipment for government agencies, with the proceeds to be deposited back into the appropriate fund. Some manufacturers have chosen to pay a fine rather than provide an engine that meets the EPA guidelines for emissions reduction. Such an engine would not meet Orange County specifications. Further, the specifications require trucks that are able to operate using B-20 bio- diesel. 2 FINANCIAL IMPACT: Total purchase price, if approved by the Board, would be $433,996. Sufficient funds were allocated within the FY 2008-2009 Solid Waste budget for the purchase of the Recycling vehicle. Since the Sanitation Division is funded under the General Fund, staff recommends that the Front Loader Refuse Truck for the Sanitation Division be financed over a 59-month period to take advantage of prevailing low interest rates. Assuming that financing can be obtained at an interest rate of 4.5%, estimated total payment for the one truck over five years should be approximately $258,640 including $41,640 in interest. A reimbursement resolution is included to provide flexibility as to the timing of the financing. RECOMMENDATION(S): The Manager recommends that the Board 1) award bid number 270 to Piedmont Peterbilt of Greensboro, North Carolina at a delivered cost of $433,996 for two trucks; 2) authorize the Purchasing Director to execute the necessary paperwork; and 3) authorize the Finance Director to solicit a Request for Proposal to finance one vehicle,. with the results of the solicitation to be brought back for Board approval at a later date. BE IT RESOLVED by the Board of Commissioners of Orange County, North Carolina, as follows: Section 1. The project is the acquisition of a 40 Cubic Yard High Compaction Body Front Loader Refuse Truck Section 2. The County intends to finance the project. The expected type of financing (which is subject to change) is the general obligation bonds approved at the County's 2001 bond referendum, or in the alternative installment financing pursuant to 160A-20 of the General Statutes. The expected maximum amount of bonds or other obligations to be issued or contracted for the project is $217,000. Section 3. The County intends that funds that have been advanced, or may be advanced, from the County's general fund for project costs will be reimbursed from the financing proceeds. Section 4. The County intends that the adoption of this resolution will be a declaration of this County's official intent to reimburse project expenditures from financing proceeds. * * * * * * ~ I certify that the foregoing resolution was duly adopted at a meeting of the Board of Commissioners of Orange County, North Carolina, duly called and held on 2008, and that a quorum was present and acting throughout such meeting.
